Deified-Liberalism - An atheist for the most part, Melanie is a fervent Liberalist. A staunch and vocal advocate of The Universal Constitution that grants
equal protection of sentient rights, civil rights, liberties and political freedoms for all intelligent species. She truly believes that democracy and its principles is the divine ideology that would bring about a co-existential utopia of peace into the galaxy if properly followed and prudently implemented. To a Liberalist, if there was such a thing as a god, that god's name would be Democracy.

Personality: Pragmatic, passionate and optimistic would be the three main traits that describe Melanie perfectly. In gatherings, she is a social butterfly known to be very polite, charming and diplomatic while retaining a cool and calm but authoritative composure when dealing with both potential allies and adversaries. Needless to say, there is very little that can be said or done to completely unnerve Melanie.

Biography:
Melanie began life as Noisy Girl, a dirty orphan surviving in the slums of the under cities of Nova Terra. All that she knew about her real parents came from Brown Mother, a cranky old garbage collector, street cleaner and self-styled wise woman. According to Brown Mother, Melanie's parents came from the 'Glittering-Towers-That-Touched-The-Sun'. Dressed in colorful gilded clothes that they tried to hide under black hooded cloaks, they brought with them a mysterious squirming bundle and left it at the doorstep of Brown Mother's decrepit home before fleeing back to the skies.

In the words of Brown Mother, she was watching all this unfold with mild curiosity. This wasn't the first time she knew of the Sun People abandoning their own among the dregs of society. Gruffly, she told Melanie that she planned on leaving the child to it's abandoned fate and going back to sleep. But like all babies, it started making a great deal of noise the moment it realized it was alone in the world. Deprived of her slumber, Brown Mother decided she would bring the child in afterall if only to keep it quiet and get some peace of mind. And so it was that Noisy Girl grew up under the eccentric yet somehow-perceptive guidance of Brown Mother. As soon as she heard her own story of abandonment, Noisy Girl dreamed of visiting the Glittering-Towers-That-Touched-The-Sun. Not out of a need to find her birth parents but out of pure curiosity and fascination at how great a place it must be to behold. Brown Mother encouraged her all that time to do so out of a hidden love for her adopted daughter, knowing that there was no future to be had in the slums of under-city. She of course veiled her true intent with the excuse that she could finally be alone and be at peace again when she leaves.

At the age of 10, Noisy Girl decided to embark on the incredible journey from the bottom to the top of the world. Through sheer will, perseverance and quite abit of dumb luck, she miraculously achieved the feat and found herself gaping at the gem-encrusted homes of the Nova Terran elite. It didn't take long for the authorities to notice a slightly bleeding, ragged beggar girl wandering amongst an astonished crowd of her well-dressed counterparts. Before imperial enforcement could take her away and dump her back into the slums though, Noisy Girl's dumb luck and fortune made one last final play. Authorities found themselves stopped by ambassadors of The United Federation, namely Professor Allan Harken and his wife Kelly, who were just leaving the imperial district after a political meeting when they witnessed the incident.

Without hesitation, the childless couple, both strong advocates of humanitarian rights and influential representatives at the Galactic Senate, immediately brought the girl under their protection. After some fuss and a few well-signed documents, Noisy Girl found herself leaving her homeworld behind and starting the next chapter of her life with a newfound family. From then on she was known as Melanie Harken, but the experiences of that dirty orphan girl from the slums would remain to shape the girl into the woman she is today.

From her pre-teenage years onwards, Melanie greatly appreciated the new world and the new life she was given. Under the tutelage of the Harkens, she developed a keen interest in the histories of various species especially that of her own. Coming from the slums where most aliens were hated and seen as villains and monsters by its human occupants, Melanie admired how The United Federation tries to nurture a culture of self-betterment and understanding within The Free Worlds. Such racist views were drastically decreased and the development of a friendly co-existent spirit between species made an everlasting impression on her. While it wasn't perfect, Melanie believed that democracy as a governing ideology would be the best approach to a sustainable future of peace and unity for all in the galaxy. To that end she made the decision to play an important part in ensuring that such a future will be possible.

