Dude, best to stick to an already existing ideology as it helps to focus your internal RP. Sure if you already have a plan for how your internal politics works, then go ahead and come up with a term of your own to label your specific ideology. But, if someone is having a hard time coming up with an ideology in the first place, then it is best to stick with an already existing ideology and research that. That way you can RP the parts of your nation that you're comfortable with and still be reassured that there aren't any major pieces of lore that are missing from your nation.

Well, I want to round up some more colonization of the Polynesian Islands, before the final step, Hawaii happens...
I plan to make it a challenge for South Polynesia tbh...

Otherwise, as you have said, we should hopefully round out the Conference soon, though we're still waiting on Svenska-Britannia to post, let everyone know he's here and all that... I'm still in control of Xenick for now, and we're still kinda waiting on someone to volunteer to temporarily take the Soviet consul for now, to remind everyone of that...

Well, I don't know what I'm going to do about Australia... Hawaii is very much a part of Polynesia's core territory (as in EU4 would consider it a core if it was set in our universe), even if they don't own it yet.

Okay, so first of all, there needs to be established an NPC country to begin with, either by the OP or Co-Ops, or in the case of, for example what the Dominion of America did with the Republic of Texas (Which they annexed), invented by players...

Otherwise, before we would allow people to RP wars with NPC's themselves, as long as they didn't godmod against their enemies and played out the wars without bias...
But I believe now, it would be better if people asked for either the OP (As in, me) or my Co-Ops to help with RP'ing the opposing NPC nation. We would take into account strength of themselves and their opposition, battlefield situations and the such to determine moves and replies. Naturally, if your nation heavily outmatches the NPC, it will be easier than, say it was a war between equally powerful countries...

TL:DR :: Ask the Head Admin or Co-Op admins if they'd RP with you... Considering it's five of us, at least one of us should be willing to help out with that...

Right now, I've got a lot going on, so unfortunately I can't assist in that matter. I'll let you know when I can.
