Vicitis, a planet many lightyears away from the Earth, situated at the furthest reaches of space settled by humanity. For many generations since its colonization by the United Earth Federation (UEF), Vicitis had been relatively unimportant. A backwater world of former refugees, with its only value to the UEF being the humble mining operations. It was a harsh world that had a long history of lawlessness, mainly in the form of criminal syndicates, pirates and banditry. The people of Vicitis struggled, but ultimately remained loyal to the UEF, as despite its unimportance, there was always the presence of military and law enforcement to protect against the worst of the lawlessness.

However, that all changed in the year 2157, when humanity was facing a threat from beyond human space threatened the existence of the UEF. In order to fight this threat, the UEF pulled its forces from a number of worlds it deemed unimportant, worlds that they could lose with minimal impact on the rest of the UEF. One of these worlds was Vicitis. Abandoned by the only force that was keeping any semblance of law and order, Vicitis fell once again into lawlessness.

This descent into lawlessness would not be the only thing to threaten the people of Vicitis after being abandoned by the UEF. A year after being abandoned by the UEF, Vicitis found itself under siege. An alien force, separate from the threat faced by the UEF, had begun to attack Vicitis. The people tried to fight, but without the support of the UEF, it was only a matter of time till they ultimately lost. With the population of Vicitis extremely devastated, the humans of Vicitis were ready to give up.

It was then that seven humans appeared on the front lines, with abilities that could not be explained. Powers like the fictional heroes of Earth. They fought back, and people started to follow them. Quickly, more and more people of Vicitis began developing abilities, and Vicitis was able to turn the tide. Not long after, the aliens who threatened Vicits were forced to abandon their interests on the planet.

When the planet was no longer under threat, the source of these strange powers became clear. All those who had powers had received them from an alien being known as the High Overlord. The humans of Vicitis had also learned that these powers came with a price. That price was the servitude and loyalty of all humans on Vicitis to the High Overlord. They fought against one alien threat for their freedom only to hand it over to another.

This did not sit well with a number of the remaining humans of Vicitis, so they intended to resist. Resistance was crushed quickly when the seven “heroes'' of the Siege of Vicitis turned on the resisting humans, joined by their followers, and drones of the High Overlords. With resistance crushed, the Seven Overlordships of Vicitis had begun. The humans of Vicitis were gathered and forced into seven mega-cities, each ruled by one of the seven former heroes, now known as the Seven Overlords.

The Seven Overlords were given rulership of each of the seven megacities and their surrounding area by the High Overlord. They were also given the responsibility of working together to rule over Vicitis, making sure tributes to the High Overlord were paid and the control of the High Overlord over the planet was maintained. How each of the Overlords was to rule their megacity was of no importance to the High Overlord, as he only cared about getting what was owed to him. As such, while some Overlordships would be cruel, others would be relatively kind. Not long after the Seven Overlordships were established and seemingly stable, the High Overlord left Vicitis.

It has been nearly 300 years since the Seven Overlordships of Vicitis had begun. The Seven Overlords descendants still have control over their individual cities, despite numerous attempts to overthrow them orchestrated mainly by the successor of the UEF, the Federation of Free Human Systems (FFHS). Powers are prominent among the descendants of the original followers of the original Seven Overlords, the nobility as they have taken to calling themselves. That said, powers are still capable of manifesting among the lower classes, albeit rare.

Among the Seven Overlordships, the most powerful is the Overlordship of Suphia, currently led by the Overlord Brutus Drex. Through use of fear, respect, loyalty and subtle manipulation, Drex has established himself as the most powerful Overlord, despite the fact that Suphia is not the largest Overlordship, and Drex is not the most individually powerful of the Overlords.

Fate has determined that it is time for the Overlordship of Suphia to possibly fall, and her agents unknowingly gather in the shadows of the slums of Suphia be them criminals, law enforcement, soldiers, disgraced nobles, doctors, orphans, and people who are just done with the Overlordship. Each living their own life, unaware that they are about to be heavily involved in the greatest uprising of Vicitis.




