They are very weak militarily, but my goal is to make the Primacy an economic powerhouse eventually rivaling the Volus and get involved in galactic politics. I'm also envisioning the Hanar operating in the shadows to get ahead, with their reputation for "politeness" being a front to cover their illicit activities (perhaps some dealings in the Terminus Systems, if those players are interested).

If I can get that council seat, the Hanar could push for the sanctions against the Batarians to be dropped. We would expect significant compensation in return, however.

History:

The First Contact War was a general success for humanity, but also revealed Earth's intelligence gathering capability to be weak and unprepared for dealing with newly discovered aliens. Furthermore, with the introduction of the Alliance into the galactic community, all of human space was now at risk for covert actions and espionage by the many nations out there - and it was clear that humanity was lagging behind economically and technologically.

On November 11th, 2158 - exactly 1 year after the end of the War, the top secret Executive Decree 80 established the Systems Alliance General Security Office, or GSO, as a "black" organization within the Alliance structure. Drawing on resources from Earth-bound intelligence agencies, the hybrid civilian & military GSO was dedicated to counter-intelligence and safeguarding the Alliance from subversion, while Alliance military intelligence continued its traditional role. Up until 2176, the GSO steadily grew, but remained a small, modest organization compared to its "big brother".

In 2176, the Skyllian Blitz hit the world of Elysium. Though publicly a resounding success for humanity, the failure of military intelligence to detect the pirates and Batarians ahead of time was a scandal behind closed doors. With a secret bill led by the Prime Minister, it was voted to expand the Office into an Agency, thus becoming the General Security Agency (GSA), and it now received greatly expanded and new legal powers, with a mandate to "scour the stars" for intelligence. Still though, it takes time to build up capability, so for the next few years, the GSA continued to focus primarily on counterintelligence and counter-terrorism/counter-piracy, working through the Terminus Systems.

In 2181, General Elias Khodja was appointed Director of the General Security Agency. A veteran of the First Contact War and hailing from a reconnaissance background, General Khodja was picked as the best candidate to lead the GSA into its next era.

Now, with a rapidly expanding Alliance looking to establish itself as a key part of galactic politics, and the Batarian & pirate threats always looming overhead, the Agency is set to become a major force in humanity's foreign policy and an instrument to carry out the Alliance's will. Riding on the long history of Earth's intelligence and cleverness, and with the galaxy ahead, the future is bright for Earth's little known intelligence agency.
