If you would prefer that the Legion had a minimal presence there, as to allow players to fit their own lore into the city and the map that Syndic drew up, that works for me too -- it's an easily changed plot point.

As for the tornadoes, I guess I thought too little about the "radioactive storms" mentioned in the OP. Guess we'll be in for a ride when mother nature gets angry.

I had our co-op make a map with OKC zoomed in on because I figured there was enough "stuff" (People and resources) for it to be to powerful to let one player have the whole thing.
The Legion had a presence. I stated it was an out of the way area so you all could play in a zone that didn't have a bunch of lore already on it.

Mother nature is scary, radioactive nature is terrifying, and has only gotten worse since the 2nd nuclear war between the Enclave and Legion.

There was also no way I could show all the locations in OKC without an inset - Tulsa's almost near that point too but we'll see how we go.

But yeah, like Kelmet's saying, it'd be a bit unbalanced to let someone control all that area to start with, especially since most people are starting with just one small location, or at most in an area with a few. The dangers of the inner city, however, do make it a bit more balanced, hence why one could claim one of the coloured 'districts' rather than just one dilapidated skyscraper.

Tribe/City-State: The Midnight Legion
Symbol/Flag:
Image

Claimed territory: Cimarron County, Oklahoma
Population (max of 2500):2500
Leadership: Maxis Cordium Savaians
History (How did you come to be?): The Midnight Souls were once a large tribe that was the very first to be assimilated and defeated by the Legion when they came into Oklahoma. Much of their history had been wiped out save the very name that was told in secret. As per Legion doctrine the culture of the tribe became Legion and the fighting style also became Legion. They had proven to be successful in their ranks as many of their number were seen in the conquest of Oklahoma, fighting in Texas, and the Enclave-Legion War before the Legion was broken and scattered across the radioactive winds. The same were for the Souls.

Without much of their leadership or anything holding them back, the very few Souls that were still around had decided to pick up their tribe again. Those who were left were a fraction of their original tribe but many came from other Legion areas that had left their Legion ways for finding a new tribe. However, without storytellers or historians then their culture seemed more like a modified version of that of the Legion. However as they became settled in their old home, they started to see that the Legion's technology actually helped them in developing their lands better than they ever could.

However they strived to be their own people and found the old tribal ideas and worship of the aspect of night and darkness. They didn't did human sacrifices like in the old ways and believed that their Legion assimilation had taught them discipline of the night and took it to more warfare doctrines, like the Legion forced it into them. To their dismay but not in totally. Many saw the Midnight Souls as the heir to the Legion in Oklahoma and started to push the idea that they should take slaves to help their industry.

Many of these pushes had turned the tribe into what it became nowadays. A Legion successor state, one that was both Legion and their own but many still claimed to the idea of a new Legion that could be the "Legion of the Moon" or the "Legion of Midnight". The new Cesar, Maxis Cordium Savaians, is the new leader of this fusion of Legion and Soul culture. Something that has been seen many times before in the Wasteland but now looms a shadow over Oklahoma.

Now they march across the backwater state, against mother nature and the sun. They recruit raider, mutant and tribal in their ranks by word or by sword. They enslave those who defy them to raise their infrastructure while they hunt for technology to make their Legion better. Even if there isn't any at all it won't stop them from trying to secure it for their bid in the state.
Society: The Midnight Legion is a mixture of Legion and tribal values and cultures. A psuedo-Legion successor state that has thrown out many of the negatives of Legion society, like the distrust of mutants and the expansion of slavery and the use of slave rights. They also are more diplomatic than normal Legion, seeking peace or other alternatives that wouldn't force them to spill unnecessary bloodshed in exchange for tactical advantages or realpolitik.

The mixture of Legion and tribal is mostly bastardized and not well balanced. Most of whatever was the old tribe of the Midnight Souls is only in name. The majority is just a modified brand of Legion the Wasteland has come to know for more than half a century now and the Midnight Legion are no better when it comes to culture. One of the things that comes to mind is the thrown off of the Legion Mars Cult to the old gods of Night and Shade. Those being the Shadow That Provides and the Shadow That Lingers. While Old Night Worship is a minor thing, those whose priesthood takes to the old tribal ways and feign from the bloodshed the Midnight Legion subscribes to, they have shown that the tribe is still trying to find it's own culture away from the shadow of Caesar.

