As for the treaty, I'm trying to figure out ways to deepen the relationship between humanity and the Batarains but ehh. The Council doesn't actually care what the Batarians do I think since for the most part they haven't done anything except make an economy based solely on trade with the Terminus and exploiting the Vorcha. One might have the Hegemony with some more scrutiny due to having a rising economy on the scale of the Humans and are still competing with the Council. But it's up to them really. I don't anyone truly cares about a powerful slaver state that hasn't done anything except be a slaver state.
Well, from what I can see: They aren't really raiding Citadel Space for their slaves and that's a big thing. If they were to start getting up to their old shenanigans, annexing Asari colonies, bombarding Salarian ones, etc.. then the Council might turn to deal with them. Aside from that, I think our Council players are content to let the Humans and Batarians finally work things out.
True, I chalked that up that the old regime was indoctrinated by Dis. New Regime has plot armor and found Vorcha to be the best slaves as of right now. Plus they're disenfranchised so exploitation is better than living in squalor so hence the Vorcha Migrations being the largest in galactic modern history. Really, who knows if what the Council players think but I know I won't be relevant until Eden Prime happens. And that only counts for how far I can get into Reaper research and if I can get my hands on Object Rho.
