Ehh, not too worried about the Republicans or the Jedi. Neither possess the popular support or economic clout to challenge the Empire, not without some serious buildup. The Seppies are mainly a threat because of raw manufacturing power, but without the vast economic sinews of the Techno-Union, the IGBC, and the Federation behind them, they’re living on borrowed time. Once the material reserves of their few factories that remain active are exhausted, that’s lights out. You can’t build battle-droids out of processing cycles and air alone.

History: formed from the ashes of the separatist alliance and and a group of treasonous republic clone troopers and senators, the association of galactic weaponry was formed by Bec lawise, lux bonteri and rush Clovis. It had been formed the day after Darth Vader (Anakin Skywalker) massacred the separatist council.

To add to that, any rebellious forces are still too disorganised to achieve anything. The simple question "what are we fighting for?" is a very hard one to agree on. Palpatine gone? Empire dismantled? Jedi returned? Emergency powers? Grand army? Moffs yes/no?
It will take some time before the shared hatred for Palpatine to eclipse all those concerns. At least, until the destruction of the second Death Star.

The Five Veils campaign was, technically, Grand Admiral Octavian Grant crushing the last Trade Federation Defense Forces who didn't agree with the accords they signed at the end of the Clone Wars. I'm sure you'll have plenty of refugees either way, though, especially since the Nemoidians essentially underwent cultural genocide in this timeframe.

The things you learn! Lifetime love of Star Wars and this is the first I've heard of Five Veils. Still, the fact you chose to highlight it while I'm simultaneously working on a side plot that concerns the Federation falling apart just makes the whole thing feel incredibly well tied together.
Look forward to seeing where Tiberius goes next!

Other than Vader, Tarkin, and Palps I think Tiberius is the greatest threat to any rebellions
