My advice to you, keep it simple.

You don’t have to include the relevant code/law/subsection. Just put what you want to change etc.

The congressional bill tracking websites are fairly good, look at the text of actual bills and sort of replicate that. Make them as detailed or as basic as you want.

I will also steal this advice hehe
