I think it's more about how you are writing the conflict happening, i.e making it be decided by one giant battle instead of the bandits pestering your armies with guerilla tactics and the battles being a series of small skirmishes characteristic to these types of wars.

The best I can describe it, your country is Syria in 2010, you are fighting a bunch of group that are also fighting each other, they won't unite, neither will they try to take on your forces in a fair 1v1 grand battle.

One big battle would have to be how it was - if it wasn't I would always locally outnumber the bandits. I think it would be much more difficult for a force that's going to be less mobile and less organized than mine to fight a guerilla war effectively - they have no cavalry and even if I only use mine for scouting I have a massive advantage.

A large number of the bandits hate each other - but the point of the war is that they hate me more. I wrote about how infighting would affect them in great detail.

I believe the problem they have is with the telegram I recently suggested where I outlined what I thought the outcome of the war would be. From the start of the war to the end of fighting inside China five years from now I said that there should be 100,000 casualties split between both sides. For perspective a loss of 50,000 people is a third of the population that I actually control. A further 100,000 people would flee China in all directions and I would be left with 100,000 Chinese citizens and 400,000 captured bandits I now have to make productive parts of the economy.

If Joohan wants to give me an event that transforms society and wrecks most of what I've been trying to do I will have it do exactly that. The last event contributed to extremely extensive political and military reforms and this one is going to turn China from a soft-dictatorship of the cities into a very clear dictatorship of the cities for at least a few years. Aaron is going to find himself increasingly marginalized in the state he created as the economic interests of the cities he built diverges largely as a result of the war from the interest of the entire country. His attempts to gradually grant citizenship to former bandit tribes will be fought by the Chinese city people that recognize giving those people a say in distributing resources will divert some resources from them. If they don't fight for their own benefit at the expense of others, the former bandits who now have a stake in Chinese society certainly will. Every brick not put down in a city is a brick put down in some former bandit town, and every spot in a school given to a bandit is one not given to a city person.

I mean, you don't need to have cavalry to be mobile, and by size of forces alone, the individual gangs of bandits would be more mobile. Also, you seem to be confusing guerilla tactics with hit-and-run, they're similar and overlap, but one key difference is hit-and-run mobility is needed greatly while in guerilla you need to use the terrain to your advantage.
