Well given the scale of Okeer's lab and research, he has to have been doing it for some time. I mean by the time Mass Effect 2 was going on, he had perfected it to make Grunt so one could say that he's been there before Eden Prime.

Korlus has long been regarded by the rest of the galaxy as the "Garbage Scow of the Galaxy", being regarded with scorn and poorly disguised, if disguised at all, disgust. This has
History: Korlus has long been regarded as the trash heap of the galaxy, one Citadel Councilor even calling it the "Garbage Scow of the Galaxy". The planet is second in the terminus system for Murder rates and 1st in offworlder murder rates. This has been changing slowly, some thanks being given to the former Planetary Administration, but almost all thanks should be given to the current government. We must look a dozen years into the past to see how this came about. In 2170 the Blue Suns Mercenary company, which calls Korlus its home, experienced a quick and unexpected upheaval as a then unknown name took control. Captain Savnnah Gurel, a former human N7, came to take control of the organization and reform it to be a better fighting force. The Blue Suns took few missions in the first few years of Gurels leadership, instead focusing on training and consolidating its power on Korlus. The reason for this came to be apparent in 2174 when the Blue Suns launched a quick and bloodless coup against the planets government, establishing control over the planet and securing the allegiance of a majority of the planets military forces, including the entire space fleet.

Using this extra strength along with trained civilian volunteers, the new Military Government of Korlus launched a 4 year War Against crime. This war was long and very bloody thanks to several Krogan battlegroups launched campaigns against the government. By the year 2178 the war had ended, thousands on both sides having died to secure a clear victory for the new government.

Since then the government has focused on rebuilding the planet and building up the infrastructure of the planet.

Pros:

Recycling Center of the Galaxy - Recently rebranded by the Korlus Tourism Bureau, Korlus is attempting to revive itself after being named as a trash heap of a planet. That being said, there is plenty of scrap metal around to fuel industry for centuries to come, and the economic linkages to utilize it even off the main world. Industrial Complexes produce +5 Credits.

Cons: Sinister Reputation - Number two in the Terminus for murder per capita, Korlus isn’t exactly a safe place to raise a family, and because of this it is quite difficult to attract anyone to come visit or live on the planet who could go live on Illium instead. Urban Areas and Trade Routes produce 20% less credits each in Korlus-controlled space.

A Garbage Scow with a Climate - It’s no secret that most of the galaxy looks down on Korlus and the ships that get broken up there are not state-of-the-art. As such, finding usable upgrades in the wrecks is nearly impossible, and engaging manufacturers who want cash up front very expensive. Starship Upgrades cost 10% more.

Hmm. No huge issues here. Let's see.

You have too many Industrial Complexes - the most that can be built, even on a Garden World, are 4. And Korlus I would probably class as a Terran, at best, Hostile more likely.

Also, though I don't mind the Blue Suns being part of the new government, they'd be assets folded into the government, not a nebulous outside force. Mainly, you need to pay for those assets if you want them.

Almost there - you're just over the amount of allowed Fuel Depots. Let's see here.

We'll treat Korlus as Terran, so it can have, at max:

4 Mining Complexes, 2 Industrial Complexes, 2 Urban Areas, 1 (Any) Shipyard, 1 Gambling Den, 1 (Any) Spaceport, 1 Research Station, 1 Intel Center

You can always save 100 Credits and dump them into some orbital mining on a nearby world in month 1, or just purchase some Mining Ships now. Mining Ships cost 50 credits each, but produce 20 per month.

In 2170 the Blue Suns Mercenary company, which calls Korlus its home, experienced a quick and unexpected upheaval as a then unknown name took control. Captain Savnnah Gurel, a former human N7, came to take control of the organization and reform it to be a better fighting force. The Blue Suns took few missions in the first few years of Gurels leadership, instead focusing on training and consolidating its power on Korlus. The reason for this came to be apparent in 2174 when the Blue Suns launched a quick and bloodless coup against the planets government, establishing control over the planet and securing the allegiance of a majority of the planets military forces, including the entire space fleet.

Using this extra strength along with trained civilian volunteers, the new Military Government of Korlus launched a 4 year War Against crime. This war was long and very bloody thanks to several Krogan battlegroups launched campaigns against the government. By the year 2178 the war had ended, thousands on both sides having died to secure a clear victory for the new government.

Since then the government has focused on rebuilding the planet and building up the infrastructure of the planet.

Pros:

Recycling Center of the Galaxy - Recently rebranded by the Korlus Tourism Bureau, Korlus is attempting to revive itself after being named as a trash heap of a planet. That being said, there is plenty of scrap metal around to fuel industry for centuries to come. Industrial Complexes produce double Credits on Korluss.

Prefabricated Ship Components - Korlus is littered with various ship parts which can easily be reassembled and put into service, even if they have to be hauled to another planet to do so. Medium and Light Ships cost 10% less and take 1 month less to produce.

Cons: Sinister Reputation - Number two in the Terminus for murder per capita, Korlus isn’t exactly a safe place to raise a family, and because of this it is quite difficult to attract anyone to come visit or live on the planet who could go live on Illium instead. Urban Areas and Trade Routes produce 20% less credits each in Korlus-controlled space.

A Garbage Scow with a Climate - It’s no secret that most of the galaxy looks down on Korlus and the ships that get broken up there are not state-of-the-art. As such, finding usable upgrades in the wrecks is nearly impossible, and engaging manufacturers who want cash up front very expensive. Starship Upgrades cost 10% more.
