I always viewed magic as this rare gift that takes decades to master completely with very few ever getting there. If you can app as a character that's already a master mage, what's the point of being a noble? Unlike fighting and archery which can't destroy entire armies and cities, magic can, and once you reach that level, you are bound to become extremely well treated. Most of the nobility can not treat you poorly in fear of having their entire family line being wiped out. Even royalty have to treat you decently or else you could destroy his or her armies and cities.
Yeah, once you reach above five points in a stat, you have to use two points to level it up again.