At the age of 18, Melanie's excellent grades got her an enrollment into the prestigious International Memorial University (IMU). There she majored in both Economics and Administrative Science while completing a degree in History at the same time. After her tenure at IMU, Melanie entered the political scene by volunteering in the local campaigns of minor politicians as she slowly built a resume of achievements and formed networks with various political parties and communities. After a decade of much hard-work and hard-earned state and regional-elected positions, Melanie Harken became the youngest person to be inaugurated as President of the United Federation at the age of 32. At the same time she completed her doctorate program in history, effectively becoming a certified historian as well.

Melanie was sworn in at a time The United Federation was in inner turmoil. For some time they had been struggling severely to uphold its prerogative as the last bastion of true democratic rule in space. Their defeat in the millennium-old 100 Days War against The Galactic Imperium had landed them in a mountain of reparations that they were unable to keep up with. Ontop of that, they had to surrender resource-rich territories to Imperial control during that era. To make matters even worse, 5 out of the 12 permanent members had seceded from the Federation after it's defeat, adding on to the damage already dealt to them. Militarily, economically & politically crippled, The United Federation were hanging onto a thin thread. The were almost powerless to do anything but survive, as the Imperium had purposely intended, to ensure their continued submission. Under her leadership however, Melanie ensured otherwise. The early years of her presidency was spent purging her administration of the corrupt and imperial-influenced ministers and cabinet members that filled it. Melanie re-positioned dutiful and capable politicians into the upper echelons of her government to jump-start the engine of the federal bureaucracy and get it moving as one united body.

Later on, she provided justified evidence to the Supreme Court of Federal Justice, which was used to either oust or nationalize several regional mega-corporations that were bleeding the precious agricultural and mineral resources of The Free Worlds for their own gain. Using their seized assets, she reformed and strengthened the United Federation Space Force which had lost its prime directives due to millenniums of malfeasance and exploitation.

Melanie had Space Force spread their fleets out across important space sectors of The Free Worlds with two high-priority missions. First, to protect the trade routes of the United Federation and second, to search and destroy all space raiders and pirate factions that plagued the shipping lanes leading into and out of The Free Worlds. With reliable security assured for the Federation's Trading Network, Melanie then turned her attention to growing the economy of The United Federation. The state-owned Federal Bank made their credit more accessible to both public and private companies, which in turn encouraged these corporate entities to grow further by financing new production facilities and starting new product lines and services. That in-turn created new jobs and new consumer spending options to be utilized. With approval from The United Federation Congress, temporal laws were passed initiating tax cuts and rebates to certain expenditures. While all this was going on, Melanie even managed to secure trading partnerships with other resource-rich factions, mega-corps and even some wealthy imperial houses that resided beyond the confines of Federal jurisdiction.

Three decades later and The Federation paid off the last of it's debts to The Galactic Imperium. President Harken had established herself as a vital and essential component of the federal bureaucracy. Thanks to her, not only were The Free Worlds saved from imperial debt, but during the later periods of her long career, their core foundations were strengthened through major reworks and contributions to the education system. Melanie had also been focusing on greatly improving all fields of scientific R&D in an effort to better the lives of Free Worlders and ensure that The United Federation remains on par with its interstellar neighbors. Seeing a surge of strength flowing within the Federation, the five seceded Free Worlds didn't take long to rejoin the fold once more.

The President is not oblivious to game-changing events in space that have taken place and are taking place. She can sense the winds of change howling at the doors of The Free Worlds' ailing conquerors. When the time comes, Melanie Harken will guarantee that The United Federation retakes its place as a galactic superpower amidst the chaos of the strife-riddled stars. For the time being however, The United Federation will remain loyal to their subjugators.

Brief History:
The United Federation was founded by anti-imperialist dissidents of the Novan Imperium, who fled towards the far corners of the Scutum Centaurus arm during the later stages of the Spacer Era. Led by one Hans Erickson, the dissident faction found safe refuge on the undiscovered Gaia world of Avalon and from there founded the first democratic Free World. Bringing with them the fundamentals of a remnant ideology called Democracy, the Free Worlders of Avalon adhered to this egalitarian system and created the United Federation named after an ancient earth government with the same name and who upheld the same polity. The Federation was formed with the goal of peacefully bringing in the surrounding races and civilizations of space under the umbrella of Democracy.