5/10
The Legion provides the basic necessities that someone in the Wasteland would need for jobs. They had adopted much of Legion technology and used it to develop the homeland of the Legion into something respectable. The common freeman has no need to worry about his life in the Wasteland and he is given a job should he not be a slave. There were more who joined the Legion's mercantile factions or artisan corps to help provide works of art and industry to the Legion leadership or scholars. Then theirs also of the army.

5/10
The Midnight Legion has a consolidated leadership and Council with Maxis being the Nyx Tribune. The leader of the Legion refused the title of Ceasar unless he or anyone else manages to capture Oklahoma City. It was because of the Legion's failure to capture the entire state, instead of Lanius not caring about solidifying his control. The council is made up of a mixture of nepotism and merit. This of course has problems with corruption but the Legion is capable of having an organized and uniform response on dealing with their problems and goals.

5/10
The Legion uses a conscription system but have made it for their own elite forces but it's smaller compared to other higher quality forces. Because of this, the Legion calls on freemen or slaves who wish to be given citizen ship in the Legion the right to prove themselves. Unlike some of the other local tribes and even Legion remnants, the Midnight successor can call upon larger numbers to throw at the problem but the leadership isn't that stupid or arrogant enough to believe that.

7/10
If there's one thing the Midnight Legion has is high-grade technology. Plundered from the various conquests that the former tribals turned Legionnaires in the time before they became the successor state it is now. They lie short of energy weapons, having high-grade ballistics and even rocketry for those specialized forces. The very equipment that they make is more than the usual spear and shield. The very uniform that a Legionary conscript has is well made and is able to have a combat rifle with a supply pack. In many ways, the equipment and standardization that having supplies and the industry to make them in some way of the wasteland's version of the Marian Reform's type of soldiers. With wagon trains mostly used with mutated horses and specialized vehicles that come up with the category of "super-heavy cavalry" which is used as a show of force or to turn the tide of a battle.

RP Sample: The Nux Tribune was looking at the westward expansions of his Legion. While the south of them was the Atomic Empire, one could expect that the heathens wouldn't care about some minor successor state in their north. Besides one could say that was a boon across all of the former Governate Oklahomae. Maxis sat in the former office of the Mayor of Boise City, it was mostly restored but it still didn't show that the wasteland had touched it. Modified against the powerful hits of mother nature that now tears through the interior of the American Wasteland.

"It seems that this backwatered region is just more than untouchable by most." Maxis sighed," From the Beaver River going westward we will control the panhandle. Which isn't much to say but the tribes will either submit peacefully or through force. Those who don't know the Decree of Twilight will be reminded. They are weak however so vassalizing the weaker ones and conquering the stronger ones could work but then-"

A knock at the door interrupts his thoughts. He yells an "enter!" as the door opens to show a man in a uniform that would remind someone of a cheap knockoff of an American military officer's dress uniform. It was dyed dark blue with medals that were adopted by the original Legion. They looked like the NCR and if Lanius was here he would have Maxis and his Legion commit a decimatio then have them all scattered. He would be crucified for even trying to suggest the using of different uniforms other than Legion culture and color.

"Ave Tribune." The officer snapped a Legion salute-Right fist over his heart- at Maxis," I hope I wasn't interrupting anything."

"Not at all Gaius," the Tribune chuckled while he motioned Gaius to sit down.

"Well the monthly meeting is going to be held in two days. Just letting you know that my Cohort as conquered the Blackboars. They will no longer be a problem. Their raiding on our outposts will no longer be an issue."

"I hope nothing will too much of a problem my Legate. Still that minor slow down shouldn't be a problem if we had more men. Since this expedition was to get more slaves and conquered tribes to fuel the Legion's expansion towards Oklahoma City. But everything is one step on the path to becoming something else." Maxis marked.

"Of course Tribune but we also need to find more successors to see if it would be possible to make a Legion again. Not just fight one another like we have been doing in the Wasteland."

