The 1990s, A New World IC Thread

It is often thought that the Cold War shaped the World as we know it. And to an extent, it did. It set up the rivalries of Capitalisim versus Communisim, it set up the rise of China, and above all, it was the end of colonialism and European hegemony that also was so key in creating the World as we know it. But, the Cold War was also a prequel to the decade that really formed the modern world.

It was the 1990s that where the antithesis of the Cold War, the rivalries of World where patched up in times of need, or to mend old alliances. For half of the World, the 1990s where a golden era, for the other, it was a dark time of genocide, poverty, famine, war, destruction, and terrorisim that was exacerbated by the power vacuums the colapses of the USSR and Yugoslavia left behind.

But what if the 1990s went a bit differently? What if the USSR didn't colapse and was instead reformed, what if Yugoslavia broke up peacefully instead of violently? What if Czechoslovakia never split apart? What if the Cold War ended with the USSR and USA becoming allies? What if China turned democratic after the student protests in Tianamen Square? Or most critically, what if a small mishap led to nuclear armageddon and ended civilization right as it reached the critical decade of the 1990s?


The Rules For This RP

  • The word of the OP is the law. Co-OPs may accept applications and invalidate something if it conflicts with the rules. However, it is eventually up to the OP to either uphold that rulling, or decide otherwise.

  • No godmodding, metagaming, or any other forms of borderline godmodding or cheating. Take into account that if you are a tiny and insignificant nation, the chances of you doing something more sucessfully than a global superpower and close to zero. The same goes for global superpowers. You can't infiltrate other nations and claim all your opperations go sucessfully, especially if you're infiltrating a major power because almost all superpowers have botched their plans before. Basically, play fair and take reality into consideration.

  • No major history changes. If you want to play as the Spanish Republic and that Franco lost the Spanish Civil War, that is okay. But you may not change ethnic makeups, demographic makeups, or religious makeups of your territories. Basically, all changes must be as small as possible (like a Spanish Republic or the USSR not colapsing), and may only be political changes, not demographic, religious, or cultural changes.

  • All weapons, vehicles, technologies, and other goods are created when they where created IRL. Take into account that it takes time to develope stuff like aircraft, phones, the internet, etc. You can rush these things into service, but if you do so, they will likely be extremely troublesome and hard to use for the next 1-5 years depending on what you rushed into service.

  • Please take this seriously. The 1990s may sound like fun, but it is also a dark time for many people around the world. Because of that, keep the IC and OOC PG-13. You may have mild cursing (especially if you have a soldier speaking in the scene and he is under heavy fire). But you may not use racial slurs or language from the 1990s that is offensive today. You also may not describe in graphic detail any woulds, killings, surgeries, or anything with gore. And please, don't post any images of those acts. The mods will come down on you for doing that not to mention the fact is is just plain rude and crass. And I probably should add in, no full blown sexual acts (remember, keep everything PG-13). This is first and foremost a political RP about the 1990s and how different nations survived or didn't survive the 1990s.

  • No genocide denial. If you decide the RP a nation that had a genocide in the 1990s, I want no OOC genocide denial or support for the genocide. What happened in Yugoslavia, Rwanda, and other parts of the world at the time was horrible. If the government of your nation did deny the genocide occured, you may do so IC-ly, but you may not do so in the OOC. Similarly, the OOC support of violence, massacring of civilians, or other hate crimes as well as crimes against humanity in the OOC are not allowed. IC-ly, take into account no nation will ever admit to said crimes, so you may deny said acts in the IC if you RP-ed them in the IC. Basically, don't laught or make fun of some of the things that occured in the 1990s like genocides. People died in them.

    NOTE: YOU MAY NOT DESCRIBE THE GENOCIDE OR ACT OF VIOLENCE! DOING SO IS A VIOLATION OF KEEPING THINGS PG-13. MY SUGGESTION IS JUST STATE THAT THE UN OR SOME OTHER FOREIGN AGENCY FOUND OUT ABOUT IT. BUT DON'T WRITE IT OUT!

  • Remember to have fun. This is after all an RP. Sure you can be a little relaxed (just don't goof off). And of course, feel free to debate the finer points of someone's actions in the OOC. But if things get too heated, either take time away from the RP if you need some breathing space, or call in a P2TM Mentor. And do remember to not confuse people's IC actions with their OOC actions. Feel free to question why they did such things in the IC in the OOC, but remember, their character may demand it.

