    This Act may be cited as the "Defense of the Pacific Act".

SECTION 2: Air Defense of Guam
    The United States Department of Defense is hereby appropriated $1,600,000,000 for the construction of a 360 degree persistent and integrated air defense system in the United States Territory of Guam.

SECTION 3: Complementary Air Defense Radar
    The air defense system in Guam authorized by section 2 is the be served and complimented by a high frequency radar system in Palau, with the Department of Defense being appropriated $200,000,000 for this system.

SECTION 4: Space Based Radar Systems
    The United States Space Force is hereby appropriated $2,300,000,000 for the construction and operations of space based radar systems to provide a first warning of any attacks on the United States, and in particular, Guam and its other Pacific possessions.

SECTION 5: Ground Based Missile Systems
    The United States Department of Defense is hereby appropriated $3,300,000,000 for the construction and operations of ground based, long range missile fires with ranges in excess of 500 kilometers to make up highly survivable, precision strike networks along the First Island Chain. Such missile systems shall include both surface-to-surface and surface-to-air capabilities.

Does any one want to cosponsor my Defense bill? This is one of Richardson's big priorities.

To redevelop and improve the American educational system, and to rectify any inequalities or inefficiencies in the American educational system, particularly in low income areas

SECTION 1: SHORT TITLE
    This Act may be cited as the "Educational Redevelopment Act".

SECTION 2: ADDITIONAL FEDERAL FUNDING GRANTS
    [1] Each state and territory, plus the District of Columbia, shall be granted a total of $300.000.000 each over the course of the 2021, 2022, 2023, and 2024 fiscal years for the purpose of the redevelopment and improvement of each of their respective public school systems

    [2] Each tribal reservation shall be granted a total of $150.000.000 each over the course of the 2021, 2022, 2023, and 2024 fiscal years for the purpose of the redevelopment and improvement of each of their respective public school systems

SECTION 3: SUPERVISION OF FUND REDISTRIBUTION
    [1] Tasks the Department of Education to oversee the redistribution of these funds for the purposes of confirming that funds are being responsibly and lawfully redistributed through areas of the school systems of each state, reservation, and territory being granted additional educational funding.

SECTION 4: FUND ALLOCATION
    [1]These funds are to be divided into five areas to be allocated in as follows

    - (1a) 1/5 of funds are to be directed towards the funding of school campus infrastructure redevelopment and repair
    - (1b) 1/5 of funds are to be directed towards the purchase of educational technology, such as tablets, laptops, and PCs
    - (1c) 1/5 of funds are to be directed towards the funding of extracurricular activities, such as sports and clubs
    - (1d) 1/5 of funds are to be directed towards the funding of faculty salaries
    - (1e) 1/5 of funds are to be directed towards the funding of course budgets

SECTION 5: EQUITY GUARANTEES
    [1] Bans the discrimination of the distribution of the distribution of these funds to primary and secondary schools, school districts, junior colleges, community colleges, colleges, universities, professional schools, trade schools, and other schools on the basis of race, gender, age, sexual orientation, or anything else of the sort in compliance with civil rights laws, such as the Civil Rights Act 1964

    [2] Bans discrimination against students eligible for preexisting school-related benefits, such as scholarships, on the basis of race, gender, age, sexual orientation, or anything else of the sort in compliance with civil rights laws, such as the Civil Rights Act 1964

    [3] Bans discrimination against teachers eligible for hire or benefits on the basis of race, gender, age, sexual orientation, or anything else of the sort in compliance with civil rights laws, such as the Civil Rights Act 1964

Caroline's in favour in principle, but I wouldn't mind trying to take a broader front approach to tackling education than just throwing money. Incidentally, why would the Federal Reserve Board be the oversight body here rather than the Department of Education?

Colbert's bill isn't just a blank check to the DoD, every penny in that bill has a specific purpose needed to actively plug holes in America's defense.

