Traditionally Declarations are made by independent or semi-sovereign entities, while Manifestos are issued by non-state actors or armed groups.

Traditionally Declarations are made by independent or semi-sovereign entities, while Manifestos are issued by non-state actors or armed groups.

So declaration than since this is going to be referring to something made during the blitz.

It depends on the PC of your planet. The PC is essentially the value of military equipment you can be producing on a world at any time.

It depends on the PC of your planet. The PC is essentially the value of military equipment you can be producing on a world at any time.

Consider, say, a Terran world. A Terran world has a PC value - standing for Production Capacity - of 300. This means up to 300 Credits worth of military fabrication can be conducted on that world in any given month. So, essentially, if you order up 30 Frigates, that's quite fine. If you want 35 though, you'll have to wait until the first 30 are complete before you can begin the next five, as those are over the "Production Capacity".
