I understand. If you want newer ships, you could maybe purchase one (or more) of the hulls of the Borodino Class battlecruisers, or (once Ukraine is retaken) the hull of the Imperatori Nikolai I. Both designs are dreadnoughts, albeit they all are in a mostly unfinished state and would probably need to be completed abroad.

The whole Soviet industrial boom and military revitalization are pretty much impossible until at least Ukraine and Belarus are secured, and if possible, the Baltics as well. Basically, Russia in its entirety is crippled until the civil war ends.

The allied intervention will complicate things. The Chinese army will have to focus on fighting White forces instead of the forces of the allied expeditionary forces. That'd also work. Finishing them in China also wouldn't be too bad and would definitely be easier than making their own dreadnought designs.

If you're Asian then yes. If you're European, you should stay in foreign concessions or be invited by Sun Yat-Sen or another top official. Otherwise, you can be lynched, beaten, discriminated against, etc.