Gorbachev Announces New Economic Plan

The Supreme Soviet announced at 15:30 Moscow time today that President Gorbachev had propsed a motion to radically reform the Soviet economy. The plan was passed unilaterally by all members of the Supreme Soviet. Now it should be mentioned that this plan does not replace Glasnost or Perestroika, instead it is meant to complement them.

The plan itself has been titled Perestraviat' meaning 'reform.' After having aquired a copy of the plan, three major changes can be deduced. The first is the plan to float the Ruble freely (as well as allow it to be traded freely and the alowance of Soviet citizens to hold foreign currencies), the second is the allowing of foreign investment as long as the company investing partners with a Soviet company, and third is the rationalization and reform of the agricultural sector to reduce shortages and improve the qunatitiy and quality of food available.

Less radical changes include expansions and modernization of the Soviet vehicle industry, the allowance for new built foreign cars to be imported to the USSR, and a decrease in military spending to 10% of the GDP (this will be done by retiring outdated equiptment and ceasing orders for new weapons for a temporary time period). Already there has been criticism of the plan by more traditional factions of Soviet society as the plan as decried as too capitalist and too similar to that of reforms being made in China.

However the newly alocated 7% of the GDP will be dedicated to infrastructure upgrades as well as increasing construction of public housing to reach the goal of eradicating extreme poverty and homelessnes by 2000. Similarly, the new economic plan allows the founding of four private airlines to compete against a downsized Aeroflot. The primary goal of the plan is to stimulate the Soviet economy into growing again. However many experts including President Gorbachev himself have stated that for that to occur, high oil prices would have to return.

Computer and Technology Funding Increase

The Supreme Soviet passed legislation today that increased computer and technology funding by 45%. The goal is to create a computer industry to rival that of the west. Currently the best western computers are being analized by the best Soviet computer scientists and engineers to learn from western companies and what they gor right with their products and what they got wrong. The recent imports of western computers from Taiwan have been meerely to supply the pent up local demand. It is expected that a new computer model will be unveiled in 1991 and will be capable of rivaling the west's finest.

Soviet Car Industry Rework

In a press release by GOSTPLAN today it was stated that the Soviet car industry would be rationalized to improve productivity and performance. Riga Autobus Factory will be intergrated with PAZ. GAZ will be intergrated with UAZ, but the UAZ brand will be continued to be used, and AZLK (Moskvitch to our western readers) will take over IzhAvto. The plan is to increase car production to 5 million per year. This will be acheived with expansions of the current plants as well as the construction of new factories in the Far East and Central Asia. Similarly, the production of trucks is expected in increase by 350,000 this year. But the biggest threat now possed to the local automobile industry is foreign competition as the import of foreign cars began five years ago and since then foriegn cars have captured about 35% of the Soviet market despite the restrictions placed on them and the fact that no new made foreign cars can be imported at the moment.

Upon the recent news of the USSR's new economic plan, Oscar Bolivo was having trouble with businessmen leaving to Russia instead of staying in the Union to help the Oil Industry. The Head of State and Head of Finance, Rietler Hiltero and Santi Marligo, were also feeling blows from the Russians, leading in many confusing meetings about demographics, government, and other stuff. They both walked into Oscar's office in order to figure something out.

"Oscar, we need a economic plan of our own." Marligo said rushed.

"But we don't have the money and business to do so." Oscar replied

"Then let's make some business. We recently sent many miners into the Falklands, Brazil, Chile, and Paraguay to find where we can make some profit. And guess what? The Falklands has oil and Chile and Paraguay have a huge untouched Iron reserve." Hiltero explained.

"There is?! Okay, send our Federal Businessmen there to get the areas. Meanwhile, I'm calling Britain." Oscar exclaimed.

"Good. That is what we want to here." And with that, both Heads walked out of the room.

