The Bear Roars


The Year is 2282 and The NCR is at the apex of its power and seems only able to go up. Born in the deserts of California and quickly expanding, the fledgling successor the old United States has found itself beset by many of the problems of its predecessor, and then more. Back home in the grand capital of Shady Sands the Government is seemingly moribund. The NCR Congress debates over petty issues and is controlled by Brahmin Barons and corporate lobbyists as the President struggles to keep the increasingly divided nation together. Its armies are poorly led and spread thin as the Republic seeks expansion in all directions while simultaneously defending its cities from raiders and policing the ever lawless wastes. Its people are unhappy and rebellious as organizations long thought dead lay in wait for their turn to strike at the Republic. It was this Republic that stumbled upon the great Hoover Dam stretching across the Colorado River and met its greatest enemy, the despotic Caesars Legion and its reluctant partner New Vegas. After a indecisive battle at the Dam left the Republic committed to defending both it and New Vegas against Legion incursions, the Republic spend the next few years bleeding itself in a seemingly endless war against the Legion; then The Courier came along. Stories about what exactly the Courier did in the Mojave during his hunt for Benny involvement in the growing War, but what is known is that wherever the Courier went, the NCR soon found allies. Some were intimidated into friendship, others swayed by the Courier's various attempts to help them, whatever the reason however the result was undeniable. The Second Battle for Hoover Dam was a disaster for the Legion and a rousing victory for the NCR. House was dead and his City of Lights was in NCR hands, Caesar was dead and soon after the Legion began to tear itself apart in Civil War, the NCR assumed full control of the Mojave and began to prepare for colonization and annexation. However, not long after the Dam was secured the Courier vanished and with him went the security of his presence.

Now, a year later, and the NCR is once again just barely holding onto the Mojave. With the conclusion of the Dam Campaign attention in Congress turned to the brewing conflict between the Barons at home and possible exploitation of the Legion Civil War abroad. Troops and supplies, already thinly placed, were stripped to the absolute barest of essentials. The various raider gangs that had been cowed by the Courier once again roam the countryside raiding with little consequence, some of the NCR's allies in the region have grown wary of the NCR's heavy handed governing style and scheme amongst each other and order was only tenuously maintained outside of strongholds like Vegas and McCarran. Its in this climate that Administrator Crowder has arrived. A career politician from the Boneyard he has been sent to tame the Mojave in whatever way he seems fit. His history is not to telling about how he seeks to do so as he has dabbled both in heavy handed oppression and open hearted cooperation in his various postings in the Republic's frontier. With him is the military administration who will have their own agenda, and the various factions in the area who each will try and pull Crowder to their own way of thinking or, if they are feeling particularly rebellious, collapse it completely.

Take charge of your own fate and decide the future of the Mojave. Will you help Crowder bring peace to the land or will you push the area further into chaos? There is only one way to find out! Play the game and feel the mighty roar of the Californian Bear!

Bio (Minimum of 7-10 sentences and basic comprehension of grammar and logic): Born to a moderately well off family in the Boneyard in 2246 while Crowder didnt enjoy wealth in the vein of the monopolies, his family was never in any financial danger like most of the NCR citizens. When his father was injured during a war against the Shi when Crowder was still a young boy, the young man turned away from following in his fathers footsteps. Instead, Crowder learned to favor stability and quickly learned how to achieve it. He held a myriad of minor posts in various local governments throughout the NCR in the Wenddell Government but saw the chaos the Republic was sliding into as internal factions eyed power. Instead, Crowder looked back towards the rule of Tandi as a Golden Age of peace and stability, seemingly ignoring the expansion and war under her administration, and sought to return to her 'Permanent Presidency' as Crowder referred to it. He thought Wendell was weak and a plaything for the Barons and the military. After he began to speak out against the government he was reassigned to the northern fringes of the Republic where it was hoped he would fade away. Instead he excelled at brining a sense of law and order to the troubled area and reached the office of Regional Administrator for a brief period in 2277 before a scandal over NCR troops executing local tribals forced his resignation. He would spend the next few years in the political wilderness as it was, that was until the NCR moved into the Mojave. Using what few connections he still had Crowder managed to get himself assigned as a low level local bureaucrat in the NCR controlled Mojave. There he watched the NCR bleed like a stuck pig and was repulsed by the wanton violence that plagued the territory. After the annexation he was recalled once more and enjoyed a few months of retirement before Lee Oliver resigned to run for President and he was called in to pacify the province. Given a blank check by Congress to do what must be done, Crowder must treat carefully however as the region is still full of separatist and raider violence and one wrong move could cost him his job, or even his life.

Appearance: Most definitely ghoulish, though providence spared a workable head of dark hair and a goatee to match. In contrast to his desiccated skin, Lou wears a fine - albeit well worn - suit with accompanying shades.

Having spent the last few decades living increasingly closer to the fringes of NCR dominion, as the Republic had in recent times drawn New Reno and Vault City into its hegemony, Louis was never comfortable looking west and seeing an ersatz reproduction of the society that had brought the world to its current state threaten to subsume all that he and his community had built. The cold technocracy promised by House had not been much more appealing, but the potential it offered as a foundation from which to build a better world was more than anything the NCR could ever scavenge from the past. The undoing of Mr. House's grand plans for New Vegas by the NCR took Louis by complete surprise, its results were by comparison depressingly predictable; New Vegas was bowed and firmly shackled under the NCR bureaucracy. Whilst the ever-moving frontier of the Republic had left Vegas in the dust, gross overextension left the NCR unable to do much for the Mojave but tax and neglect it. The honeymoon period of NCR occupation was so brief as to be nearly imperceptible; the NCR couldn't afford to clean up their mess, and that mess was left to fester into a new generation of raiders and racketeers. Since the Second Battle for Hoover Dam, at least, ensured that Vegas would be saved from the torch by Caesar and his Legion, Louis had remained in Freeside, making a decent living performing in the myriad smaller bars and casinos as the lights of the Strip - that could once be seen for miles - lay dim and dormant, to feed instead the faraway cities of the Republic. In the long shadows cast by those unrealized monoliths, Louis would find himself turning increasingly to chemical coping methods; stringing-out between performances on a ghoul's dosage of Jet or some other intoxicant and ruminating in smoky rooms with other malcontents. From his lodgings in Freeside, he had spent many months pondering his next move. He planned to return to his home in Nixon soon enough or else continue east, his ambitions in Vegas completely curtailed by the NCR's upset, but not without giving the stars one final shot - double or nothing.
