Kaiser Wilhelm knew his nation had a horrid reputation on the world stage. Imperialists, dictatorship, they were just some of the words tossed around. He needed to improve this image. He decided to attempt to organise a summit, where the great powers of the world could discuss the future. Wilhelm sent out telegrams to major powers: Britain, France, Russia, Italy, Qing China, Austria-Hungary, the Ottoman Empire, and the USA. Other nations were invited to attend as observers.

Eager to regain their place on the world stage, the Ottoman Empire agrees to attend the summit.

Meanwhile, Project Eternal Worship has produced its first prototype design, the Makine Tufegi M1910. It is a slow firing Automatic Rifle. It only requires one man, though it takes extensive training to effectively use, and is extremely heavy.

So far, the Kaiser heard of two responses to the summit, both positive. He set the date for the 21st of April, and it would be held in Munich. He looked forward to working on his foreign affairs , and make more allies.

He had also heard of the release of the FRAC-1 tank by France. It seemed clear the Allies were militarising. The Kaiser decided to ramp up its military industry. Already sizeable, he needed more. He ordered the construction of eight more main battle tank factories, ordered the construction of six dreadnoughts, and ordered the expansion of the Hanover Air Base. He also ordered two new infantry equipment factories. These would be finished by the New Year.

He could not withdraw the Conscription Act without seeming weak, yet he couldn't continue down the path he had chosen. It was a delicate balance. Eventually he came to a conclusion: he would make concessions and weaken the Act, but not withdraw it.
