AN ACT TO impose a temporary federal eviction ban; amend the US Code to provide for such eviction ban; lay down the terms and conditions of such an eviction ban; provide for the length of such an eviction ban; and for related purposes.

Section 1 - Amendment to US Code
  1. In Title 15 of the US Code, the following shall be inserted as Section 9001, as part of Chapter 116 titled 'FEDERAL EVICTION PROHIBITION ACT';
    "
      During the 90-day period beginning on the enactment of this Act, the lessor of a covered dwelling may not:
    1. make, or cause to be made, any filing with the court of jurisdiction to initiate a legal action to recover possession of the covered dwelling from the tenant for nonpayment of rent or other fees or charges; or
    2. charge fees, penalties, or other charges to the tenant related to such nonpayment of rent; or
    3. require the tenant to vacate the covered dwelling unit before the date that is 30 days after the date on which the lessor provides the tenant with a notice to vacate; or
    4. issue a notice to vacate under subsection (c) until after the expiration of the 90-day period. "

Section 2 - Definitions
For the purposes of this act;
  1. The term "lessor" shall mean any person who leases or lets a property to another, that another person being defined as a "tenant" for the purposes of this Act.
  2. The term "covered dwelling" shall mean any dwelling that is occupied by a tenant, pursuant to a residential lease or otherwise, that is on or in a covered property ("covered property" meaning any property that participates in a covered housing program (as defined in section 12491(a) of title 34 of the US Code) or the rural housing voucher program under section 1490r of title 42 of the US Code, or that has a federally backed mortgage loan or federally backed multifamily mortgage loan).

Section 3 - Possibility of Extension of Period
Via Act of Congress with a majority vote, pursuant to Article I, Section 1 of the Constitution of the United States, Congress may extend the 90-day period provided for in Section 1 of this Act with regard to the prohibition of evictions, if and when it deems necessary.

Section 4 - Short Title
This Act shall be cited as the 'Temporary Eviction Prohibition Act of 2020.'

This bill is then honorably presented to the House of Representatives for consideration in order to secure the positive rights of tenants during a potential economic recession to improve the United States Law and is backed by Representative John Atang on March 22nd 2020.

Biography: Born in 1957 to Jason and Lena Adler, Percy grew up in a moderately wealthy household in Louisville, Kentucky with his Father being Division Manager of a local Paper Company, and his mother being a school teacher. Percy was enrolled in his mothers school, he wasn't a really great student, he would skip class and bullied other kids. Percy was more of a social floater than an academic, hanging out with whoever was cool that school year. Percy was expelled from his high school for pulling the fire alarm, he went to a boarding school for the remainder of his school years. When he came back, something was different, he wasn't a bully anymore, he was more softspoken and considerate. He decided not to go to High School and instead join a band. He was the lead guitar player, playing mostly country music, he was never interested in politics.

Eventually, the band got a gig playing at the Senators daughters birthday party. The girl liked Percy but Percy didn't like her, but they began to date anyway. The Senator would always talk with Percy about the most recent political news, and slowly but surely he got interested in politics, and he also became interested in the Senators daughter. Percy retired from the band and joined the Senators campaign as an aide of sorts. Percy visited Washington, D.C. to help the Senator out, thats where he knew he wanted to be. He married the Senators daughter, and ran for the Louisville City Council and lost with 43% of the vote. Percy went into a depression after this lost, but stayed on the Senators campaign team until his final term.

By now it was 1989, Percy had decided that now, with the Senator out of office, people may be nostalgic for his type of policies and opinions so Percy decided to run for Louisville City Council again, running on the Former Senators platform, BUT, the Senator told him to go bigger. Percy took his advice and went for the Kentucky House of Representatives with the 1st district. Percy won with 62% of the vote, the incumbent was a Democrat who previously won with fraud and many cases of corruption and who was prosecuted three years after Percy's win.

As State Rep. Percy was an obvious moderate, opposing gun control, while disagreeing with things like Confederate Monuments and such. He was opposed to the Gulf War, but was in favor of secretly executing plans that would hinder Hussein's powers. He was opposed to bills affecting Climate Change, mostly because he didn't understand it. In his second term, he was ADAMANTLY opposed to the Assault Weapons ban and declared it, "upsetting that it would come to this."

After his second term, he was approached by the Former Senator, turned Gubernatorial Candidate, to be his Lt. Governor if he won. The Senator was very sure that the man would win, and sure enough he did 79% of the vote went to him. Percy was shocked that the senator had not only won, but chosen him as his Lt. Governor. Something was up, but nobody could figure out what was going on, why choose a relatively inexperienced Representative? Finally in 1998, in the Governors reelection, everybody began to get suspicious as he won with a 80% margin. A very large investigation ensued in which Percy was blamed as the mastermind to a big ponsy scheme/ corruption plot, luckily for Percy, he had hired an investigator in the governors first term after noticing that the books weren't lining up. This investigator had found evidence of corruption on the governors part, and in late 1999, the Governor was impeached and Percy became acting governor to finish the former governors second term. During his time as Governor, he restricted abortions, he did impose slight restrictions on firearms, and he was very outspoken about civil rights.

Eventually, the Gubernatorial election came along, and ran as the incumbent, he won by a very thin margin of 52%. Percy Adler quickly began to embrace the new conservative identity that was being dished out, he began praising Republican leaders and was seen as a tool for the party, most Republican bills that came to his desk were signed and some democratic bills were too but most were veto'd. When his reelection came about, he decided to run but dropped out after he made a deal with another Republican that if he won, he would make Percy the treasurer of Alabama, Percy loved the idea, he could still stay in politics without having to make as many big and unpopular decisions. That candidate lost and left Percy out of a job, Percy divorced his wife, and went into the failed politician stage of giving news interviews about any controversial topic, Not-Chris Christie style.

In 2011, the old candidate for governor won, and kept his promise to Percy. For both of the Governors terms, Percy was the State Treasurer.

Eventually, as a favor to some of his Republican collegues, he ran in the 2016 election for US Senate, to take away votes from other less conservative, Republicans. He campaigned hard, and accidentaly won the primary election, and kept going. He eventually won the 2018 general election with about 65% of the vote going to him. This angered the future Wolf Administration because they had supported one of the other candidates.

Percy Adler was a supporter of Wolf on most policies but they didn't agree on everything. In the 2020 Election, Percy privately supports Murphy in the Democratic primary, he privately supports Richardson in the Republican primary, and would support him in the general. Adler has toyed with the idea of swapping parties, should Porter win the Presidency.

Other Info: Percy has two sons, Lionel, and Percy Jr. Percy is a Baptist, and his doo wop band still has songs that can be found on youtube. Percy faces much criticism from his lack of Education, but owns up to it proudly, "I made it this far!"

Percy formerly donated to the Black Panther Party before he was ever in politics, and he has since forgotten about it. Percy can be seen as semi racist even though he himself is black, Percy also visits other countries regularly for vacations.

My completely uneducated guess to how the general election will go

If it is Murphy vs Porter: Murphy wins by the skin of his teeth

If it is Murphy vs Richardson: Richardson wins by a small yet comfortable margin

If it is Dayton vs Richardson: Richardson wins by a good size margin (pretty much a repeat of 2016)

If it is Dayton vs Porter (god forbid): Dayton wins by a small yet comfortable margin