Hello, welcome to Vicitis Rising, an RP created from the corpse of an old RP of mine that would constantly be brought back. In this RP, you will take the role of a powered or unpowered individual trying to make a living within the megacity of Suphia. Be it the role of a criminal, officer of the law, disgraced noble or whatever. As long as it makes sense.

In this RP, whatever your background, your character will get involved in the coming uprising by the people against the Overlordship, be it on the side of the Uprising or the Suphian Justiciars. However, while characters can be on either side, there will be limited player versus player, as that can turn into quite a mess. Instead, your actions will almost always be against NPCs, and your actions will affect how things ultimately play out.

There will be two primary factions available for player characters. Either the Uprising or the Suphian Justiciars. That said, those are the primary factions. Technically your character can have a secondary faction, such as a member of the Uprising who has a past with the Five Families. Or a member of the Justiciars who is a plant of the Domyr Drecan.

If you play a character who is for the Uprising, then you don’t necessarily have to be a moral paragon. Your character's reason for helping the Uprising can be selfish or selfless, it doesn’t really matter in the long run. Those among the Suphian Justiciars also don’t all have to be obviously evil, they can have some goodness to them. Honestly, I encourage you to make a character who isn’t purely good nor purely bad. That said, ultimately, make a character you feel comfortable with and think you will have fun playing.



Rules
1. Godmodding and metagaming is highly frowned upon
2. My word is the law. If I am not around, my Co-OPs word is law until I return
3. No character limit per player as of right now. This may change depending on how many people join.
4. No overpowered characters. I will let you know if I consider your character overpowered, and then will work with you to make it less so.
5. Character death is a very real possibility. If your character dies, it dies.
6. Disputes between players, or with me, will be kept out of the OOC. Settle them through your telegrams.
7. There will be no discord server associated with this RP, officially or unofficially. This might change in the future, depending on how activity looks.
8. If you are going to be gone for extended periods of time, inform any player whose characters your character is interacting with, and me or my Co-OP. If you don’t and your character is holding everyone up, I will find a way to remove that character from the interaction, and depending on the situation, it can mean that your character will be injured.
10. Three strikes and you're out generally. If you really mess up, I will kick you out.

The Structure of Suphia

The megacity of Suphia is built with tiers, with its three main areas occupying their own tier of the megastructure. Each of these tiers are inhabited by a different class of people who call Suphia home. The common names for these three main areas are; the Slums, the Lower City, and the Upper City.

The Slums are perhaps the largest area of Suphia and is home to the lower class. They are the lowest of the three tiers of Suphia, built on the ground of Vicitis. The Slums extend even beneath the superstructure that supports the first and second tiers of the superstructure of the megacity. The Slums are surrounded by a massive wall, built to keep the people in the megacity, along with keeping the dangers of the wilds of Vicitis out.

The Lower City is the second largest area of Suphia. It is home to the middle class, people who do not generally struggle financially or with the government. It is the first area of Suphia built on a superstructure, complete with artificial green spaces and all amenities the Overlord allows them to access freely. As with the Slums, the Lower City does extend into the superstructure that supports the second and final tier of the superstructure of the megacity.

The Upper City is the smallest area of Suphia, but by far the wealthiest. It is the home to extravagant mansions and palaces, belonging to the nobility of Suphia. Unlike with the lower tiers, the entire area has access to open skies and the light of the sun. There are plentiful amenities throughout the highest tier of the megacity to serve the needs and desires of the nobility.



Places of Note within Suphia

Unlike the rest of the nobility, the Overlord’s Palace is technically not found on the highest tier of the superstructure of Suphia. Instead it is airborne, continuously flying and moving around above Suphia. The Overlord’s Palace does not lack any amenities despite its nature. Access to the Overlord’s Palace is highly restricted, and the Overlord’s Palace is heavily defended with both automated defenses and the Overlord’s own guard.


The Grand Suphian Arena is a large entertainment facility located in the Upper City. The kind of entertainment performed at this facility is morally questionable, and that is bloodsports. Fighters are generally collected from the Slums, either willingly or unwillingly, and fight for the entertainment of the nobility, who tend to gamble on these fights. These fights end one of three ways; one fighter surrenders to the other, one fighter is deemed incapable of continuing by a referee, or one fighter is killed by the other.