A 1000 years later, and The United Federation of Free Worlds stood as a major power in the galaxy, which soon brought them the attention of the expanding Galactic Imperium. Designated as imperial rebels, The Federation soon found themselves at war with the Imperium for the defense of the Free Worlds. For 200 years The Free Worlds managed to face off equally against imperial forces. Eventually, however, the United Federation's Space Force were crushingly defeated at the Battle of The Broken Moons and The Federation was incorporated into the folds of the Imperium as a semi-autonomous state. For several generations there was peace and Free Worlders enjoyed the fruits of the Imperium's Pax Imperialis. But nevertheless, anti-imperialist sentiments and the yearning for true independence never truly petered out in the Free Worlds.

In the reign of Alexaendyr I, while the Imperium was distracted by their campaign to annex The Periphery, newly-elected and highly ambitious President Dorian Cumberland thought that the moment to make history would be then. Under his influence, The United Federation declared their independence of the Galactic Imperium, but didn't stop there. Greedy for further glory, President Cumberland ordered Space Force to mobilize and prepare for an invasion of imperial space. This was the first time Space Force became the instigators and aggressors of an interstellar conflict. Going against their own principles, Space Force launched surprise attacks and incursions all over nearby imperial worlds without any formal declaration of war. The Galactic Imperium responded in kind and the war began and ended exactly a 100 days later with the overwhelming defeat of Space Force at the Battle of Long Star. The 100 Days War barely made a dent in the resources of the Imperium who already controlled 8/10s of the galaxy by then. Regardless, to ensure such a revolt did not occur again, the Imperium implemented harsh punishment on the United Federation.

Under the Treaty of Long Star, war reparations amounting to the near trillions were imposed. Two of the most richest star systems and the Federation's second Gaia-class planet, Avalon II, were surrendered to direct imperial control. For the next 30 years of their surrender, The United Federation's presidency was to also be filled by a chosen representative of the Imperium. With this the Imperium were able to instill their own form of corruption, designed to spread, hinder and easily influence the governing body of the Free Worlds over-time. From here, the United Federation were left to pitifully struggle in this weakened state, with countless presidents trying and failing to reconstitute their federal authority. They remained this way until the inauguration of Melanie Harken and her reformation policies hobbled them straight again.

Economy: A mixed economy. While the United Federation supports economic freedom, they reserve the right to intervene in corporate affairs at times for the public good.

  • Agricultural and Pharmaceutical Exports - Through state-created and nationalized businesses like Consolidated Agricultural Foods (ConAg Foods) and Lifeline Pharmaceuticals, The Federation remains one of the largest exporters of food and medicinal produce throughout the galaxy to date. Thanks to control over a slew of lush and fertile planetary regions, The Free Worlds are often seen as the breadbasket of the Milky Way in terms of these resources. What they lack in other minerals are traded and bought accordingly to balance the needs and wants of their citizenry and economy.

  • Technology & Arms Industry: Despite promoting themselves as the bringers of hope, peace and unity, The United Federation's technology and military arms exports provides a substantial amount to their economy. Though nowhere as big as their agricultural revenue, the weapons and tech industry have proven to be just as a reliable a source of income as the latter. Though expensive, Federation-made armaments, defense systems, cybernetics, equipment and vehicles are renown for their manufactured quality and sophistication. The only military assets not for sale are federal armed starships, warships and any developed WMD.

