Government Description : The government is run under three separate branches, the Kaiserkammer which consists solely of the Kaiser which acts as the executive branch, the Volkskammer consisting of twenty elected members from each state that acts as the legislative branch, and the Justizkammer consisting of a council of five justices elected by the Kaiser.

The most powerful of these branches in the Kaiserkammer. In accordance to the Unified Constitution of 1866, the Kaiser is the ultimate decision maker in foreign policy decisions, most specifically in the declaration of war. In addition to this, the Kaiser is capable of vetoing any legislation brought forwards by the Volkskammer that cannot be overturned. The Kaiser is also in charge of electing the officials who make up the Justizkammer with the simple majority approval from the Volkskammer and can dismiss them with another simple majority from the legislative branch.

The Volkskammer is in charge of most domestic issues within the Empire. Each of the twenty states under the banner of the United Germanic Empire is allowed to elect one legislature, known as a Volksstimme, every five years with no limits on terms. Voting is only permitted for male citizens within the Empire, although a recent movement to allow for universal suffrage has began to gain traction in the nation. Of these twenty members, one is selected as the Kanzler, who acts as the head of the legislative branch and represents them in matters dealing with the Kaiser.

The Justizkammer is in charge with insuring the constitution is upheld by both the lower courts as well as by the Volkskammer. With five members being on the court, a majority decision made holds the power to either uphold or forfeit any decisions made by the other two branches. This serves as an equalizer to the two branches, as neither portion can be allowed anything drastic over the other. Judges will serve until either their death, their resignation, or a removal with approval from the other two branches.

Any person who possesses at least one parent who is a German citizen is likewise granted citizenship, regardless of their place of birth. All citizens are guaranteed freedoms of assembly, partitioning of the government, freedom of religion, and a trial by peers. For those who do not classify as citizens within the Empire, said rights are generally still recognized but are not officially mandated, something that has caused trouble within some of the colonial areas of the Empire. Non-citizens can become naturalized after serving for four years within the Deutsches Heer, the armed forces of the Empire.

Economic Description : The Empire's economy has become heavily industrialized over the last few decades, with a large surplus of resources from both the mainland and its colonies supplying the demand for modern goods as the middle-class has become a rapid super majority in the nation. The government as a whole mostly allows the market to do as it pleases, however in fear of potential socialist influence from its neighbors, emphasis is placed on the breaking up of monopolies and loose sets of workplace regulations that do enough to keep most of the working population content. The government utilizes tariffs and subsidies to as both diplomatic and economical tools in its arsenal as the Empire attempts to hold itself as the industrial powerhouse of the mainland continent.

Development: Modern
Development Description : With a vast surplus of both natural resources and workforce populations, the Empire's economy is one of the the fastest growing and steadfast in the mainland. The most prominent export is the automobile produced its inventor, Carl Benz. Under guidance and a fair share of subsidies from the government, production of the vehicles has reached well into the thousands by the year 1905, which while not enough to completely motorize the nation has lead to a series of both economic and quality of life improvements for the nation and its people.

They could still be something closer to the French Foreign Legion, but it would need to be a relatively small force, as it wouldn't be that trusted - and as mentioned several times in the past, women serving actively in the military at this point is impossible.
  • The history is mostly alright, though you would need to explain the May Constitution. It was such a radical act precisely because the Commonwealth at the time was in a very precarious position. A still somewhat stable and large Commonwealth wouldn't have had the incentive to adopt it. There also would have likely been, like in real life, conservative opposition to it - the Constitution was so radical that only the French revolutionary constitution or the American one were comparable.
  • You should also generally talk a bit more about the things that made the Commonwealth the Commonwealth. What happened to the medieval Seijm, and the conflicts between the monarchy and the Szlachta? The liberum veto, which you mention was never adopted, was a practice that evolved - it wasn't adopted at once, so how did it not evolve into the issue it was in real life? When did the monarchy become a native and de facto hereditary one?
  • How does the PLC deal with its ethnic diversity? Especially considering that you mention big national revolts in 1848, they just kinda get swept aside. How is it trying to establish a national identity, if the Polish and Lithuanian ones are still pushed forward?

