So a city-state can have more than one trade post? Because both me and the Aun'kal have one I believe.

Yep. This is an event allowing you to intensify your trade efforts more than would otherwise be feasible.

Just to ask, since I'm not clear - under stratocracy, can soldiers work regional tiles? Can they work in hills to produce stone, or do they just produce labour?

Certainly. More mans is more labor, so things like a Creche are handy in that regard. You could also start putting a military together to take slaves, or prioritize some good housing to allow you to set your peasants to Forced Labor without the threat of rebellion.