Fighters who fight in the Grand Suphian Arena sign their life to their managers or sponsors for the chance at fame and fortune. Those who win a certain number of fights, determined by their contract, are allowed to retire with the winnings they are owed, and allowed to live within the Lower City. In some rare cases, a sponsor might even allow their fighter a chance to live on their property in the Upper City at the end of their contract. However, most fighters never see the completion of their contracts, as they end up dying either in the Arena or by mysterious circumstances before their final fight.


The Midnight Bastion is the second most fortified location within the megacity of Suphia. It is the headquarters of the Overlord’s military forces and the military police and all associated agencies which maintain law and order throughout Suphia. It is not only designed to be incredibly difficult to assault, but capable of deploying elite forces quickly to all parts of Suphia. The Midnight Bastion is located at the eastern most edge of the Upper City, and can be seen from the eastern areas of both the Lower City and the Slums.


The Acumen Palace is perhaps one of the most dangerous locations in all Suphia, be you a trespasser or invited. While it is not visibly dangerous, as it appears very much like the other palaces and mansions of the Upper City, it is the people who call it home that are dangerous. Those who call the Acumen Palace home are members of the Overlord Drex’s secret paramilitary police force, the Domyr Drecan. The location of the Acumen Palace within the Upper City is a closely guarded secret, and only members of the Domyr Drecan, the Overlord and the Overlord’s closest advisors know of its location.


While Vicitis lies within the space of the High Overlord, this hasn’t stopped the FFHS from desiring to bring the planet into its federation. However, the FFHS does not wish to engage in a war against the High Overlord. Therefore, in order to bring Vicitis into their federation, they need the people of Vicitis to be free of the High Overlord, how this happens doesn’t matter. What does matter is that the people of Vicitis see the FFHS in a positive light. So, in order to do this, the FFHS has long sought out a presence on Vicitis. They got it when the Overlord Drex allowed them to construct an embassy in the Upper City of Suphia. His reasoning for allowing the FFHS to have a presence is unknown.


The Blackstorm Penitentiary, also known as the Devil’s Tomb, is the most well known prison within Suphia. It is the most secure prison, and is located in the Lower City. It was designed to contain the most powerful of powered criminals of Suphia, thus not only does it have the heaviest security of any prison in Suphia, but has the most advanced security and power nullification technologies. Beyond powered prisoners, the Blackstorm Penitentiary is also the place where political opponents of the Overlord tend to be held.


The Neutral Zone is something of a recent anomaly. It is a rather small area of the Slums of Suphia in which none of the crime families that call Suphia home operate. Established four years ago, after the last large scale conflict between the crime families of Suphia’s Slums, known as the Great Slum War. Rumours are that it was established because the crime families awoken something within the area that did not take kindly to them. The crime families do not operate to this day within this area because of this Silent Beast, which is rumoured to patrol the Neutral Zone and attack anyone who threatens the peace within the area.


The Suphian Black Market is visited by a large number of the criminal elements of Suphia. From the Upper City to the Slums, people seek the Black Market out in order to obtain less than legal goods. It should be noted that the Suphian Black Market does not operate exactly as you would expect. For one, they do not actually do business where the market is located. The Suphian Black Market is located within the Neutral Zone, but they do not actually finalize sales within. Instead, when a transaction is made, the deal is made within the Neutral Zone where half the payment is paid, but the goods are delivered to a location outside of the Neutral Zone where the other half of payment is made.


Located within the Neutral Zone, the Red Crescent is perhaps the most important bar in all of Suphia. It is here where the Great Slum War came to an end, when the heads of each of the major crime families of Suphia’s Slums met and divided up the Slums while creating the Neutral Zone. The Red Crescent is also one of the few places that a person can feel safe in the Slums, especially if they are not associated with crime families. The people who work at the Red Crescent treat each other and their regulars like family. Make trouble within the Red Crescent, and you will be lucky to just be thrown out, as they take the protection and safety of their patrons extremely seriously.


