Speaking of...if I wanted to legally invade a planet to enforce my righteous demands, would I be able to just have local Imperial Administration decide on the matter or is such a decision up to the Imperial Senate?

I feel like this is more an executive/judicial action and thus wouldn't really fit the, as I see it, more legislative institution of the Imperial Senate...but it is better to know for sure.

If it’s your own territory then you can do largely as you wish within reason. If it’s an Imperial World there would be oversight of you started doing extreme stuff like genociding groups or orbital bombardment of cities. If it’s an SAS or House territory you’re largely free to do as you please.

Not my own territory. Even if it were territory I owned, it'd be territory that technically still belongs to whatever local authority there is.

Primarily security forces. Marines only get deployed terrestrial for small scale operations or quick strikes. Anything more than that the Imperial Army is called in.