"This is the President of the Uruguay-Argentinian Confederation, Oscar Bolivian. I am calling to tell you about a large oil reserve discovered in the Flakland Islands. I request permission to send a private force of mine to set up an oil field area on the Western Island. In return, we will give your own Oil Field." *Awaits reply*

Margaret Thatcher sat silent at her desk, legs crossed in her typical stoic posture, carefully brooding over a new Foreign Office Memo, describing the recent reforms in the Soviet Union. Her mind jumped immediately to the economic opportunities, an opening market in the Soviet Union, and increased trade with the United States could put the United Kingdom in a unique and very profitable situation. She would have liaison with her colleagues in the Cabinet soon, she wrote this down in her journal. She then set the papers back in their place, and opened up the latest reports from MI6 about the situation in Northern Ireland. It has seemed the unionist violence there was beginning to slow down, with republican responses becoming less frequent. Still, this was the failing of nearly 250 years of British Governments, to secure at least the Unionist minority in Ireland. She wrote again in her Journal, that she must meet at once with the Executive of MI6, to plan a strategy for the Irish situation. Then for moment, she sat still, but only a moment, about to leave, a calls comes through to her desk phone.

On the other end is Oscar Bolivian, President of Uruguay-Argentina. Thatcher almost scowled after hearing the man's voice, the Falklands crisis was still fresh in her mind, and the unfavorable treaty into which she was forced did not make her any fonder of these phony imperialists. She listens intently, but with no outward interest. She replies to his request.


    Margaret Thatcher | "Good Morning, Mr. President. Glad you called. It would indeed be in Britain's best interest to tap the resources the Falkland Islands have to offer. As long as the oil fields are shared equally, I have no objection to such a venture. Of course, as sovereign British territory, we may have to negotiate a Visa agreement, if your workers will be staying in the Falklands before oil rigs can be built."

Earlier that day, Margaret Thatcher had ordered seven more frigates to be transferred to the Hong Kong Flotilla. Margaret Thatcher had decided that the Sino-British Joint Declaration was too undemocratic, and that it would need to be passed by public referendum. If the Chinese Communists were going to kick up a fuss, the United Kingdom needed forces in the Area. Furthermore, the Ministry of Defence prepares for the release of the Vanguard class into service, suggesting it will be completed by 1992. This is along with the Trafalgar class, which is soon to have two more vessels join the line. The Type 22 Frigate will soon be in active service too. It is a busy few years for the Ministry of Defence. Otherwise, Thatcher prepares for the 1991 election campaign. The polls predict a slimmer majority than her last election, but she will be one of the longest serving Prime Minister's if she is indeed re-elected.

Egyptian High Speed Rail Project

The Ministry of Transport has been permitted to begin the process for the development of a high speed rail system. After the success of the Shinkansen, HTV, and TGV, the government now understands the success and need for high speed rail, important for the high speed cheap transport which incentivizes domestic business and cultural interchange between many regions. The HTV and TGV both provide good models for a high speed system construction, and the government has permitted the Ministry of Transport to undergo investigations over the next year to collect data and present a complete plan to the Grand Vizier at the beginning of 1991. For this phase of the project, 3 Million USD has been allocated. The ministry of transport will also begin the task of setting up administrative and operative services and bodies for the new system.


Union Empowerment

In order to improve the status of unions and the rights of lower class workers, the government is ordering that for all corporations, unions will get a board representative for each nominal representative of the board. These representatives will have voting access and will be able to propose solutions and plans. This measure is designed to increase union rights and protect workers rights in companies. Furthermore, companies which are registered as self-proprietorships and partnerships will be given a small tax break for meeting with union representatives atleast once a month. These meetings will be proved and tracked using a standardized booket and stamp system.

Kaiser Frederick IV is speaking with the Imperial Chancellor Helmut Kohl about the new economic plan those damn Russians have come up with, the conflict in northern Ireland,the new high speed railroad the Egyptians are planning to build and rising tensions between the ChiComs and the UK over Hong Kong. Frederick begins the meeting, "So Helmut, what is this I'm hearing about a new economic plan the Soviets have come up with? They must be getting desperate especially after that debacle in Afghanistan. I mean come on, if the British couldn't do it then what makes the Russians think they could too."

Helmut clears his throat before speaking, "Well Your Majesty, they are doing a complete rework of their auto manufacturing industry, allowing foreign investment of Soviet companies, upgrading their infrastructure,and decreasing their military budget to 10% of GDP when in my and our economic minister's opinion is too high."

Frederick rubs his beard in thought before speaking, "So they are going the same direction the ChiComs are going. This is a very interesting development we have here. Helmut, I want you to watch this closely and see where it leads."