When the county has a larger population after a nuclear apocalypse and subsequent collapse of a slaver-state (also involving nuclear weapons) than in real life #justCimarronCountythings :P

I'm glad y'all're spreading out across the map pretty evenly - do say if you have any additional locations that can be added based on your lore (i.e. subjugated tribal ruins, outposts, etc...)

So I think the Midnight Legion and the Castrum Cervii should try to establish some common history since it seems we are the two Legion successors and we are somewhat of close proximity to one another. I mean give or take a week or two travel.

Yaka operates as a communal parity, where total equality is promoted for all its citizens, regardless of their job or assigned tasks. They believe in an equitable distribution of resources, making little to no distinction between the needs of ruler and ruled. Effectively, Yaka is a classless anarchist-communist society, where its citizens practice a direct democracy without a state, a currency, or even written laws. (see 'Order' under 'Society' for more info).

History:
No one knows what happened in the years after the bombs fell, but there has been much speculation that multiple prison riots and several raids eventually befell the 'Big Mac'. For a century, the Oklahoma State Penitentiary remained abandoned and derelict, mostly consumed by overgrowth and occasionally populated by random travelers or bandits. It was until 2200 that the former prison was revived; however, the new residents were not just some other group of raiders or survivors.

A band of illiterate tribal farmers in need of shelter and land sought refuge in the former prison. Despite being infested with vegetation, rats, and insects, the peasants proceeded to settle down and make themselves at home. There was much work to be down with renovation and comfort, but there was nothing more important than protection.

Nearly a few years after the prison was reoccupied, the decision to begin demolishing the prison buildings finally came to a head. At first, work was extremely slow and tiring, as the demolition was done entirely by hand - simple manual tools were the only things available in the inhabitant's disposal. By 2215, the only structures that remained were the the walls and watchtowers; whereas, the rubble paved the way for reconstruction.

On 1st March 2215, the name of Yakan is born.

For the next twenty years, the wall was extended from its original boundaries, effectively creating a safe defensive perimeter for the newborn Yakan civilization. Concurrently, new homes and crops started to sprout up, bringing much needed comfort and surplus. By 2240, the gloomy ruins of a prison were all but a distant memory, now replaced by a thriving agricultural hub within its walls.

Word of Yakan's foundation slowly got around in Pittsburg County, and much attention had been unexpectedly drawn to the former prison. Among the many groups who heard of the Yakan, raiders and bandits sought to conquer and pillage the community for their own purposes. With crowds lurking and/or gathering around the walls, Yakan was in a precarious position.

To defend their way of life and preserve their culture, the Yakan quickly took arms with simple blackpowder weaponry. It was the best they could do, especially since everyone had a thousand reasons to want the former prison in their possession. This all came to a head in 2252, however, when not one, not two, but three raider groups attempted to storm the walls via explosives and energy weapons.

It was a brazen attack that left 176 Yakans dead, but it was a siege that left 2,490 dead in three days. Consistent and disciplined rifle fire and the unique structural layout of the rebuilt prison wall and residential buildings made for an impenetrable defense for the raiders. Despite fighting continuing nonstop for three nights and days, the Yakans were determined to keep everyone out.

While successful in their defense, the Yaka could no longer trust the outside world; however, occasional skirmishes would continue afterwards for years until 2285, when Caesar’s Legion strolled into town. They were unlike the ragtag bandits and raiders that the Yaka encountered, but the Yaka were undeterred when they were confronted with superior technology, better-trained warriors, and equal numerical superiority. Like before, the Legion attempted to lay siege to the prison; however, the Legion realize the futility and attempted to seize the McAllister armory to obtain better weapons.

The Yaka heard of the news, however, and devoted half of their population for a surprise interception. Moving beyond the walls and dismantling the Legion encampments in the middle of darkness, the Yaka were too slow to make a difference, as the Legion detachment in question had already left the Yaka in the dust. With no way to stop them from taking the armory, the Yaka retreated back inside the walls and prepared for a bloody and intense standoff; however, the attack never came until a couple days later, where they encircled the walls again and bombarded the Yakans with rockets and grenades.

