It's highly likely Lenin is willing to give the concessions that Russia still, has to China. But, the rest of the world probably wouldn't recognize said transfer (yet) because of paranoia around the Soviets.
It depends on which ships. If you end up with some destroyers, submarines, cruisers, submarines, and pre-dreadnought battleships (since the White Navy does have some), then sure. I would say something around the lines of the Soviets claiming the White Navy's three dreadnoughts (in the Black Sea), but two of those were laid up before the Civil War even began, and the sole operational one probably isn't going to sail for China because that is a very long distance.