Located within the Neutral Zone, the Fortuna Hostel is, despite its name, an illegal hospital. It is one of many illegal hospitals found throughout the Slums of Suphia. The Fortuna Hostel provides medical care to any resident of the Slums, but operates on a first come, first serve basis. Due to its small size, it can help at maximum eight people at a time. It is funded by an unknown benefactor, who is believed to be a noble.




Notable Organizations in Suphia

Since its founding, Suphian law and order has been kept not by regular police forces, but by the military police. They tend to be not only well equipped but can be quite brutal when it comes to enforcing the laws of the Overlord. In times of trouble, they can be reinforced by the Suphian military, or can be used to reinforce the military against external threats to the Overlordship. Like the military, the heads of the Suphian Military Police can be found within the Midnight Bastion.


The most powerful organization within Suphia is the military of the megacity and associated Overlordship. The Suphian military is divided into three main branches; the army, the cyberforce, and the navy. The army is pretty self explanatory, and is the largest branch of the Suphian military. The cyberforce is the branch that deals with cyberwarfare, in terms of both hacking and drone warfare. The cyberforce is the smallest branch, due to the fact that it does not need much manpower to remain at its peak efficiency.

Finally, despite the megacity of Suphia not being near a body of water, the Suphian military still has a navy. The Suphian navy does not operate on large bodies of water, but through the sky and space. It is a branch consisting of what could be referred to as the Suphian airforce and space force. The Suphian navy tends to be the branch of the Suphian military that works most closely with the forces of the other megacities to protect the planet from extraterrestrial threats.


Suphia’s not so secret, secret police force, the Justiciars are responsible for maintaining the Overlordship over Suphia. They act under orders from not only the Overlord, but from the Overlord’s most trusted advisors, all in order to keep the Overlordship in power. They are a secret police force, so elimination of political opponents and dissidents is the order of the day. However, it is worth noting that their allegiance is not exactly to the Overlord, but the Overlordship. As such, they are theoretically capable of acting against the Overlord if it is in the best interest of the Overlordship.


The Overlord Drex’s opinions on the Suphian Justiciars are well known, and come down to his belief that they should serve the Overlord, but at least publicly he tolerates them. In secret however, Drex had created an organization that he aims to replace the Justiciars with. This is the Domyr Drecan. A secret police force made of powered and unpowered individuals who are loyal to Drex and only Drex. Members of the Domyr Drecan are planted within noble households (as servants or guards), the military, the military police, the Justiciars, the Five Families and any organization that could be a potential threat to the Overlord. Their job when planted, to keep an eye out and report to the Overlord any threats to his power. There are also members who are never planted in other organizations, and kept as enforcers of the Overlord’s will.


The Suphian Intelligence Corp is an espionage and counter-espionage organization under the control of the Overlordship of Suphia. Within the walls of Suphia, the Suphian Intelligence Corp partakes in domestic espionage, sharing intelligence with the Justiciars and military police. They are also responsible for counter-espionage within the megacity of Suphia. Outside of Suphia, the Suphian Intelligence Corp is responsible for keeping tabs on foreign threats and gathering intelligence on them to report back to the Overlord of Suphia.


Within the Slums of Suphia, the Five Families are the dominant force of some semblance of order. While they are crime families, they are turned to by the people of the Slums for protection and resources for the most part. As such, they are seen as the true power in the Slums of Suphia, especially since they have their fingers in the legitimate government organizations operating in the Slums, such as the police. If something happens in the Slums, the Five Families will know about it and at least one of the families is likely to be involved.


In the shadows of the Slums of Suphia, a new organization is slowly growing in size. This organization would become known as the Uprising. Its goal is to gather strength and rise against the tyranny of the Overlordships to free the planet of Vicitis. It operates in secret for now, but it will eventually make itself known when the time is right.




Crime Families of Suphia’s Slums

The Slums of Suphia are dominated by five crime families, known as the Five Families, whose activities are not exactly secret to those who call the Slums home. The crime families of Suphia’s Slums tend to compete with each other, work with each other and betray each other. They do whatever is best for their family. This came to a head during the Great Slum War, which led to the creation of the Council of Five, and the creation of the Neutral Zone.

The Five Families are the Morozov family, the Takagaki family, the Di Rienzo family, the Chang-Shao family and the O'Mara family. The Morozov is agreed by many people within the Slums to be the most powerful of the Five Families, followed by the Di Rienzo family, the Takagaki family, the Chang-Shao family and the O’Mara family.