For two months, the Yakans laid buried beneath their own rubble, refusing to surrender or submit to the Legion. Sniper warfare and night raids slowly chipped away at the Legion, where they were gradually decimated to the very last man. Once the dust settled by November, 900 Yakans have perished, and approximately 3,200 Legion were dead; however, it was a hard-earned Pyrrhic victory that allowed the Yaka to survive at the expense of their home’s destruction.

In the years after that, the Yaka rebuilt their home, gradually replenishing their losses by 2300. From a tactical perspective, the Yaka-Legion War gone down in history as both a turning point and the darkest hour of the Yaka civilization. But beyond the Yaka, the Legion’s defeat halted any further ambitions and expansions into Oklahoma, as the staggering amount of manpower and resources devoted to the war brought the Legion nothing in return except a newfound wave of resistance and morale from every other community neighboring the Yaka.

But Yaka’s heroic actions didn’t entirely unnoticed, and the Yaka unexpectedly found themselves as a newborn regional power. In the decades since 2285, the Yaka found themselves as a source of great influence and recognition. Initially, the Yaka resumed their old ways and kept to themselves; however, it became increasingly apparent that the outsiders beyond the Yaka’s walls respected and admired the tiny nation’s achievements.

Reluctantly, the Yaka began to revoke their isolationism, and after much planning and preparation, the Yaka set out to begin a new age of expansionism...

Society:
  • The Yaka are known for their collectivist and minimalist practices and lifestyles. The secret to the formation of their culture lies from generations of ignorance and isolation. This allows them to create their culture, language, and traditions uninterrupted and uninfluenced from any outsider power; however, the Yaka are not exactly a perfect society.

Having no exposure to English or any other language in North America, the Yaka have their own language, known for its two word orders (VOS and SOV), small phonetic inventory (AEI / KNR / HWY), and agglutination. Because of the 'CgVC' phonotactics (g is a glide /h/, /w/, and /y/), words are easy to spell and write, with verbs always ending in '-R'. Vocabulary is very basic, but agglutination and pitch accent has allowed the Yakan language to rudimentarily adapt.

Despite all this, the Yaka lack religion, music, artwork (except literature), and social hierarchies. This is mostly by circumstances, but when considering the minimalist, egalitarian, and anarchic traits of Yakan culture as a whole, this is also by partial design. Because of their extreme inclination to stability and simplicity, change is often painfully slow or non-existent at worst ... unless it's necessary and/or useful for the Yaka.

What use is religion when the people are not only both followers and rulers, but no one has ever seen or heard of the gods, spirits, or any supernatural phenomena? What use is music when not everyone can play, hear, or understand it? What use is art when literary writing can tell the story just as fine? What use is social classes when all it does is create division and inequality?

Most distinctively, they wear matching uniforms, which is comprised of a peakless cap, grey tunic (sailor tie included), grey trousers, and grey hand-welted sheepskin hide boots. Everyone is dressed identically, and their haircuts are always kept short for both hygienic and cultural purposes. While it is illegal to modify the clothing, it isn’t illegal to wear a jacket and gloves in the winter, or go barefoot and bundle up the pants into shorts during the summer.
  • Since the early 2200s, the former prison had came a long ways from a bunch of dilapidated concrete hulks to a walled mound of boxy domestic buildings. Despite lacking electricity, the former prison resembled Catalhoyuk; mudbrick houses crammed together in an aggregate structure with no footpaths/streets. In addition to a wall separating the settlement from the outside world, the only means of access into any of the buildings were from the ceiling, with doors reached by ladders or stairs.

While the wall and its new extensions (made from the bricks/concrete of the many former buildings) are all what remains of the former prison, the open space allows for numerous community vegetable gardens to sprout throughout the settlement. This allows the settlement to sustain its own supply of food; however, water purification is rudimentary. Thus, despite lacking electricity and running water, the Yaka use drip irrigation for its crops, communal lavatories for waste disposal, simple cisterns and water filters for drinking water, washhouses for laundry, and communal kitchens and granaries for cooking and storing food.
  • The Yaka are extremely unusual for their lack of a central figurehead or political/ruling body/entity. That is because the people are the judge, jury, and executioner wrapped into one; however, decisions cannot be made without complete consensus. With this in mind, simplicity, stability, and security are paramount over everything else; however, none of this would be possible without peer pressure and collective vigilance.