RIGHT! After briefly losing the will to live, recovering from post-vaccine aches and frankly being bored of being a lazy arse, I am back to trying to work on my app
Right, so brief rundown of changes
-fixed the population
-fractured development (urban is modern but countryside's still developing)
-The army is now absolutely PLAGUED with favouritism towards the nobility
-Commonwealth Legions are just French Foreign Legion lite with an epic mercenary past
-The May Constitution was adopted because the King and some pro-Monarch nobles, scared that the French Revolution would motivate the people to fully replace the Monarchy with a Republic, tried to dissolve the Sejm and impose an Absolute Monarchy. After a brief civil war, in which Prussia was key in protecting the PLC during the civil war (bribed via Gdansk and other territories), the Sejmists won and the May Constitution was adopted as a form of further limiting the monarch as well as straightening out the Sejm.
-The PLC responded to the ethnic nationalist uprisings via federalising the Commonwealth, dividing it along ethnic lines and giving each major ethnic group a local Sejm ruled by that ethnicity to rule locally. Though this isn't entirely fair as these local Sejms are still completely vulnerable and subservient to the will of the National Sejm (basically, think the relationship between US states and the US Federal Government)

Problems I'm having:
-Don't know how to void the liberum veto
-Don't know how to talk about/where to start with the Medieval Sejm and the fighting between the Monarchy and the Szlachta, since that'd be a lot to talk about

Depends on how you want to do it. The liberum veto has its origins in the powers of the nobility and the concept that all nobles were equal. Vague ideas that I have right now could involve either giving the King a slightly bigger veto that could override it, though that would depend on the powers of the monarchy. So a much easier way to deal with this would be to remove it through the May Constitution like in real life.

And as for the fight between the Monarchy and the Szlachta, it depends on whether you want the monarchy or the Szlachta to have be stronger. But if your focus is more on the political situation of the present Commonwealth, then you can have the balance of power between them be the same until the May Constitution and the civil war that you mentioned.

The one possible detail that could be somewhat contentious is according to Axis, the mention of universal suffrage. It's a little bit too radical for the compromise character of the constitution, and tying it to socialism or anarchism is a bit iffy, since not even the radical Paris Commune extended the franchise. So it might be better to tie it to American tradition, with individual states, such as Wyoming and Utah having universal suffrage much earlier on in 1869 and 1870 respectively, and later at the federal level with a proposed Constitutional Amendment in 1888 to extend the franchise to land-owning women.

But it's not a huge issue, just something we'd thought we should mention.

Government Ideology/Policies : Preservationist: Seeks to preserve the current order and all things associated with it.
Government Focus : Cultural: The realm seeks to maintain cultural stasis, and harmony as the world rapidly advances.

Economic Ideologies : Command Economic Structure instituted by the Banca Terrestre (Italian for Land Bank), a group formed by the Venetian survivors who were with the fleet.
Major Production : Agriculture, Metallurgy, and Textiles.
Economic Description : The land of the Andes is one of many contrasts. Agriculture is done via terraced structure due to the rugged environment, and here grow Cotton, Potatoes, Maize, and Quinoa. Alpacas and Llamas are grown as well for travel by the natives and fur despite the presence of horses since the landing of the crusade party. Farmers and industrial workers often use intoxicants like Coca (cocaine), and chicha (maize beer) in their time off. Metallurgy has been a common presence here in the Andes, and while some focus on the traditional methods the fast, and efficient factory methods are a clear winner. Each area has a set of markets that prosper and falter depending upon the economic mood, but the large roadways carved through the realm allow traders foreign, and domestic to easily traverse the realm to bring goods in, and take them out.

Development: Industrialized.
Development Description : Though not onto a par with the great industrial nations of Europe the industrial roots of the nation come from the area's roots with its metals. Despite the conquest by the Crusader statelet of the Andes, they missed out on several important developments abroad only to have to play catch up with foreign traders who came into the country. Factories dot the cities, but a battle to maintain a balance between industrialization and outright exploitation of the land is occurring politically and culturally.

Army Description : A synthesis of the Outremer's reliance on knights, and mercenaries mixed with the Incan's focus on meritocracy, and conscription. Everyone is required to perform either government or military service of some caliber. The old mercenary tactics resulted in the formation of autonomous companies though these days the autonomy is symbolic, and there are also religious orders people can apply for. Those who perform with honors are granted knighthood, and the overall military command promotes people based on meritocracy.
Army Weakness : The obvious issue with conscription is that it isn't great for morale. It will get the bodies needed, but for long-term morale it is atrocious.
Naval Description : The navy of the Realm is primarily focus on mercantile arrangements and coastal defense as well as trade defense. The nature of the navy isn't to be aggressive, but merely complementary. The navy is a decent career, but don't expect the Outremer naval forces to rule the sea.
Naval Weakness : While efficient on their own turf, there is a fear of going too far out to sea. Some relate it to the fact that going to far out is what caused the Crusaders to crash land in the first place. This generational trauma means that an Outremer who traveled to Europe is a rare sight, and limited to diplomats who are trained for far distance travel.
Further Military Description :

National Goals : While the Andes Mountains provide a loving estuary for the Outremer some seek the glories of expansion to bring wealth, fame, and legacy to their nation.
National Issues : To reform the political system of the nation to truly enter the modern world.
National Figures of Interest :
National Ambition/Aspirations : Interfaith dialogue with the world of Christendom, the Faith of the Son is considered by some to be astray, others heretical, and others blasphemous. It arose out of a time of synthesis within the Realm, and as a result of continental isolation away from both Rome, and Constantinople it grew into its own sect initially, and then faith.

