Also if we're doing a list about how states feel on secession, add NC and SC to the undecided/neutral category - though unofficially they're leaning against secession, they're officially neutral and undecided.

Tranzoria seemed to pass two votes on their own, speaking for the entirety of the convention. Perhaps things shouldn't be considered passed unless a majority agree to pass them?

Yes. In order for measures to be passed, a simple majority of the players present must vote in favor of it. I'll review what was passed, but for now, consider those 2 votes as proposed for the time being,