As a sophomore, she helped establish and lead a school wide Republican Party, and at times openly argued with some of her more liberal-minded teachers. Graduating in 2003, she majored in law at Yale, and helped found and chair the Conservative Student Union, drawing hundreds of members at Yale, Harvard, and other Ivy League schools. The group traveled around the country, speaking at various events and rallies and drawing substantial crowds. Emerging as a leading voice for conservative youth, she briefly served on a youth advisory council council for Fake McCain campaign. In 2008, she started TrueAmerica.com, a website that pushed right-wing policy and organized rallies at various schools and parks. Drawing big names like Fake Sean Hannity and others to publish pieces on her website, it became one of the biggest and most-visited conservative webpages. In response to the 2008 election of Fake Barack Obama, she gained nationwide attention as members of her group held a mock-funeral for the United States at a park in Washington DC.

After graduating, she travelled back and forth between Washington and Nashville continued publishing on TrueAmerica.com and appeared on various radio and television shows between 2010 and 2012. Becoming a close confidant of figures like Fake Mark Levin and Fake Rush Limbaugh,, she spoke harshly in opposition of gay marriage, abortion, and other social issues. Speaking out in favor of candidates like Fake Chris Christie, Fake Ron Paul, and Fake Rick Santorum, she refused to support Fake Mitt Romney for President in 2012, drawing backlash from party establishment figures. Publishing a scathing attack on Fake Romney in October of 2012, attacking his weak support amongst amongst Tea Party and citing his failures at Bain Capital, and claiming that he was the party of the corrupt elite. Officially endorsing Fake Ron Paul for Preisdent, who was not running. She filed a last-minute push to "draft Fake Paul" into the race, however it failed to gain traction. Her legions of fans at TrueAmerica.com began a viral online campaign to-retake the Republican Party". Pushing TrueAmerica candidates into races across the country and propping itself up with grassroots donations, the 2012 election proved fickle in comparison to large PACs and the RNC, electing just three candidates in California to the state legislature, and one house candidate in Georgia. Searching for a way to bide time, she joined CNN as a legal analyst and contributor, she became one of the few conservative voices on the network, garnering national attention for her on-air spats with the likes of Jake Tapper, Wolf Blitzer, and various guests.

In 2014, she stepped back from her work at TrueAmerica.com to focus more on her role at CNN, passing on control of the website. While at CNN, she met her husband, Tom Newfield, who was a field reporter at the network. After marrying in January of 2014, their first daughter was born in December. After being temporarily suspended from the network in January of 2015 after throwing a pen at another panelist, she toned down her rhetoric before exiting the network to serve as the Press Secretary for Fake Chris Christie's 2016 campaign for president. When he dropped out, she joined the Wolf campaign as a surrogate and continued to appear on various shows and at events in the lead up to the 2016 Election. A clip of her went viral at the time on Twitter when she heard of the results in Wisconsin, jumping out of her chair and cheering like a baseball game.

Buying a large house in the suburbs of Nashville in 2017, she landed a job at Fox News, filling in for various hosts and taking part in debates. Temporarily reviving her involvement at TrueAmerica.com, she published a series of columns calling for an investigation into the Fake Clinton campaign, in 2016, citing corruption and an attempted "smear campaign to discredit and tie President Wolf to Russia". However, she once again left the website to spend more time with her family. Her second daughter was born in the summer of 2017, however not long after she was diagnosed with breast cancer. Forced to undergo chemotherapy, she stepped back from her position at Fox in 2018. Her husband and children by her side, she battled the cancer into 2019. By the summer of that year, her cancer went into remission and she landed a hosting role at Fox. Flying to and from Washington in the evenings to host Fox Tonight at midnight, she hosted the show for a little under three months in 2019 before accepting a position as White House Press Secretary. Taking the role after two relatively inactive secretaries, she made a commitment to hold a briefing every day. Making headlines for her combative and no-nonsense approach, she frequently attacked individual reporters and political figures and turned the briefings into a mini campaign rally for the President, unleashing attack after attack and doing questions left and right, so much that many in the news were beginning to call the art of question dodging to "pull a Newfield". Defending the President to the death, at times she would kick reporters out if she deemed their questions a waste of time or "taking part in the Deep State witch hunt". Drawing acclaim from the right and harsh criticism from the left, she exited the post following President Wolf's death, and instead announced a campaign to replace outgoing Tennessee Senator Fake Lamar Alexander. Riding off the popularity of Wolf, she sailed through the primaries and held a consistent lead in the polling above her democratic opponent, and the campaign drew little attention nationwide as Olivia picked up the seat by over 60% of the vote. Skeptical of Nathaniel Richardson, she tweeted consistently throughout the period between the election and inauguration day, calling for a "new era of Republican politics" and that she would be a "voice of the people" in the Senate.

