If you did decide to you wouldn't have to do to much, just add a bit to the bio explaining how he got to Major General and then expand the ORBAT

A blockade plan might be being drawn up, but the war has been on for 4 days so nothing has happened yet.

I think as OP/COOP we can fairly decide between the two us and can pull in someone else if we can't.

Also I hope you don't mind but I stated that your army of the potomac was roughly 5k like mine is right now as both would still be gathering
