Yeah I've said it earlier before you joined, but anarchic states are definitely up for grabs whenever, the problem is less militarily conquering them, but more maintaining the peace and integrating them afterwards.

Mexico is imperialist. The USSR is pretty anti-Imperialist. Also, if I can get fancy tech from the capitalists, that certainly is beneficial for the USSR. And since there seems to be no Spanish Flu vaccine in this timeline, creating one would really boost the USSR's prestige and prove that Soviet communisim is best.

How is Mexico imperialist? We absorbed some states that were in total anarchy, and are retaking states that were a part of Mexico originally before the economic collapse and revolution. We have spoken out against an aggressive, expansionist, fascist state that is moving into Mexican territory. Columbia and Venezuela underwent revolution and Mexico absorbed them with their consent, and have been helping rebuild those nations since. The only "expansionist" moves they've taken is pressuring the US to give up Panama, which they view as part of the central american people and, as such, under their protection.

I'd say you're about halfway there to claiming them enough to be respresented on the map, by next month (ie: Tomorrow IRL), you should have a more solid grasp and control in that region of Mexico if you continue and push your efforts in the IC.