The current Pakhan of the Morozov family is the 54 year old, Morozov Isaak Tomasevich. The current Oyabun of the Takagaki family is the 21 year old, Takagaki Kyoko, and one of only two women on the Council of Five. The current Capofamiglia of the Di Rienzo family is the 42 year old, Emilia Di Rienzo, and one of only two women on the Council of Five. The current Dragon Head of the Chang-Shao family is the 52 year old, Chang-Shao Fen. Finally, the current Captain of the O’Mara family is the 46 year old, Ciarán O’Mara.

Short Bio: Brutus was the first born to the previous Overlord, Abelus Drex. Not much is known about his childhood, except for that he had the best education and best training in terms of using his powers in all of Suphia, due to him being the heir to the Overlordship of Suphia. He did have a younger brother and younger sister, Lycus and Maria Drex.

Both his siblings and his parents were killed when an assassin sent by the Ryke family almost succeeded in eliminating the Drex bloodline. However, Brutus survived, and immediately took vengeance upon the Ryke family, having every member of the family, and anyone who worked for them rounded up and executed for treason. That was eight years ago.

Dark Fire Manipulation - Brutus is capable of creating and controlling black fire. This fire not only burns the body, but the soul as well. This makes it far more painful then normal fire, despite the fact it burns cold. He can summon forth this dark fire from seemingly nothing, as well as shape it however he desires.

Dark Wind Manipulation - Brutus is capable of creating and controlling black wind. This wind is razor sharp, and capable of cutting through steel. The black wind also has the ability to deoxygenate areas it blows through. Unlike with the dark fire, Brutus can only create and direct the dark wind.

Overlord's Will - A power that runs in the bloodlines of each of the Seven Overlords. It grants them an unbreakable willpower, and immunity to psychic attacks. This extends to making him immune to any form of mind control or suggestion. Most importantly, it also allows him to project his will onto others. Those who have had an Overlord's Will forced on them understand that it is not exactly mind control, it's more of an immense pressure that they are compelled to follow. As such, resistance and outright denial of the Overlord's Will is possible.

Enhanced Condition - Brutus Drex's physical capabilities are what you may consider enhanced. As such, he is capable of physical feats beyond that of normal humans, but not those of some powered individuals.
Training:
Brutus Drex is trained in all forms of weaponry and many different styles of martial arts. He is also well taught in the workings of powers, espionage and speaks multiple languages.

Silent Beast's Power- Shilo's most prominent ability. He possesses the unique ability to augment his own physical capabilities, both consciously and unconsciously. This allows him to grow stronger as a fight goes on, if he believes it is necessary to survive. Not only is his strength, durability, speed and other similar capabilities augmentable through this power, but his senses as well. Shilo is also capable of augmenting his body beyond natural limitations. One thing that can not be augmented is Shilo's stamina. As such, while he can grow stronger during a fight, he is still limited by his albet impressive stamina.

Silent Beast's Clarity - Shilo's mind is well defended and capable of resisting any attempts to affect his mind from external sources. Be these attempts psychic in nature or not. Shilo is incapable of becoming distracted, allowing him to focus completely on whatever task is at hand. This clarity also allows for him to simply ignore pain when augmenting his body beyond physical limits.

Silent Beast's Warning - Shilo is capable of projecting visions into the minds of others. Specifically visions of how he will break their body if they do not leave him alone. This visions are extremely realistic to his target, as they are capable of feeling the pain of whatever he does in the vision. Shilo only rarely uses this, as it can be tiring against multiple opponents, and the more he uses it on a person, the less effective it becomes.

Silent Beast's Healing - Shilo does possess a minor healing factor. While it isn't powerful enough to regrow lost limbs, it does speed up the healing of most injuries. A bullet to the heart will still kill him.

