Here's a WIP Dullahan to go with our mad Morrígan. I am tempted to add a minor healing factor, but I feel like I already have a lot here.

Name: Aisling Keyes
Alias: Crom Dubh, Gan Ceann
Alignment: Clan Mac Mathghamhna
Age: 24
Appearance: Aisling had a relatively average if tall build, at least before the accident that revealed her latent powers and subsequent augmentations at the hands of the Morrígan. Now, she's a deathly pale woman with eyes and hair as black as the raven that symbolizes her master, and she has bulked up as a result of her duties.
Additional physical features: Her head has been separated from her body and is usually carried with her underarm. The stump of her emanates a harmless black mist.
Personality: Compared to the insanity of the head of Clan Mac Mathghamhna and many of her inner-circle, Aisling is a bastion of comparative sanity. She attempts to maintain a professional distance while carrying out her bloody business and remains far from cruel, giving her targets an odd sense of relief compared to the Morrígan's other enforcers who are more than willing to engage in torture to make a point. While carrying out her orders, nothing is personal, but that doesn't mean she need not be humane.

Away from her macabre duties, Aisling makes an attempt to be personable and certainly appreciates the value of humor and good spirit when she can find it, especially while away from the court in Dublin. That said, she is never quite so sure when she can fully relax even while completely alone on her travels. The Morrígan has plenty of eyes and ears, and her wrath is the one thing that Aisling truly fears above anything else.
Abilities:
Enhanced Vision: Aisling's vision is superior to baseline humans in several factors. Her vision is extraordinarily sharp and has basic zoom functionality. She sees equally as well in total darkness as though it was broad daylight. Finally, she has the ability to visually detect metahumans, though she cannot determine anything regarding the nature of their powers.

Body Autonomy: Given that her head is already separate from her body, it isn't any surprise that she can control her body without needing her head affixed to it. She also has a sense of where her body is, what is it doing, and what is going on around it without needing a physical connection. However, the degree of fine control and the strength of her sixth sense about her body depends on the physical proximity of the head to the body.

Enchanted Equipment: The Morrígan has seen fit to provide Aisling with equipment to perform her duties with. Her massive axe is lightweight, at least while in her hands, startlingly sharp, and icy cold to the touch. Her archaic plate armor is similarly enchanted, though it is still by no means quiet compared to going without it and neither does it render her completely impervious to mundane or meta threats. Finally, she has a horse-drawn cart, covered in bone decorations to match the carts of Dullahan in legend, which can greatly reduce the time to travel across Europe.

Additional physical features: His body under his suit is covered in numerous scars sustained during the Eastern Front and his eyes are ice blue when his powers aren’t being actively used.

Personality: Sergei has a very Russian personality to say the least. He is slow to emotion and is often reluctant to show any. However, whether it be anger, passion, happiness or sadness, when he does show his feelings, the whole world knows it. He is also a more gentle soul than most would expect from a Metahuman, showing genuine care and respect for ordinary humans and trying to minimize damage wherever he can.
Abilities:
Superhuman Physiology: Sergei is blessed with a superhuman physiology. His body is immune to all but the most powerful of poisons, all diseases, and radiation. He can withstand blasts from tanks and artillery with little more to show than a scorch mark on his face and does not require food, water or air, instead being sustained by the radiation at the source of his powers. He also no longer ages, or at least hasn’t aged more noticeably than a couple of years in the past 70.

Super Strength: Sergei can throw around human armored vehicles with ease and pushing his limits can hold up a falling skyscraper, though not for an extended period of time.

Super Speed: Sergei can move at speeds while in flight that allow him to travel around the globe within a few minutes. Running his speed isn’t quite to the same level, but he can still move several times faster than ordinary human perception.

Atomic Man: Sergei is radiation. Or that is at least how one Metaologist put it. He constantly absorbs it and can put it to use in a variety of ways. He can form constructs of it, use it as weaponized beams, or, most commonly, use it to propel himself in flight. This is still radiation however, and it is quite harmful for ordinary humans to be around him when he is actively using this part of his power set, though not to the degree of an exposed reactor or a bomb. Sergei can also expel his body’s radiation in a manner similar to a nuclear bomb, in a blast up to 50 megatons in value. This move however completely deactivated Sergei’s powers until he absorbs more radiation. Sergei must drain a small cities worth of energy a month from a reactor or other source, though this time frame depends on how much he has been using his powers. He can also overload himself if he is not careful, which is why he tries to avoid more powerful sources of radiation such as Nukes or the Sun itself.

