I mean.. its been 300 years since the Quarian's little, massive, galaxy changing mistake. No one alive now had anything to do with those choices then.
As for the Batarians, they voluntarily pulled out of the citadel's associate position as a protest against the humans. Doubled down by attacking them. And have just now made peace. Give it some time, they may invite you back.
Meanwhile, Illium is not eligible for Citadel membership because we permit people to sign themselves away as indentured assets.

History: This history of the Iron Vanguard started with Zaun of Clan Vir. Zaun, in his early life, working for a low-level mercenary group. He would grow tired of being referred to as vermin at the other races. Angered that his race had a low status in the galaxy. Through he did not act those feelings for he knew he would not live long to change anything and focused on being a mercenary.
That changed when his group was hired to guard a slicer, break-in, and steal information from a research facility on Virmire. The job was going well till the facility's mercenary guards received backup, and a firefight started in the labs of the facility. The facility exploded due to the firefight, and Zaun barely survived the explosion and had unknown chemicals covering his body. At first, the chemicals did not have an apparent effect on him, and he would continue to fight as a mercenary for various groups.
It was years after, at the age of twenty-three, that Zaun realized that the chemicals somehow granted him an extended lifespan. Not knowing how much time he has, Zaun thought about what to do. After two weeks of thought, he decided on changing how the galaxy treated Vorcha and left his mercenary group. After taking control of his clan after killing the previous leader. Zaun created the mercenary group called the Iron Vanguard and would find a safe place for them to operate from. Using the money from his group to fund his plan for the Vorcha. Zaun feared what could happen if anyone discovered his plan for the Vorcha and strove to keep it a secret. Now, the Iron Vanguard offer their services to those willing for it while Zaun prepares his plans.
