I'm guessing Sagittar Prime would be somewhere in Joachim's Governorate since that's where I about imagined it along the arm, and also likely the capital instead of Gideon if it's that important.

Deynai martial arts themselves are predicated on the Kabuto Gift and autohypnotic conditioning, so it would be impossible to teach those techniques to a non-Deynai; it's literally impossible to use them unless you have Deynai abilities. The Melodons would probably want to focus on forging relations with tribal leaders and the khan especially. The current Khan (app incoming) would be a good mark, as he's primarily driven by self interest and self indulgence. Bribes, gifts, and flattery would go a long way to getting the House favorable trading arrangements. Could have the House primarily work with local slavers, or even get permission from the khan to directly enslave those that oppose him.

I find it odd that most ancient Great Houses isn't located in the Orion Spur... I mean, there's where old Earth is located. As for New Shanghai/Urigrad, it's located on the tip of the Cygnus/Norma Arm (connecting the Arm with the Galactic bar). The history is that it's once a People's Republic of China colony, operating sort of a mixed mining and settlement colony (as it's located at the gateway of the Veil Nebula, one of the Milky Way's largest and most productive star factories).

I want to place it on the Orion Nebula originally (that's quite near old Earth, still in the Orion Spur), but I can't find a habitable exoplanet there, so I used Kepler-452b in the Cygnus constellation instead. The reason for this is since the planet is already known from pre-FTL days, they'd likely pick it as the prime candidate for colony, thus allowing the planet to be settled earlier, industrialized earlier, becoming a trade hub, etc.

What sort of positions of power in the Imperium might be occupied by an AI? I was thinking of making an robot character, and I initially considered making them part of/the leader of Imperial Intelligence, but then I realized an AI might not be trusted enough to be given that kind of position.

This is largely due to Earth and other ancient worlds being lost well before the Imperium got rolling. So the Orion Spur just isn't given the significance it is today in regards to Humanity and our location in the Galaxy.

Various. Often AI are purpose built, but never in a position where a human cannot order them to do something or be controlled.

There are archeological sites dotting the Galaxy. However, due to the sheer expanse of time and knowledge having been unfortunately lost between the 30th century and the late-26th millennium: As far as the Imperium is concerned there are no archeological sites turning up to reveal itself as being on Earth or even in the Sol System. There is a lot of conjecture among Imperial Scholars, both skeptics and believers, that Earth exists and where it is. In terms of the Original Twenty there are still some around. Sagittar Prime is Sagittarian and therefore one of the oldest still inhabited worlds with ruins predating the Imperium itself. However, there isn't any reliable back tracking available to find Earth or any of the Originals like Aurora or Solaria.