Biography: Sergei Zakharov was born in a small village about a days ride south west of Moscow in early 1923. His father was a low ranking member of the Communist party and a village leader who had fought under Trotsky during the civil war. His mother was a Ukrainian whom his father had met and brought back to Russia during the closing days of that war. Sergei received his education under the new Soviet system, worked on farms during his free time, and enjoyed a hard but idyllic world. He was bullied growing up, both for his father being a party member in a still rather conservative part of Russia, and for his Ukrainian mother. But he never let the bullies hurt him for very long.

Then, when he was 18, his world was shattered, as was all of western Russia’s. The Nazis executed Operation Barbarossa and stormed across the border, bringing death and destruction wherever they stepped. Like all young men, Sergei enlisted in the Red Army, to fight and try to fight back against the evil now streaming across the border. And fight he did. Sergei saw combat in Stalingrad, in the fields and stepped that had once been his home, in Poland, in Prussia, and finally in Berlin. Along the way he was promoted several times and even received a battlefield commission to the rank of Lieutenant. His service was awarded with several medals and for his leadership in helping liberate several concentration camps, he received his first Heroship of the Soviet Union. This award, along with his general physical excellence, his mental acuity, and his witnessing of the Metahuman destruction in Berlin landed him in the short list for the Soviet Metahuman Program, which he joined following the war’s end.

Sergei’s time in the program was short. He participated in several rather painful tests that were aimed at making initial probes into his biology and genetics to see if he was compatible with the early soviet attempts at meta genetic modification and superhuman serums. By luck’s unyielding chance, he was not and was dismissed from the Program after about a year. Returning to normal service, Sergei was placed in command of a small garrison in Leningrad, now as a Captain. Leningrad at the time also served as the home of the Soviet Nuclear Program, which was in an odd state. Due to the new prominence the Metahuman Program received, nuclear research was now on the sideline so to speak. While the program received less funding than the Metahuman team, they were also more free to experiment. This culminated in the Leningrad Incident of 1951.

On November 17th, 1951, an experimental reactor was activated on the outskirts of Leningrad. What happened next is a mystery to all, but the resulting explosion woke the city as the reactor facility fell apart, exposing a nuclear fire spitting out a few bombs worth of radiation every hour. Sergei did not hesitate. He did not know the fire was radioactive. He did not know the nature of its origin. But he led his men into the facilities grounds towards the flames anyways, to stop the fire before it spread. He did not notice as his men began to fall over as they got closer, the microscopic machinery of their body being torn apart by radiation. Sergei only knew that he must stop the fire. Within his body, latent changes caused by the Metahuman project became active, and as he grew closer, his body began to absorb the radiation that now filled the air. The fire grew dimmer as Sergei grew closer, until he put his hand on the smoking ruins of the reactor, the only living thing within half a mile, now reborn as the Red Star.

This happenstance was revived with great joy by the Soviets. While still the lesser of his once again compatriot Hammer, Sergei was a valuable addition to the Red Army’s Metahuman arsenal and Sergei was once again awarded with the honor of Hero of the Soviet Union. This time however, it felt… hollow. As time went by, Sergei watched, ageless in a world of mortals. They treated him and his fellow meta humans like gods, and though Sergei knew it was his duty to protect them, he felt he no longer truly belonged among them. He helped guide the first not meta cosmonauts into Space, was there when Gagarin took his first steps on the moon, witnessed the glory of the Union and the pride of the West, and still he did not desire to be among men any more than he had to. He also witnessed barbarism to put his war to shame across countless fronts, often times refusing orders because he felt they were quite in the wrong. He grew to view his place in the world as a protector of men, a guardian to make sure that they didn’t destroy themselves, but not as a leader.

