The idea of the ZRA came from the combination of the M23 Rebellion and several rebel groups who aligned themselves to the idea of the corrupt Republic being nothing but a puppet for the foreign powers to exploit their people. Believing that democracy has failed them, the groups united around a warlord by the name of Richard Mumbahu. Richard was a warlord with charisma and intelligence, solving problems with diplomacy and trade more than straight combat.

Like many, he fashioned himself a king and believe himself similar to those of the Biblical kings of Israel. This idea blossomed in the way of a king that would deposed the Republic and established the Kingdom of Zaire, a country that Mobutu built and destroyed by his greed. Richard believed in the idea of a centralized power, a united reestablishment of Zaire with a new constitution without the colonial influence. This group became known as the Zaire Royal Army. The ZRA had began it's operations within mid 2014, fighting other rebel groups to absorb them or find peace with trade.

This came with the need for coltan but Richard did something different than the common warlord. You see he was able to find outside traders within the surrounding countries of Rwanda and Uganda to sell on the black market. With these funds, he started to give the miners proper wages and told the truth about the prices. He made sure that the mines that were taxed were given the tools to mine more and make him more money so that he could get more guns and militia to join his growing army.

By 2015 and 2016, the ZRA had started to swell and attack both the Republic and UN forces. In North Kivu, where the ZRA had originated, the numerous groups had started to join Richard's army in exchange for power in his lands. These concessions had made them direct their fighting against the Republic and the UN forces. They actually were winning and the ZRA had been able to make their own propaganda to match them funding their swelling army had managed for them to become the fastest growing rebel group in the DRC, with numbers that eventually made them bigger than the regions defenders.

By 2017, the ZRA led by Richard had attack the provincial capital of North Kivu, Goma. Fighting lasted in for weeks as thousands were dead on each side but the defending forces retreated but not without reaping a heavy toll on the guerrillas. However North Kivu was under the control of a rebel group and free reign was over an entire province. Richard set up his seat of power in Goma with a parliament of loyal warlords, his own brother as his prince and head of state, and the dividing of the most prosperous mines to allocate resources better.

Much of the funding did make the province better and was shipped into the captured airport and directly sell the coltan and allowed them to recruit men and help deepen the love of the people for their warlord-king. The DRC government has called this the ZRA Crisis and the UN had started to send in more peacekeeping forces as the number of militants grew to numbers unprecedented in Congo's modern history. North Kivu is now in a state of control from the enemy. Things are both good and bad as Richard, while trying to help the people of the province, is no more than any other warlord and his tyranny is well documented.

I like this idea. However, since the IRL trend thus far is that the regional constitution is written in 2021 and implemented in 2023, it would probably be best to app as a transitional power as the EAC transforms into the EAF over the next couple of years. Arguments regarding the division of powers, the legislature, the way elections will be run, foreign policy, the integration of the armed forces and economies, etc.

If everything goes well, there's 566,000 military personnel, a decent economy for the region, and plenty of opportunity.
