I assume their are most likely some skirmishes that my Admiral could gain experience from at the least?

If you want, your character could have potentially served under my Grand Admiral at some point. Plenty of campaigning against rebellions and such in the last several decades.

Unless he is in the Imperial military then you wouldn’t have a rank. Governorship = / = Military Rank.
Which, the Imperium probably wouldn’t select a Marshall to do glorified policing duty. Probably a Vice-General or General. But even then above singular planet/system governance the Gespan, Ispan, and Viceroys are civil personnel. Of which Ispan has duel military power. Guvernadur is the only one which can be civil or military personnel appointed to duel wield both aspects.

Being born in extreme poverty and having worked their way up, my character would have a distaste for the nobility, but a love for the empire and the emperor personally. An absolute workaholic, they has an augmentation built in to filter out melatonin, skipping the need for sleep. The character has not slept in decades. And it will be their job to keep the imperial finances running, even though the empire is in a state of decline, which is a threat to creditors.
Would something like this work? I made up a bunch of stuff, so any corrections would be welcome. I based the system off the ancient Roman imperial bureaucracy.