Every law/rule is unwritten, with enforcement being collective and subtle. Hence, instead of a separate organization/group specialized in security/protection, every Yaka is an informant, actively watching, listening, or speaking about everyone's activates no matter how trivial or significant. Thus, whenever there is trouble/misconduct and a troublemaker/suspect is discovered, punishment is always implemented indirectly and gradually, minimizing attention and suspicion while quietly bullying, harassing, and isolating him/her until they admit and correct their mistake(s).

Murder and illicit sex (rape) are crimes punishable by death; however, due to the Yaka's inclination to subtly, the method of execution is gradual and covert. Starvation is the standard form of death penalty for the Yaka, as they can steadily kill the suspect over a long period of time and continue until he/she dies or her innocence is proven. At the same time, word would begin to spread about his/her heinous crime(s) and everyone stays away from him/her.
  • Due to the anarchist-communist principles and governance, the Yaka are simple-minded workers and farmers by default. Being a classless and collective society, every man, woman, and child is their own soldier, officer, and specialist, receiving the same training and treatment regardless of merit or seniority. Thus, the level of skill, discipline, and competence is rather basic and egalitarian; however, the Yaka have a few saving graces.

Among simplicity and standardization, safety is the most important aspect among Yaka militarism. Because their arsenal is comprised of flintlock rifles (minie ball and blackpowder) and bayonets, numerical superiority is extremely important, both to protect the group and maximize as much firepower as possible. Despite having nothing more than simple iron sights (open ladder type), no Yaka makes any offensive or advancing maneuvers without sniper or fire support - marksmanship is the difference between life and death for any Yaka.

Nonetheless, when on the offensive, the Yaka's caution and inclination to safety make them sluggish aggressors, devoting much effort to safely gain and defend a tiny amount of territory. Not to mention, a Yakan is a slow shooter, trained to always take their time aiming regardless of the situation - they only have one shot before needing much time to reload. Even worse, the Yaka do not have any beasts of burden or vehicles, thus further limiting their mobility and speed.
  • The Yaka are an agrarian society. Specifically, they live a life of growing and cultivating vegetables and spices; however, the Yaka lack domestic animals other than sheep and chickens. Potatoes, cabbage, carrots, kale, beetroot, green beans, onions, and soybeans are among the Yaka's agricultural arsenal, creating a vegetarian, non animal-based, gluten-free cuisine/diet mixed with a vernacular American-European cuisine.

On the other hand, the Yaka have a pre-industrial tech level. While standardization exists, the tools and equipment are very simple and primitive. Sickles, hoes, and shovels are used by the farmers/builders; hammers, wrenches, and screwdrivers are used by workers/artisan; spinning wheels, looms, and knitting pins for tailors.

Due to their inclination to simplicity and standardization, scrap is either melted (metals/plastic/rubber) or broken down (wood/food/cloth), where it is recycled and reused for mass production. On one hand, the Yaka never let anything go to waste, and they can easily obtain large quantities of building material. On the other hand, the Yaka forgo variety in order to simplify production and construction, and more often than not, mixing different materials together create variably questionable qualitive traits in their products.

For instance, the metal is not entirely steel/iron half the time; numerous impurities taint the metal's strength. Because Yakan metallurgy is very primitive and refining techniques are almost non-existent, one batch might be half iron but part copper and part nickel, while another batch might be iron contaminated with large traces of tin, lithium, and aluminum. Clothing doesn't suffer this problem because the fabrics can easily be distinguished and separated, thus allowing for consistent quality.

RP Sample:
The former Oklahoma State Penitentiary is situated on top of a shallow hill. But if one traced the perimeter wall, the community bordered onto flat ground and revealed the new face behind the wall. These are the Yakans.

The town inside the wall resembled the ancient settlement of Catalhoyuk, with almost every structure stacked on top of each other in an overlapping honeycomb pattern. Despite this, 75 percent of the space within the walls is grazing and farm land. Without a doubt, it was essentially its own self-contained world.

For Kirakyan, it was just another usual morning of chores and gardening. With a straw broom in hand, he was sweeping dirt and dust off the rooftops, all the while as he enjoyed the view of the outside world from where he stood. It was hard to imagine that this place was reduced to rubble a few decades ago...