  • Media & Entertainment - Contributing to a whopping 38.5% of The Federation's GDP are its news, movies and music industries with the video games industry beating the combined might of all three. Scandals and controversial dramas of New Hollywood celebs make for some entertaining K-Sphere news and interstellar gossip for coverage. The Free Worlds are extremely famous for producing some of the most exciting, inspiring, compelling & humorous films and tv shows ever seen. All made super popular through galactic-wide streaming networks & video-sharing platforms like WowTime and Hypeflix. Free Worlder MediaCorps like Universal Media Group (U.M.G) Entertainment has forged galaxy-hit famous musicians like Nu Hip Hop rapper No Swagger, Cyber Pop girlband Miss Pink and EDM (Electronic Dance Metal) artist Voidwander. Audio streamers and media service providers like Muser and Cloudspire ensures the accessibility of their songs anywhere and anytime for a reasonable price. From Free Worlder gaming developers come universally popular titles like Beyond Worlds Online and Battlefleets Unknown, both with their own gigantic competitive scenes in AR (Augmented Reality) Sports.

Culture: Free Worlder culture is widely diverse as it consists of an amalgamation of human and other alien cultures combined. This wide diversity has led to it being described as a "melting pot of creative thoughts" in which different cultures have contributed their own distinct flavors to create a unique way of living within The Free Worlds. Despite their differences though, all species within the United Federation share strong common ground through the equal freedom and rights granted to them by the tenets of their Universal Constitution. As mandatory classes of civics are taught in all public and private education sectors of The Federation, most if not all Free Worlders grow up with a strong sense of belief and faith in the virtues of democratic deliberation upheld by their government.

Social Structure: Divided into 4 classes

  • Upper Class - consisting of wealthy heirs/heiresses, CEOs, politicians and celebrities.
    Upper Middle Class - Made up of highly educated business and professional people with high incomes. E.g: Doctors, lawyers, scientists, engineers etc...
    Lower Middle Class - Formerly consists of less educated people with lower incomes. Now however, job losses from the lower classes and new job opportunities caused by the rise of advanced A.I and technology have prompted the United Federation to provide free education on the higher levels, issue new tax policies on the wealthy and establish living wages for these class of citizens to meet the demands and the job satisfaction of their new careers. E.g: Teachers/lecturers/counsellors, A.I Technicians, Programmers, Behavioral Consultants, Robotic Specialists. etc...
    Working Class - Human labor in this class has now been entirely replaced by machines and androids that are more efficient at menial work.

Several star systems totaling 60 planets (of which only 30 are habitable) and 100 moons, 10 of which have moonbase settlements. The United Federation also has 10 Starbases with half that number capable of hosting proper alien and human habitation.

Military and Security Forces:

The military, exploratory, and scientific agency of The United Federation that is overseen by The United Federation Star Command (Star Command). Since its founding, Space Force has always upheld its core principal functions. These functions are the advancement of Federation knowledge about the galaxy and its inhabitants, the furtherment of Federation science and technology, the defense of the United Federation, and the facilitation of Federation diplomacy. They have developed a reputation for peaceful incorporation of willing civilizations and are rarely seen as aggressive invaders or territorial occupiers.

For better or for worse, Space Force are strict sticklers to their Rules of Engagement and will never engage unless engaged upon. This itself shows the current state of Space Force's military doctrine which is highly defensive. Primary focus is on domestic protection and the utter annihilation of enemy forces in space in order to prevent orbital bombardments and full-scale space-to-ground invasions. It consists of four main branches. Navy, Marines, Reserves & Science Operations (SciOps) with the Navy & SciOps receiving the most resources and manpower available. Those who enlist to join Space Force have to enroll in their regional Space Academy. Approximately 1% (1,500,000,000) of the Free World's total population comprise of Space Force. Of that number only 4% (60,000,000) are on current active duty. To an extent, training and tactical organization are similar to the Imperial military. But the standardization of weapons, equipment, uniforms and other military assets are wholly different and heavily reliant on Free Worlder defense industry and contractors. Every branch in Space Force are directed by their own unified combatant commands (UNICOMS) each designed with either an interstellar or functional mission that provides efficient command and control over all Space Force entities in times of peace and war.

