not a huge deal, but changed it anyway. It's easy for the Department of Justice to already know which police forces tend to cause issues, so they don't necessarily need the petitions as much as they would for organizations that just spring up.
Well tbh that really isn't a sturdy case, 'Should have already known'. Especially since a police force in Orleans Parish could be more corrupt than on in say Acadia Parish. Or even A Louisiana State Troopers office compared to a Alabama State Police.