Tribe/City-State: the Stillwater Daggers
Symbol/Flag: Although having No official flag, Travelers and Wastelanders often determine the banners hanging in the outskirts of the city to be their symbol
Image

Claimed territory: The Town of Stillwater (preferably a city, town or other area I can find on Google Maps MUST BE IN Oklahoma)
Population (max of 2500): 1,250
Leadership: The Daggers's leader consists of a ringleader Of one Paul Evans (de-facto leader), a Gunsman (chief head of the Community armory), a Stocksman (quarter master), a Watcha' (Head of the Community guard), and a Gunna' (Lieutenant in millitary operations)
History (How did you come to be?): the Stillwater daggers is a Cutthroat Community of Bandits, Convoy raiders, And other Criminals in the wasteland, in fact, it is rumored that the Group's ringleader, Paul Evans. Was a High-ranking member in one of the Raider tribes that plagues the state, before he said 'f*** this', and went his own way, Taking several of his followers and Hired mercenaries to Stillwater. There, he set up shop, Constructing shelters For Travelers, and Incentivizeing them to joining his community with promises of Caps And freedom, whilst depending on Trade Carvans and scavenging parties for weapons and Supplies to keep the community Alive.

All is going well and fine, until The Trade carvans Changed their route from going Through the City of Stillwater, Turning it into a Ticking time bomb of Dissoultion, riots, and mass desertion, And the failed negotiations with the caravan leaders Turned Paul's community, from the Somewhat prosperous community, to what it is now- a organized community of Raiders and bandits, Drinking, Playing cards, and waiting for their next prey.

Society: Although slightly more civlized and organized than your regular Raider tribes, The still have a mindset similar to pirates
"You have something that I want, so i'm going to take it from you, and kill you in the process, or, You dont have something I want, but I'm still going to kill you for the fun of it."

Culture (1)
Unless you count Alcoholism as culture, the Daggers have none of it, They are too focused on surviving another day in the wasteland to be caring about Art and Music, they only know English, some barely, some are a walking thesaurus, the Community barealy have any sort of holiday, and wear at least some sort protective equipment depending on their profession, if they are dedicated to Raiding, they may have camoflagued body armor or Hardened leather jackets, if they are dedicated to guarding the community, they might have more Protective and less maneuverable armor and helmets. Gone are the days of Dressing to impress, its Dressing to survive a gunshot wound or a mauling!

Readiness (7)
The people of Stillwater live in Wooden shelters and Hastilly patched houses, with the wooden planks not really protecting them from the elements, and using Poorly-built/ventilated latrines. But hey, at least there's a alehouse! More important buildings, like cook houses, Storage areas, and Armories are built using scrap metal, so it would be easier to identify out of the wooden buildings, Paul's residence is a Suburban home repaired using scrap metal that displays unquestionable Superiorty over the rest of the city, and Cements his place as ringleader.

Order (4)
Despite the Ringleader's efforts to Make the Daggers a more Organized community, The Community still remains a dreadful, crime-ridden hive it is, Although the inhabitants of Stillwater are guaranteed a ration of at least 1 decent meal a day, and a decent firearm for self defense, in exchange for the policy of bringing all of the things you have looted or gathered to a designated storage area, where said things will be processed and redistributed accordingly. Sure, some have slipped a 9mm pistol or a fist full of Bulleta through the net every so often, but eh, whatever, As long as they get to shoot stuff, and have food in their stomachs, they aren't complaining.

Warefare (6)
The Daggers's bandits can't survive if they directly engage the enemy, and they know that, So unlike other factions in Oklahoma, The Daggers utilize Gurellia warfare and and ambush tatics, They envelope Trade convoys By using a portion of their forces to attack them as a feint, and then using the bulk of the force the surrond and crush the Enemy, Looting whatever they could fit in their rucksacks and scatter off into the Wilderness before any Patrol encounters the injured caravan.

Ssupplies (7)
As mentioned before, All Supplies looted during the Raids are to be handed over to a designatedstoreroom, where the Loot will be processed and redistributed, This ensures that the Community will have plenty of food and ammunition to get by the harsher months, and will have firearms available for new recruits. This policy has worked in the Community's favor, as their growing stockpiles and armories are able to Arm, feed, and Equip the the community.

