Not an admin, but here's my two bits:
Races with no PC should go the same way as IRL.
Races with a PC vs an NPC should go for the PC (unless the PC is in a hostile state, et cetera)
Races with two PCs should be decided normally, and in the special case of Louisiana, should ONLY go to one of the two PCs--i.e., either Gaspard or Bellman should be winning in Louisiana, not an NPC.
