The thing is, right now life is pretty good in the NSRS. Sure, there are some problems and those problems are very serious, but solving those problems will be a continuous, sustained effort of administrative minutiae, not some decisive, highly visible move like “retake Nizhny Novgorod”. There is no political impetus for the Commonwealth to do something right now.

I’m mostly waiting for either Germany to collapse or for Mosley to coup Britain. Either of those would instantly create a crisis that demands the NSRS offer an immediate response.

I kinda need to expand. Plus Nizhny Novgorod gives the USSR a major industrial center and a gateway to Siberia since after Nizhny Novogord is Kirov, then Perm, and finally, Sverdlovsk. Once Sverdlovsky falls, Central Asia and the Southern Urals are withing grasp of the USSR.

Las Vegas Blues: The terrorist attack on Vegas was an operation supported by a rogue element within the PRA, this has resulted in a series of purges from the party and the attempt to keep the fact the PRA had such effective explosives. Currently Head Commissar Oliver Law is tracking down the suppliers of the terrorists alongside an Elite Red Guard squad (about 6 men).

Training Divide: In the PRA there is a clear divide in the ranks, on one side are the Highly trained and equipped units such as the Red and Black Guards, the Green Mountain Boys, and the Revolutionary Marines. Then there is the poorly supplied and trained IWW Militias and Revolutionary Brigades,such as the Abe Lincoln or John Brown Brigades. This could cause trouble if a civil war started for most of the PRA’s forces are the inexperienced groups.

Population:10,500,800 Members, 1/10th or 430,000 are in the PRA(Mostly Small Militia Units who support the NRP)
History: The NRP was founded on May 1st 1920 by Eugene Debs, John Reed, Joe Hill, and Elizabeth Gurley Flynn. Its purpose, to unite all left wing organizations and parties into one united front and hopefully to launch a Political Revolution. The NRP has early successes in the Midwest and New England, the biggest of which was the New York Governor Race of 1930, where Elizabeth Flynn beat the highly successful Franklin Delano Roosevelt by a 5% lead. Since then the Party has won 7 more Governor races and even more senator and congress races.

In 1932 Smedly Butler, a Brigadier General in the Marine Corps, joined the NRP out of many of his colleagues' confusion. This worried many in the US Army High Command, for they thought that Smedly would use his experience to train the PRA for a war against the US, so on July 5th 1932, Brigadier General Smedly Butler was discharged from the US Marines. This caused uproar not only by the NRP but also by Enlisted or former Marines, who respected Butler for his career and how he prioritized his men’s lives above anything. This resulted in 5,000 Marines declaring a mutiny in New York Harbor, This mutiny lasted two weeks, and finally ended when Butler asked the Marines to abandon the mutiny.

After the Mutiny, Butler announced he would run for the Chairmanship of the Central Committee, which after a shorter than usual campaign, he won in a landslide. After this he secretly enacted the centralization of the PRA and the operations to secure weapons from underground sources. Now Butler has to face his biggest challenge as Chairman, the Presidential Candidacy, alongside dealing with the actions of the NRP’s former allies, the Communist Party of America.

Though just one small thing, I would decrease the number of paramilitary members to a smaller fraction at first, at least initially, this can obviously be remedied when the Civil War is well underway.

They would become SSRs, so they would gave a significant degree of autonomy from the central government.

...and? Those countries don’t want to be under any central government in the first place. The region is different culture and different ideology, with strong aspirations towards independence.

IRL, the Baltic States has armed partisans fighting against the USSR well into the 1950s and Karelia even fought an independence war against the USSR in the 1920s. No amount of promised autonomy will get these regions to return to Russian rule, especially when that autonomy can be revoked at basically any time.

Once the April elections are over the NSRS would even be willing to provide lend-lease to help these countries stand up against the Soviets.

1) The Baltics will be negotiated with, and the hope is a mutually beneficial agreement will be struck between the three nations. War and military force are in this case options of last resort, and hence, the assurance would be: Join the USSR with special autonomy, rights, and privileges that are to be guarunteed by the Soviet Constitution as well as the union treary, and in return, you won't be invaded, and you will have all those special rights, privileges, and autonomy.

2) Karelia is different since a little project built by the USSR called the White Sea Canal exists, and is defended by Soviet troops (basically the Soviet Panama Canal), as well as the Murmansk Railway which is operated by the SZD (Soviet Railways). I'm not doubting there would be resistance, but there already is a Soviet presence in Karelia, and really short of invading the USSR, you're not going to change that.

A lesson was learned by the USSR at Nizhny Novgorod. Always negotiate first. This lesson has been taken to heart, and the USSR is going to negotiate with the Baltics and Karelia, with war being an option of last resort.

Really? I don't think that's plausible at all. Especially given that the Baltic States were one of the first separatists that rebelled against Russian Empire in the Russian Civil War. Sure there were Latvian Soviets, but the overwhelming majority wouldn't want to be integrated into the USSR. I think they'd rather join the Confederation than the USSR... because the Confederaton actually has a democratic, elected government, and the federal government only exists to manage military and foreign relations... unlike in the USSR, where they would be subject to Stalin's scrutiny.

The willingness of the Baltic States to peacefully submit to Soviet rule IRL in 1940 was driven mainly by the hopelessness of their situation - the Soviet military vastly overshadowed anything the three little countries could put up, and the Baltic States saw no point in military resistance.

Considering that the USSR is much weaker in this RP than it was IRL at this time, if I can pull the Confederation into a joint guarantee of their independence with the NSRS - and I will certainly try to do exactly that - then the odds don't look nearly that hopeless, and the Baltic nations will probably prove far more reluctant to just peacefully surrender their independence.

Karelia, of course, actually was in an independence war against the Soviets at some point in the 1920s, so I don't think I need to even elaborate on that point.

The April 14th elections in the NSRS will put a far more decisive government in power willing to take bolder diplomatic actions, so we can discuss an alliance once that happens - until then, I just want to maintain Baltic security.

That would be the logical path of action chosen by the Confederation to curb Soviet power in Eastern Europe. As long as they expand East, it is of little concern to the Confederation; pushing west, that's another matter.