Thus, when Hammer approached him about his and Columbia’s plans for a new millennium, Sergei initially tried to talk his friend out of it. But Hammer would not budge, and Sergei therefore reluctantly accepted the position of rule over the former Soviet Union, to protect his people from any injustice that some Metatyrant might bring down on them. From his role as First Citizen of the New Soviet Union, Sergei ensured not much changed for his citizens, and sought in private with the help of only his most trusted Metahumans, to try and facilitate as peaceful an end to the conflict with the resistance as possible and to undermine the rule of the more tyrannical Dynasties across the world, using his strength and friendship with Hammer as a shield for the undefended mortals of his realm.

I say a healing factor would fit your character.

With how crazy Western Europe is I won't be surprised if the UK and Commonwealth become popular places for non metas to flee too.

I know Alex would disagree strongly with Marie being in there. Than again the two are strongly opposed to each other on a ideological level.

I think I’ll enjoy my sword master. Can keep up physically with the strength based by being speedy, and also just being supernatural with the sword.

Because making maps is a thing that I do. :p I used the Q-BAM basemap this time instead of drawing on files from Paradox Interactive games. I really should be doing actual work instead of wasting time on these things, but eh...

I added Hearts of Iron 4 style national spirits and Hearts of Iron 3 style ministers to give the realm a bit more fluff, as well as to introduce a few NPC metahuman characters that I will likely be referring to in the IC. As a very, very brief overview, Alec is a nature-controlling master, Raphael is a teleporting mover that can bring people with him, Sonja is a blaster/shaker that fires emotion-altering sound waves, and Violeta is a brute/striker that is immune to hunger, cold, and other natural deprivations and can instantly freeze what she touches.

Fair, I wanted to go for that freeblade feel, at least in the beginning so combat skills were kind of a necessity. No I just figure out what kind of sword she uses.

An image editor to draw the borders and do the colouring, then just MS Paint to write in the labels and text.

Funnily enough, my 1st character is a freeblade and her power is absolute dogwater. It's basically teleportation but worse.

Second character's got a more decent superpower, but it's just a minor variation of regeneration.

Jesus Christ, the more I put into these apps, the nuttier it gets. It's like some shit out of a hoi4 mod or something

Abilities:
Levitation - Her metahuman power that she's possessed since birth; Alakai is capable of effortlessly and seamlessly hover in mid-air indefinitely with little to no loss of energy nor maneuverability to herself. In practice, it looks as if she is able to control her own gravity, allowing herself to "walk" on walls or ceilings, or suspend herself upside-down. She is not as quick while using this ability as most other flight-capable metahumans, though, but nonetheless can use this ability as a means of locomotion, reaching otherwise inaccessible areas with ease.
Weather Manipulation - A power that manifested almost miraculously after the death of her father; Alakai is blessed with the innate power to bend the wrath of nature itself to her will. She is capable of conjuring rains, strong winds, hail, lightning, snow, sleet, and fog seemingly out of thin air, manipulating them as she sees fit. However, though its strength is easily comparable to that which her father wielded, her own grasp of this immense elemental power is incredibly unstable - likely due to her young age and relative inexperience with it.

Appearance: (Tolui in casual clothing) A lanky figure with Asiatic features and unkempt black hair, and carrying an almost perpetually calm look upon his face. He typically dresses in a sharp, western-style military uniform often worn by royalty around the world, or more traditional Mongolian garb on more ceremonial occasions.
Additional physical features: Tolui is unusually tall, clocking in at an imposing 6'11'' and towering over most of his peers.

Abilities:
Teleportation - With enough concentration, Tolui can vanish out of thin air and, in the blink of an eye, reappear in a different location. Over the years, he has since discovered that there is little to no limit on sheer distance; a theory he put to the test when he executed a perfect jump from their palace in Mongolia all the way to the east coast of North America, appearing unscathed in the streets of New York City before jumping straight back home. Though this presents countless opportunities for travel, usage of this ability has shown to be incredibly taxing on him, draining his own energy to an extent that increases based on just how far he travels. After further experimentation, he also discovered that he can take sizable objects and even other people alongside him, at the expense of even more of his energy.