Helmut nods his head, "At once sir, now to our second topic of this meeting. As you know sir, relations between Ireland and the UK are very poor and has been this way for centuries. If the UK and Ireland break out in conflict, I suggest we offer military support as they are our allies in NATO."

Frederick nods in agreement, "I agree that we should offer military support to our British allies in case of war with Ireland."

Helmut pulls out a document, "Well the Egyptians are trying to build themselves a high speed railroad. I hope they can shoulder the cost of such an expensive project. Maybe we should help them sir?"

Frederick thought for a second, "If they are willing to accept foreign investment then by all means, go for it."

Helmut pulls out another document, "Your Majesty, it looks like tensions are rising between the PRC and the UK over the British territory of Hong Kong. As you know, the Imperial German Government has never officially or unofficially recognized the PRC government as the legitimate government of China. The only government we recognize as the legitimate government is the Taipei government. I'm asking with your permission to deploy a few of our newest SSNs to the South China Sea to monitor the situation."

Frederick nods his head,"Yes,do it immediately. This has the potential to develop into a major conflict.


Official Press Release of the Imperial German Government

The Imperial German Government applauds the Soviet Government's capitalist reforms as it will bring much needed prosperity to the Soviet people. With tensions rising between the UK and Ireland, the Kaiser offers the assistance of the German military to the UK in case war does break out. We will also be deploying 4 Bismarck class SSNs to the West Pacific to monitor the situation between the illegitimate PRC government and the UK over Hong Kong.

Mikhail Gorbachev looked out onto the beach. Typically he would have gone for a swim if it wasn't the middle of winter, and if it wasn't snowing. But there was also the urgent news of the day, West Germany had sent not one or two, but four missile armed submarines to the Pacific Ocean. This was a threat not only to China (for who the USSR was ambivolent about) but to an extent, it threatened the USSR as is put Siberia within the range of German missiles.

"And about the Germans?" Asked Admiral Mikhail Khronopulo.

"They think they can threaten us with a few nuclear submarines? I want those submarines to be buzzed and tracked once they reach the Pacific. Fly surveilance planes over them, and keep tabs on their locations." Gorbachev ordered.

"And as for our response?" Asked the admiral.

"There will be none." Gorbachev replied. "Dissmissed."

East Germany

A message arrived to all Soviet troops in East Germany.

---Comrades!---

The High Command has ordered all military units located in East Germany to be placed on alert. This is a precautionary meassure and does not signify was is imminent. Remain on alert and keep all vehicles in a heightened state of readiness with armaments loaded as well as fuel, and have all troops dress in their combat uniforms and keep their rifles ready. Do not allow the troops to wander off base at this time.

As the call with the Argentinian President continues in Thatcher's Office, a memo comes through from the Foreign Office, Thatcher takes a moment to look at it whilst the Argentinian President responds. The German Empire; Thatcher had supported their return to imperial rule in 1975, a major reason she was elected Prime Minister in 1979, just four years afterwards. It seemed they wanted to offer their support as NATO Allies in any possible war with Ireland, she smiled faintly, her stoic composure breaking for just a moment, until a scowl grew over her face. This was an Official Press Release, the entire world must be aware of this by now. She decides she must release a statement herself.

Hours later, after her call, she walks out onto the road in front of Downing Street, a podium waiting for her. She begins to give her statement to the assembled press, including TV Cameras. Her hair is done up in her usual way, with a pearl necklace, and a set of small diamond earrings. She wears a Tory blue dress, and her handbag she sets on the podium. She smiles, much like a mother to a child, and then begins her speech.


    Margaret Thatcher | "Good afternoon, people of the United Kingdom. Today I would like to tell you what I intend to do in the forthcoming years as Prime Minister. In Asia, Hong Kong stands as the last bastion of a democratic China. The Kuomintang, as you know, now inhabit the Island of Taiwan, but they do not have the strength to face the Communist threat. Well, I say, the United Kingdom, and all its territories and dependencies will not bow to Communistic oppression. Hong Kong will remain firmly in the hands of the British State, if it was to fall, the full might of the Commonwealth, backed by the strong foundations of NATO would, with a swift and decisive strike, return it to us. We will not stand by and watch it subjugated. There will be no handover.

