Citadel Council Member: No - Associate (maintains an embassy on the Citadel)
Diplomatic Relations: The Elcor maintains neutral to good diplomatic relations with almost every other species of the Galaxy; their main interests being primarily economic cooperation. It could be said that the Elcors' most cordial diplomatic relation is with the Asari species, as it was due to their help the Elcor discovered the mass relay and was able to estabilish a space-faring civilization, estabilishing trade routes to the Citadel. Relations with the Quarians are less cordial than with the other races - primarily because the Quarians was denied a new homeworld in Ekuuna by the Citadel Council, despite them having settled in the high-gravity world. The subsequent eviction of Quarians from Ekuuna left a bitter distaste of the Elcors for them, and tensions would still emerge every time an Elcor and a Quarian meet.
History: The Elcors evolved in Dekuuna, a high-gravity world, from a primitive elephant-like species that gradually developed a grand, planet-spanning civilization. Elcors are characterized by their migratory habits and the tribal system that developed from the habit. Ancient Elcorian states on Dekuuna was governed by a council made up of respected and old Elcors, called Elders. Over time the tribal governing system gradually developed into a Westminster-like parliamentary system; Elders, or representatives of districts as allocated by the Courts (the Elcorian parliament) convened in a bicameral system of government (the House of Elders as the lower house; the House of Lords as the upper house). An Elder (member of the lower house) is gerally selected through general elections to become the Chancellor, the Elder tasked with running the executive branch of government. Power was derived from the consensus that all Elcor tribes united (through several centuries of wars and treaties before the Elcor reached Space Age) to form the Courts of Dekuuna, supreme assembly and representative of all Elcors in the galaxy.
Not long after the Elcors made their first forays into Space came the Asari, a highly-advanced galactic civilization. Within a single lifetime, the Courts of Dekuuna was able to made their presence known and even estabilished regular trade routes to the Citadel. The Elcor quickly became one of the more prominent species in Citadel space, though they still have not obtained membership (as a Citadel race) - the Courts of Dekuuna is an associate of the Citadel, and they have to share an embassy with the Volus.
