Don't know where Betreuen is but like...if there's this General of the North, then there's Vladimir on his icy world on the very fringe of the northern Periphery, there's the uh...the Midnight Hegemony is up in the north somewhere. I think Ely's character is also in the north with his fleet.

Southwest could potentially put Betreuen in the Sagittarius Arm, maybe in Joachim’s Governorate if you wanted. That could work but Irene's government is strictly authoritarian in nature so it wouldn't appeal to the republican sentiment. One the other hand, Betreuen would be a good hiding spot for Tau's character to sneak into and ignite a revolution with her help.
