Hmm... tough to say. I'll quote some relevant literature.

"A kinetic barrier functions as a newtonian reaction-starter; a force impact is repelled with an equal repulsive force at the ballistic point of impact.

In essence, the "damage" to a ship's hull or armour is resultant from the transfer of kinetic energy into the hull. With very small amounts of the damage resulting from thermal or electromagnetic buildup on the ballistics.

Energy weapons bypass this by firing a stream of energy which, by definition, has no mass. The damage resultant from impact from an energy weapon is derived from the radiation/thermal/electromagnetic transfer into the hull. The effectiveness of energy weapons in Alliance Naval tests has been thus far underwhelming, as natural radiation shields standard on all ships using common material such as lead and Electrical PVC cells have been more than effective at not only mitigating energy weapon damage, but converting some of it to drive core energy. Graphite reflective armour is also extremely capable of dissipating large amounts of energy over the entirety of the hull, lessening the potential temperature/radiation effects.

Simply put, a quarter of the drive core energy output on an Everest class Dreadnaught can produce a ballistic payload equivalent to 38-Kilotonnes. A similar amount of energy converted to heat/light/radiation would be spread out so far over a ship and provide only a slight temperature increase to the overall hull that the ship suffers no "apparent" damage until multiple successive shots are connected, which then cause the target ship's hull to begin rupturing due to heat breakdown.

There is however, one benefit to the use of energy weapons in the alliance navy. New Turian stealth drive prototypes suggest that hitting a stealth-capable ship with enough energy would theoretically overheat it's hull/irradiate it's shielding. Which will significantly reduce the potential time "in stealth" that the ship is capable of before cooking it's crew."

That implies that the major downside of DEWs is an inability to prevent them scattering and creating an incoherent damage zone, which is presumably paired with their high energetic cost. That scattering effect would only be exacerbated in atmospheric conditions, where the energy actually has something to hit.

So I would project a few basic pre-requisites to ground DEWs - a method of lensing the beam (gravitational?), a method of miniaturizing the energy source necessary to fire a DEW, and a method of amplifying that energy source to do effective damage when carried by a tank/soldier. None of those seem like straightforward technological advances, offhand, so I would guesstimate a bare minimum of 200-300 RP.

My impression is that they are working with the Hegemony somewhat to the exclusion of Terminus groups, using the Batarians to suppress pirates and the like, but that might lack some shades of nuance Tau or Ralnis would prefer to express.