  • Some firearms training; mainly with his handgun
  • Martial Arts; Shilo's main way of fighting is with his body, as such it should not be surprising that he is trained in a number of martial arts. However, the real question is how a nobody got the level of training he shows when he fights.
  • Emergency First Aid - Shilo possesses emergency first aid training, mainly from helping out at the Fortuna Hostel. And because patching himself up after a fight is normal for him.
  • Multiple Languages - Another surprise for a nobody like Shilo, he speaks not only English, but Russian, Chinese, Japanese, Italian and French.

  • Cold Resistance - Isaak possesses an incredible tolerance to the cold, more than what could be achieved without powers.


Personality: Isaak is a man of pride and business. If he is insulted either personally or insulted via business (ie he sees an agreement as an insult), he is known to get even. Despite his rather brutish appearance, he is an intelligent and patient man. If he wants to punish someone for their insults, he will wait until the right moment to strike. When he does strike, his brutality is only matched by some of the nobility. He does have a deep respect for those who prove themselves not only capable but as strong, if not stronger than himself.

She leads the Takagaki family with a degree of reluctance, only being driven to lead by a sense of duty instilled upon her by her father. While she can be cruel, she is also the most likely to be kind among the Five Heads.

  • Blood Hardening - Emilia is capable of hardening her blood, creating a sort of pseudo-armour underneath her skin to protect from most attacks. She can also harden her blood even if it is outside of her body.
  • Blood Generation - Emilia is capable of generating overwhelming quantities of blood. When she does this, she either has to cut herself to let the excess blood out, or it will burst through her body's orifices.
  • Blood Control - If she can touch a target, she can temporarily excert control over their blood. She can make it stop flowing, flow faster, or even flow in the reverse direction.
  • Haemokinetic Constructs - Emilia is capable of shaping any blood outside of the body into a number of different shapes, from weapons to projectiles to shields.


Personality: Sadistic, cruel, wrathful and prideful, those are four ways you could easily describe Emilia. Her temper is well known among the Five Families, as well as her impatience. Loyalty is something that Emilia values greatly and expects from all those under the comand of the Di Rienzo family. Her ownly obvious loyalty is only to herself and by extension, to her blood family.

Personality: A man of business and honour, that is the best way to describe Chang-Shao Fen. To make up for his lack of supernatural abilities, Chang-Shao Fen has developed a talent for reading and manipulating people. Along with this, he is incredibly patient compared to the other heads of the Five Families. He is among the most reserved leaders of the Five Families, especially when it comes to his anger. Most people do not realize Fen is angry with them, until its too late.

He also makes up for what he lacks in terms of superhuman powers with a number of cybernetic enhancements, which has given birth to an addiction of his to improve his body via technology.

Denied, for 8 reasons

First, if he is from a wealthy family, is he supposed to be nobility or a resident of the Lower City (as they can be wealthy). If nobility, then the Five Families would not do anything against them. If residents of the Lower City, it is possible, but highly unlikely the Five Families would care about them. As such, give me a reason as to why the Five Families would have had reason to eliminate Bailey's family.

Second, the Justiciars do not really recruit from orphans. If anything, they recruit from the adult population (if they prove their skills), the Suphian Military, the Suphian Military Police and over government organizations.

Third, Drex's guards are recruited from the Military, not from the Justiciars. The reason for this is because Drex does not exactly like the Justiciars.

Fourth, "it was him that Brutus Drex survived." What do you mean by that? Elaborated please. Because if you are suggesting that Drex survived an attack from him, then Bailey would be dead, no questions asked. Now, if you mean Bailey helped foil an attempt on Drex's life, then I would again, ask you to explain. Side not, do not claim to be Drex's most loyal agent, because that is a claim anyone in the Domyr Drecan would make and as such is not something that can be proven.

Fifth, in regard to short-range teleportation. What is the range? How often can he use it? Can he use it to get into places he can not see?

Sixth, in regard to Enhanced strength. How heavy is extremely heavy?

Seventh, in regard to his training. Do you mean any computer as in all computers, no matter the complexity of the security? Or is this a little bit of hyperbole

And finally, eighth, this reason is the most important reason as to why I am denying this app as of right now... You did not provide an RP sample. I see that you are new to the site, but that is no excuse as to why you could not have just written something with your character. I do not accepted people without first seeing what they are capable of.

All these are things you can fix, and as such, once fixed, you can re-app.
