I am really sorry for the delay, but unfortunately, IRL things don't always go as planned and that causes some serious delays, etc. Anyhow, the IC will be up in one hour's time. But before I post the IC, I am doing a roll-call to see who is still here and interested in continuing with the RP. If you are still here, quote this post, and let me know. The President is the head of state. He is nominated by the Premier and elected by a two thirds majority of Congress for a term of six years. If Congress fails thrice to confirm a candidate, then the President can be appointed with a simple majority. In the unlikely scenario that fails too, then snap elections have to be called. The President is the Commander in Chief of the Armed Forces. He also swears in the Premier and the Prime Minister, and can appoint Constitutional Court Judges (who need to be approved by a Congress majority of 60%). Presidents are limited to three terms.

The Premier is the head of government. He is elected every five years directly, with a simple plurality of the vote ('Premiership Elections'). The Premier appoints the Prime Minister (without needing approval from the Congress), the cabinet, directs domestic and foreign policy and can veto legislation (but this can be overruled by a two thirds majority in Congress). Premiers are limited to two terms.

The Prime Minister, who acts as a sort of 'vice-premier', is appointed by the Premier and can be dismissed by him at will, without needing approval by Congress. However, the Congress can bring a motion of non-confidence (which needs a two thirds majority to be successful), which allows them to dismiss the Prime Minister. Unlike the Premier, the Prime Minister (being unelected) is usually a technocrat. There are no term limits for Prime Ministers.

Legislative Body:

The Congress is the parliament of China. It is comprised of 840 Congressmen, elected every three years. With the electoral system being first-past-the-post, only Kuomintang and Nonggong Minzhudang candidates get elected. The Congress elects the President, can propose legislature, approve or reject legislature, confirm Constitutional Court Judges, and bring forward motions of non-confidence against a Prime Minister. Since Premiership elections happen every five years while Congressional elections every three years, there is always the possibility that the Premier does not have a majority in Congress.

Kuomintang (Nationalist Party): Center-right to right-wing. It has been the dominant party of the Republic of China. It generally supports market capitalism, moderate to low rates of taxation, social conservatism and an anti-communist foreign policy. Kuomintang has a majority in Congress, with 439 Congressmen. The President, the Premier and the Prime Minister belong to the party.

Nonggong Minzhudang (Peasants' and Workers' Democratic Party): Centrist to center-left. With the Communist Party out of the picture, left-leaning Kuomintang politicians and moderates that had aligned with CCP in the past founded Nonggong Minzhudang. It quickly became the primary opposition to Kuomintang. On economics, it is split between a Keynesian wing (that advocates for a greater regulation of the private sector, increased levels of taxation and robust welfare state) and a Socialist wing (that advocates large scale nationalizations). On social issues, it is split between a liberal wing and a moderate wing. On foreign policy, it supports non-alignment. Nonggong Minzhudang has 401 Congressmen.

History And Lore Changes (Remember that the PoD is 1946):

1946 - 1948: KMT cedes sovereignty over East Turkestan and Mongolia to the Soviets in return for them ceasing their support to the communists. Without Soviet support, while still bloody, the civil war ends up a victory for KMT. Chiang Kai-shek becomes the de-facto dictator of China.

1949 - 1954: Chiang Kai-shek suspends the constitution of the republic and assumes the office of President. As dictator of China, he uses economic aid from the West and reparation from Japan to begin the recovery of the Chinese economy from WWII. Using his supremacy in the party after his decisive victory over the CCP, he purges KMT of corrupt and criminal elements that he had tolerated in the past. He also moves ahead with land reform, redistributing land from large landowners to tenants and landless peasants. At the same time though, he privatizes certain state-owned industries and reduces corporate taxation. On foreign policy, Chiang Kai-shek aligns with US and Japan while supporting (without much success) anti-communist forces in Vietnam.

1955: China invades Tibet, claiming de jure jurisdiction over the land. Tibet is easily conquered and becomes a 'Special Administrative Region', with its own provincial premier, legislature and partial autonomy over cultural and educational issues.

1956: The 1956 Constitutional Convention is held. A new constitution, partly inspired by the old RoC constitution and partly by the US constitution, is drafted. The first free elections are held in China, both for the office of Premier and Congressional ones. Yen Chia-kan, Chiang's former Finance Minister, is Kuomintang's Premiership candidate. He is elected with 59% of the vote. In the Congressional elections, Kuomintang wins a comfortable majority of 541 seats in Congress. Nonggong Minzhudang, a coalition of left-leaning Kuomintang politicians and former moderate associates of CCP, emerges as the primary (and only one represented in Congress) opposition. With Kuomintang controlling both the Premiership and a comfortable majority in Congress, Chiang Kai-shek is elected President, beginning his first term under the new constitution.

1956 - 1959: Yen Chia-kan continues Chiang Kai-shek's economic and foreign policies. On the economy, he slightly lowers corporate taxation while investing heavily into infrastructure. On foreign policy, he aligns with the US and Japan in maintaining an anti-communist front in Asia.

1959: In the 1959 Congressional elections, Nonggong Minzhudang achieves a breakthrough as fatigue with Kuomintang and desire for greater anti-poverty welfare measures leads to Kuomintang losing 101 seats. Kuomintang though retains its majority in Congress, with 439 Congressmen compared to 401 Nonggong Minzhudang Congressmen. Premier Yen Chia-kan declared he would follow a new course, appointing reformist Chang Li-sheng as Prime Minister. He also announced new legislation that would boost benefits for the poorest in society while also announcing that he would further support peasants through tax cuts and low-interest loans.

1960: Premiership elections are scheduled to be held in 1961 while Congressional elections are to be held in 1962. Chiang Kai-shek's presidential term is also ends in 1962. Yen Chia-kan hopes to reverse his 1959 losses in order to be elected to a second term in 1961, ensure that Kuomintang retains control of Congress in the 1962 elections and get Chiang Kai-shek reelected as President in 1962. As such, 1960 is a crucial year for Kuomintang.