RP Sample:
The night sky covers the palisades of the town of Stillwater, with the shining crescent that is moon seeming punching a hole through the darkness. In the distance, Sounds of gunshots and constructing work can be heard from the Town, Infamously plagued with a organized group of Bandits, calling themselves the 'Stillwater daggers', unless any people passing by has a death wish, the would be wise to avoid the town at all costs, for as the Lost trader accidentally stumbles into the outskirts of the town, torch in hand. All he could see is a flash on the roof and a BOOM!, and a Tracer racing towards him, And before he could react, the Bullet Forcibly breached his chest, creating a hideous wound, and then travelling through his Ribs, and eventually, his lungs. The trader falls onto the ground, lifeless.
The Bandit sniper forces the bolt of his rifle back, the Casing of the bullet launched out of the gun, and landed onto the cold, paved road, right next to the City's alehouse, and then, a cry from below.
"Alright, john, you're dismissed for the night"
The sniper gently put down its rifle, activating the safety in the process as he commented about his kill in a cheesy southern accent
"Bagged a old man near the big rock, he had a big ass backpack, you should go send a party in the morning to get his stuff before the mole rats get to him first."
The Watcha' replied, grinning a bit
"Yeah, well the milers are probably gonna get to him first, Here's your caps for the shift"
The Watcha' tossed a small cloth pouch at the sniper, which he catches, and opens to inspect the contents, 50 caps, just as agreed, he nods in acceptance.
"Dont spend it all at once, now"
The Watcha' says calmly as he walks off, the sniper looked a small wooden board next to the rifle, it was a count of how many kills Sentries scored with it, the bandit grabbed the knife from his bag, and added another notch.
When he Placed the knife back in his bag, he looked at the banner, hanging from the Communtiy palisade,
On it, was a dagger, and a flower.
Former Frozen commie hole somewhere in Antarctica. Now rebranded as an slightly less frozen and less commie hole somewhere in the South Atlantic, we out-navy the Russian Navy (This is less of a brag now. Isn't it?).

For sure!

Off the top of my head, maybe during the immediate aftermath of the Enclave-Legion war, transplants from around the empire adhered more strongly to the chain of command and thus coalesced around Elk City, whereas those who were assimilated from the tribes of Oklahoma rejected the Stag, and instead elevated one of their own, the Souls' Caesar. To the Stag, this constituted the largest desertion of his men that he had yet faced, and therefore was irate about the Souls' mere existence.

He was, however, unable to embark on any sort of push for reunification, as the Souls' initially had a far larger population than the Cervii. That disparity would result in persistent fears that the false legionaries from the North would one day swoop down and raze the Camp, adding to the already immense power of the military. Ultimately, that paranoia would be largely unfounded, as the most significant disputes that the two Legion remnants have had were over escaped slaves and roving raiders.

I can go with it. Just that the Souls' leader would be the Nix Tribune. The Stag can considered this a mockery of the leadership that the Cervii have. Be more on the nose for the idea that the Midnight Legion is a false one in the eyes of the Stag.

Syndiac, I do have a couple questions about the map:
  • Before you read this, I do like to apologize in advance if this sounds too ridiculous. Is there any way that borders and/or flags/banners can be drawn to better identify territorial boundaries?
  • Are you able to edit the updated map onto the OOC's first page? The link on the first post is no longer working.

I'll see about getting borders on the map ASAP, I'll probably just start with giving everyone a colour, but I can also see about using the faction flags.

History: Europa's history began underneath Bartlesville, via Vault 6. Similar to its Californian sister, Vault 15, Vault 6 housed people of radically diverse cultures; however, instead of people with different ideologies, only people of minor/non-mainstream European languages were housed inside. Originally, the mission of Vault 6 was to gather data on human socio-linguistic evolution and interaction, and it was expected among pre-war researchers that there would be much alienation, assimilation, and/or division among its inhabitants.