  • Space Force Navy- Responsible for air and space warfare as well as destroying or disrupting enemy space operations, especially those attempting to attack Federation commercial and terrestrial holdings. Their roles range from space engagements, exploration, orbital bombardment, deployment of atmospheric and space fighters, and the rapid delivery of Space Force Marines into combat. Due to the nature of Space Force military doctrine, the Navy is the largest of the other three branches and holds the most manpower. The Space Force Navy is especially notorious for their Special Combat Orbital Recon (SCORN) fireteams, a naval spec ops division piloting Manticore Mk.11s, one of the most advanced multipurpose starfighters ever manufactured in The Free Worlds. SCORN units are responsible for half of Space Force's naval victories during the Federation's first conflicts with the Imperium. The Navy's UNICOM is Naval Strategic Command or NAVSTRAT

  • Space Force Marine Corps - Space naval infantry operating anywhere from starships to planets and moons. The Marine Corps are responsible for ship-to ship offensive and defensive actions as well as for conducting land-based expeditionary combat operations, using the mobility provided by the Space Force Navy for rapid deployment. They are also charged with the defense of allied vessels and installations from all hostile entities. The Marines Corp's UNICOM is the Extraterrestrial Command or EXCOM.

  • Space Force Division of Science Operations (SciOps) - Overall in charge of scientific research, analysis, problem-solving and development of advanced technology for both civilian and military use. Space Force relies on SciOps to either give them an edge during major conflicts through the development of experimental and bleeding-edge tech, or to keep them technologically on par with rival military forces. The United Federation has commissioned all starships to have smaller SciOps department onboard with the head of their department acting as Chief Science Officer (CS0) of the vessel. The Chief Science Officer and their SciOps department fulfill their core functions albeit on a smaller scale. Their presence gives Federation starships the possibility to adapt to certain difficult predicaments on the fly by relying on the skills and expertise of their CSO and their SciOps team. The UNICOM directing SciOps is the Special Warfare Command or SPECWAR

  • Space Force Interplanetary Army (I.A) - Military reserves of Space Force tasked with responding to domestic emergencies, regional ground combat operations and garrison duties. They are also used for off-world community services and reconstruction missions as part of Space Force peacekeeping mandate. Most Free Worlders underestimate the Interplanetary Army for its rather passive role in Space Force. But the I.A are vital to the protection of The Free Worlds as they are the last line of defense should Space Force fail to keep the enemy in space. As such, the Interplanetary Army are the most well-trained in defensive measures including rapid orbital interdictions and anti-drop troop intervention tactics. The Terrestrial Command or TERRACOM is the UNICOM directing the I.A

[Official Designation] Secret Intelligence, Section 8 | [Common Designation] SI8 - covert operative branch of the United Federation that is unaffiliated with Space Force and answers directly to Star Command. They specialize in foreign-intelligence, counter-intelligence, counter-terrorism, counter-proliferation and carrying out off-world clandestine operations to uncover possible threats to the United Federation and neutralize said threats whatever the cost. Due to the opposite nature of their roles and principles, SI8 and Space Force do not get along. They, however, share a unified combatant command called Dark Operations Command or DARKCOM

Yeah you might be right. I was feeling the concept may not be quite suitable as well but decided to just giv it a shot and see what is OP's input of this.

I mean there's no reason it couldn't exist. Democratic governments existed under the otherwise autocratic German Empire. As long as it pays its taxes, follows Imperial decrees and doesn't rebel I can't see any reason why a democratic government wouldn't be allowed to exist.

Best case scenario, the United Federation would have all of its armed forces stripped or absorbed into the Imperial Army and Navy. So while the United Federation could operate as a SAS, it would do so under the complete mercy of the Imperium.

So there is a potential plot where Melanie would have to play politics in order to restore the U.F.F.W. to its former glory without being convicted of treason. Of course, there's nothing that's preventing Melanie from being replaced by the Emperor at a moment's notice since she has no military and the Imperium has all the military.

Probably in the centuries following the formation of the Imperial Senate in the late 14th Millennium of the Imperial Calendar. Likely in the 15th or 16th Millenniums since Mahayana and Catheric faiths had fully unified into Mahayana Cathericism by then. As such they’d be the latest addition to the Imperial Senate.

So it would seem, though i don't know how much harm there is in being a little cautious. I feel that it's only a sign of taking the enemy seriously which in turn shows that the navy hasn't become complacent.

It's less the caution and more the refusing a direct order