The military wastes ~$125 million each year, so instead of feeding into that problem by providing the military more money to waste through greed, corruption, and lack of attention to detail, root out the issues within military spending and find better, more effective uses for these funds. For this to be so high on the president's agenda with the ongoing economic crisis. This foreign policy plan is neither fiscally responsible nor supportive of the America First ideals of the GOP as it puts Guam (though an American territory, not considered very American) before the states. What happened to Taxed Enough Already?

Nonpartisan And Representative Redistricting Act (NARRA)

A BILL
To create fair and representative congressional districts, and remove partisanship and gerrymandering from the redistricting process.

SECTION 1: SHORT TITLE
    This Act may be cited as the "NARRA Act".

SECTION 2: REDISTRICTING
    a.) Definitions: For this section
    - Non-partisan means that the partisan makeup of the commission is not specified beforehand.

    b.) Commissions: This act places the hands of redrawing congressional districts into 15-person nonpartisan commissions made up of legislative staff with no access to political, ethnic, or election data (including addresses of incumbents). There is also a 5-person advisory commission, which ensures that the commission did not use political or ethnic data, and that all maps are in compliance with this bill. Then, the bills are presented to the state legislatures and voted on. If the maps are not accepted, then the commission draws new ones. If the maps are turned down three times, the state's Supreme Court steps in. The members of the commissions cannot be lobbyists or civil servants, and their identity is to be a secret (such as that of an elector).

    c.) Limitations: The congressional districts cannot number over 1,000,000 people* and must be continuous. There can be no isolated enclaves of one congressional district in another. The districts also must run along state lines.

    d.) Decreases: If the population of a state decreases, and the state loses a congressional district, then the smallest district must be absorbed into a neighboring one.

    e.) Redrawing existing districts: An existing district is to be redrawn if the population of a district has significantly shifted to another area, but is still in the state. If there is no significant shift, they are to remain the same. Districts can be renumbered without being renamed.

    f.) Additions: If another district is to be added, it should be in an area of the most population growth, or an area where greater population warrants another district. They cannot take so many people into a new district that the old district is too small and must be redistricted.

    *Unless the district is an at-large district, and the census has not occured yet.

    a.) Even if a district does not need to be changed under the census data, the districts are still to be redrawn in compliance with these new conditions.

I like it so far! Question: do you mean continuous or contiguous? I'm not exactly a gerrymander expert so I might hang back a bit until I see some more back and forth re: this draft, but Oliver Miller would definitely be a strong supporter of the bill.

I never said that they weren't American Citizens. I know they are. I said that Guam isn't considered very American. They also lack many of the rights and duties of American citizens (just like DC and Puerto Rico). Additionally, I know that $125 million wouldn't be enough for Richardson's plan, but making a show of military force in the Pacific won't do anything if the crisis is economic, not military. If Richardson really wants to make a show of force, then he would divert any money intended for the military towards handling the economic crisis. Or, if he's a real TEA Party advocate, he'd find the $125 mil, send that back as tax breaks, and then split the proposed $7.4 billion between tax cuts/stimulus relief for the poor/middle classes and funding for job programs.