But in Vault-Tec's haste, religion and security was completely neglected, leaving Vault 6 without weapons, armor, or a familiar faith for the inhabitants to worship. Thus, when the Great War erupted and the vault slammed shut, Vault 6 quickly became a world of its own. Without any major language(s), faiths, ideologies, or clear instructions for its inhabitants, Vault 6 was no longer an 'American' territory, nor would it remember anything of pre-war history.

In the early years, everyone was suspicious and afraid of each other, but without an armory or

Society:
  • Culture is Europa's greatest strength, creating a civilization that helped tame, pacify, and uplift the wasteland from savagery and anarchy. With over 21 languages and five different writing systems (Latin, Greek, Armenian, Georgian, and Hebrew/Yiddish), Europa is not only an extremely diverse linguistic mecca, it's also an extremely diverse socio-religious hub. Home to twelve different non-Abrahamic religions - Albanian Mythology, Baltic Mythology, Canaanite Religion, Catalan Mythology, Germanic Paganism, Georgian Mythology, Greek Mythology, Gaelic Paganism, Hungarian Neopaganism, Lusitanian Mythology, Slavic Paganism, and Uralic Neopaganism - and over 25 distinctive ethnicities, plus two species (humans and ghouls) and three skin colours (White, Tanned, and Dark), Europa is a shining beacon of successful cultural diversity, harmony, and unity.

The key to Europa's enormous cultural influence and presence is diplomacy. When combined with the ideas of pacifism and conservativeness, Europa is able to befriend most if not all kinds of people in the wasteland, thereby creating a reputation as expert peacemakers and diplomats. Their post-Vault history is defined by equitable and responsible negotiations and treaties - achievements that have cemented Europa as well-intentioned and pure hearted civilization in barren irradiated universe.

Interestingly, Europans have an extremely strong dislike and fear for violence, deceit, and death. Although killing is an enormously taboo and frightening topic to Europans, deception is the biggest one among them; they absolutely hate being lied, manipulated, and/or cheated. Therefore, Europans have a culture of treating outsiders with humble and quiet xenophobia, often wielding an extreme level of distrust and caution until Europans have reached a collective consensus of an outsider's intentions, mannerisms, personality, actions, and appearances.
  • The greatest challenge to Europa is the language barrier. There are strong reasons to why Europa have booming literary communities and publishing industries, as signs, literature, art, and instructions need to be translated in 21 different languages. Because the English language, along with other major pre-war languages, doesn't exist for the Europans, establishing communications with any non-Europans/outsiders is a herculean task; however, years of diplomacy have granted Europans some knowledge and experience with other languages, such as, English, Spanish, Navajo, and Latin.

Despite this, Europans are very cordial and compassionate to cultural and linguistic differences and barriers, sometimes even infatuated at best. Their empathy and xenophilia allows them to quickly and easily befriend strange, unusual, or alien civilizations, often resulting in seamless and orderly integration and acceptance; however, Europans are not entirely ignorant to the challenges and issues with multiculturalism and pluralism. When it comes to maintaining long-term peace, order, and harmony, Europans won't hesitate to enact and enforce laws to defuse nationalism, separatism, terrorism, racism, and religious superiority.
  • By default, Europans are diplomats, poets, and singers, not warriors, bandits, or spies. Their extreme inclination to peace and diplomacy means that they carry no weapons, whether it be a gun, baton, blade, or even something as non-lethal as a horn. Despite this, Europans are not entirely ignorant to warfare.

By stark contrast, they brandish intricate and beautiful sets of plated armour, not to appear intimidating or warlike, but as the last line of defense when diplomacy fails. Their armour can withstand pistols, shotguns (except slugs), arrows, blades, shrapnel, and concussive forces (i.e. sonic weapons), but anything larger than a pistol (i.e. rifle) or more powerful than a laser pistol (i.e. plasma pistol or rifle) can make short work of it. The Europans would've been decent when it comes to body armour, but the bright and vibrant cultural colours on their armour completely defeat the purpose of stealth, discretion, and camouflage.

Most importantly, Europans prefer to flee/fly rather than fighting anyone, as their cultures are inherently pacifist and non-violent. Therefore, Europans will always retreat or run whenever a fight or battle erupts. As of the beginning of 2400, Europans don't have anything or anyone for protection other than their eloquent words,
