The region has, however, undertaken a great restructuring of its economy since the collapse of the United States. With the hospitality industry shattered by the civil war and with no major government contracts for the vast shipbuilding complexes of the Roads, previously small industries, such as fishing and rail, have grown in size and importance. One aspect of the Roads' economy that is not often advertised to the outside world is its use of piracy, both of illegal smugglers and government-sponsored privateers. While they will not admit it openly, Hampton's rulers view the criminals as a necessary evil, simultaneously weakening their neighbors' capacity for maritime trade while also supplementing the relatively weak Hamptonian economy.

Somewhat hypocritically, Hargreaves himself is a believer in the founding principles of the United States, and has modeled every aspect of his state after its predecessor, with the notable exception of his own role.

History (since the 50s,):

Formed out of pieces of the former US states of Virginia and North Carolina, Hampton only became a nation in its own right during the latter stages of the Second American Civil War. Prior to the war, both states were Federalist strongholds. Home to two of the largest military installations in the country, Fort Bragg and Naval Station Norfolk, respectively, the states stayed true to the Union following the events of 2001. Lacking any meaningful communist presence, the region served as a staging base for Federal offensives to the north and west. Notably, the Conquest of West Virginia during the early phases of the war, which resulted in its re-annexation into Virginia, and the costly urban warfare of the Pacification of Baltimore in 2002.

During the war, a figure in the Navy's Special Warfare division came to prominence among circles in the Federal government. Originally an officer in the Navy's SEAL program, Hargreaves had led a decorated and storied career, leading American troops and acting as an advisor to anti-communist forces in Western Europe during the revolutions of the 80's and 90's. At the beginning of the Second American Civil War, the communists held a near monopoly on partisan and irregular forces, which plagued the Federals' vulnerable supply chains and critical infrastructure. Hargreaves is credited with evening the playing field, utilizing his more organized and better trained troops to root out Red militias in the Northeast. Intelligence recovered by one of his fire-teams resulted in the only major naval engagement of the war, a decisive victory for the Federals in the Atlantic.

Despite this, he became increasingly disillusioned with his place in the war. Gradually promoted to the position of Admiral and made the director of the Federals' Special Operations Command, he became acquainted with the grim reality of the conflict. The United States had expended much of its materiel, the military's chief advantage over the ill-equipped communists, in the first couple weeks of the war. Such reserves had been fostered with a potential war with the Soviets in mind. Anti-air and tank weapons were ineffective against an enemy which use neither jets nor tanks in great numbers. Moreover, the Federals stood poised to expend their reserves of trained men, another key advantage over the Reds, in bloody urban warfare in an effort to retake America's cities. The nature of the conflict was compounded by the political situation of the Union. Having long since realized that the United States would be ruined by any prolonged internal conflict, Congress began to protest the military's demands for increased funding and expansion of selective service laws. Citing emergency powers, the President published a flurry of executive orders bypassing the legislature and suspending elections for the duration of the war. Opposed by the military and threatened by an FBI all too willing to arrest any political dissidents, Congress rolled over. American democracy died a quiet death.

Eventually, even a subset of the military's officer corps determined that the war could not continue. An unlikely coalition of junior army officers, socialist-sympathizers and members of the Admiralty formed, intending to quickly remove the more hawkish members of the Federals' government in a coup. The operation failed, with the conspirators soon arrested and executed. Increasingly paranoid, the leading Federals would begin to purge those who they believed may threaten the continuation of the war. Word of the disappearances of opposition congressmen and vocal officers spread quickly, convincing the remaining, more moderate officers and politicians of the government's illegitimacy. At the same time, the Federals' desperation would result in several notable atrocities being committed against American citizens. By 2005, desertions and mutinies racked the already unsteady Federals.

Seizing the moment, Hargreaves began to garner support for a second coup against the leadership of the Federals. A charismatic figure, his offer of a return to American idealism made him quite popular with the people, while his personal connections assured that a close majority of the Navy's men and an overwhelming majority of the Special Forces community also backed him. Despite this, word of Hargreaves' conspiracy reached Federal intelligence agents, forcing his hand. Acting within 6 hours of the realization that his plot had been revealed, he rapidly mobilized forces loyal to him and fled south, seizing the Naval Station at Norfolk, and proclaiming the creation of a new state in the ashes of the former United States.

This proclamation would precipitate the Federal collapse, and by 2008, their borders had been reduced to what now is known as the United National Junta. The Reds would follow shortly, the United Communist Front self-destructing into warring, ideologically opposed factions in the absence of a shared enemy. In recent times, the Hamptonians and Nationals have enjoyed a tenuous peace. One side threatened from the land by a far larger army, the other side by blockade from a much larger navy, neither state has attempted to engage the other in open warfare. All of these subfactions has the same structures; with each general reporting to the leader of the sub-faction.