History : 1204- The Sack of Constantinople is successful, but the city isn't conquered at all instead the Romans manage to repel the invading task force of the Crusaders. Louis the 1st, Count of Blois is busy recovering from a fever, and as a result, the men under his charge didn't involve themselves in the Roman civil war and sack. With the plans regarding Constantinople having failed the forces of Louis the 1st organize themselves in Blois. They manage to sail back into Greece and take the area that would become the Latin empire. Louis was content, and tired of the fighting so he assembled a grand fleet for a triumphant journey back home taking riches, prisoners, and other things looted from the now disunified Greece first to Venice, and then back home. A massive storm came through and blew the flotilla off course by a large degree. After a considerable time at sea, and supplies low they had no choice, but to land near what would one day become Uruguay.

1205-1215: Louis the 1st brings forth the survivors together on the vision of a dream he had of better lands across the ocean, but hoping to see yet another dream he finds no answer. The band of surviving Crusaders, and the people with them become a nomadic band moving from place to place. They take to raiding and plundering to survive often taking villages with them as tributaries to aid in the camps. Eventually, a dream comes to Louis the 1st, and the crusaders as well as their tributaries, and their children are reorganized.

1215-1220: The Great Trek, as it's known featured the nomadic crusader state alongside its tributary's move to the coast of upper Chile. During the time there they become acquainted with the Aymara Kingdoms. A civilization of twelve states aligned in a confederation with each headed by two leaders.

1220-1250: Known as the État Mercenaire period, the count relinquished his claims realizing that it was impossible to head back home. Instead, he focused on leading a new people, an eclectic mix of crusaders, and those they picked up along the way. The Mercenary state gained its name primarily due to the fact that the Aymara Kingdoms were contentious, and constantly warring lot with the crusaders providing the men, and skills needed for their wars in exchange for other resources. Eventually Louis the 1st died at the age of 78.

1250-1300: John the 1st, born of a Quechua mother, and Frankish Father he was a relative to Louis the 1st through one of his children's many relations. Of course, Louis never expected to outlive his children and have the man standing before him chosen to lead the country. By all accounts John the 1st was a controversial choice amongst the knightly orders to lead the new state. He is responsible for the expansion of the Outremer to the Aymara kingdoms following the outbreak of a devastating plague, and civil war which reduced their population by sixty percent. While baptized in the Catholic Church he practiced a form of syncretism in which the local goddess Pachamama (fertility goddess) came to be seen as the native's peoples version of the Virgin Mary. John the 1st openly proposed a form of Catholicism that believed in a Quadrality (4 in 1). Despite John, the 1st personal religious beliefs clashing with the knightly orders, and others people remember him mostly for his administrative changes (he reestablished the Aymaran kingdoms as provincial states with heavy autonomy, and passive conversion attempts rather than active conversion).

1300-1438: Known as the Century of Assimilation, the Realm of the Outremer would expand to cover the southern half of what it rules today under the ruler's John the 2nd (1300-1340), Joan the 1st (1340-1400), and Louis the 2nd (1400-1450). Both rulers worked to assimilate the surviving native groups from the impacts of the "great plague" which had ravaged the Andes from 1270-1290. The theology of the Quadrality (or Quadrinity) began to spread across the Outremer realm. The realm under their care integrated an economy to their northern partners and flourished for a time. In 1438 came the war that shook the earth, named after the ruler of the Kingdom of Cusco, and the shortlived Incan Empire (Pachacuti Inca Yupanqui).

1438-1472: The Incan Wars as they were known were a series of wars performed under the reigns of Louis the 2nd, and Catherine the 2nd (1438-1473). From 1438-1444 the borders war ranged between the Outremer and the Inca. They inevitably ended with an agreement for the Incan to focus on northern expansion into areas that couldn't put up a fight as much as the Outremer.

1473-1526: Following the collapse of the Incan state into several splinters states the Outremer over the course of decades began to expand over their former enemies' territory through conquest, and diplomacy. During the rule of Margaret the 1st the Outremer reaches the size it is today. She marries the nobility of the defeated Cusco, and recenters the capital on the lands of the defeated empire as well as performing a grand census of the newly acquired territories of the realm. Margaret comes to realize the feudal system implemented by the Outremer won't work fully for the territories acquired.

1526-1600: Upon the Coronation of