    In Ireland, violence still rages, the Unionists, alienated and oppressed, have taken to what they see as their only option, and for long years have they tried to gain their own state, from which they may finally be reunited with their brethren in the United Kingdom. I say only one this on this matter, we do not support violence, we do not support terrorism, but we support Unionists. I call on the Kingdom of Ireland to allow a referendum, in which Unionists may decide, County by County, if they shall return to the United Kingdom. For too many years have their voices been ignored. No longer. Thank you"

Thatcher smiled once again, and whilst waving to the cameras, swiftly made her way to a waiting Jeep, which would then take her to the Ministry of Defence. It was time a review of Britain's forces in East Asia was done. For soon, there might be a real chance of conflict.

"Opening the country to greedy capitalist parasites? What's next? Allow the descendants of the Romanovs to rebuild their mansions?

The assembled members of the Council nodded in agreement.

Erich Mieke, Minister of State Security, known colloquially as the Stasi, took the word.

Gorbachev is continuing along the path of revisionism that he has started years ago. I have always said the man is way too prone to kowtowing to capitalism.

Honecker sighed loudly.

"Not that we have much of a choice in doing much. The Soviets still have their military forces inside our country. And we need all help we can get to defend our fatherland against the insane madmen in the West. These "imperials" are barely better than the Hitlerite fascists of yore. So be it. If Gorbachev wants to follow Deng Xiaoping on the path of capitalist restoration, then that it is his business. As long as they remain loyal to the defence of the Socialist world."

"Now that we're on the matter of the reactionaries to our West: it seems that their imperialist greed knows no bounds. They have sent submarines to the Pacific on order to threaten China. Seems that they are keen to serve the British Empire as the loyal lapdogs that they are."

"Let it be a lesson to anyone who still doubts the need for the Anti-Fascist Protection Rampart," Erich Mieke concluded.

The Party members had all found their seats when Dubček opened the meeting, “As you all know comrades, tensions between east and west are beginning to rise once again. But that is not why we convened here today. We are here today because of the glorious news from Moscow. Gorbachev is living up to expectations and beginning more reforms. We must use this opportunity to begin major reforms of our own.” Murmurs of agreement ran through the assembled Party members. “This is why I have put forward the Czechoslovak Reform Bill of 1990. Not only does it restore the proper name of our nation, but it also makes Liberation Theology an official part of government and Party policy. But more substantially, it gives the Council of Labor & Responsible Management, labor unions, and state-owned corporations more autonomy. Thus, it will unlock more of the untapped potential of our resources and our workers and send us further along the path to greatness!” As he stepped down from the podium, the assembly room was filled with applause. The bill passed 336 – 14. After the meeting had adjourned, Dubček returned to his office, where he met with the Council of Labor & Responsible Management. “You should now have enough funding from the rider on the Reform Bill to make substantial headway on the Bezdrátová Síť pro Informace a Komunikaci.” The head of computer technology spoke up, “That is indeed our hope Mr. President; we hope to have the BIK finished by the mid to late 91.” Dubček shook his head, “I sure hope so, from what I have been told, this will revolutionize computers and communication.” “Yes it will, yes it will…”

IGS Bismarck, 150 miles south of the Mariana Islands

Captain Erich Goddard is standing in the CIC or Combat Information Center watching his crew silently do the jobs that that they have trained many years for. Erich has been serving his country for 20 years so he remembers when the Federal Republic of Germany became the 2nd German Empire. He was happy to see the military restrictions placed on Germany after WW2 lifted causing the buildup of the new Imperial German Military to even greater heights and the establishment of the German nuclear weapons program. This build up led to the Bismarck class SSN being created with American help. What is unknown to the Soviets is the building of the Rommel class SSBN and the Guderian Class SSGN. The reason he knows about these projects is because he has a doctorate in nuclear physics. His orders were to watch and observe the Chinese Navy in particular their subs and assist the British Hong Kong Flotilla if it comes under attack by PRC military forces. He knew the Soviets were going to try and search for them in part to help the PRC. He thought to himself, If the those damn Russians want to us then they will have to look hard because I'm not giving them a freebie. Erich barks out an order, "XO, take us to 300 feet, all ahead 1/3,adjust course to 260 and rig the boat for silent."

The XO,Commander Reinhard Kohl, acknowledged his Captain, "Aye sir, decending to 300 feet, all ahead one third and adjusting course to 260."

The Bismarck decended to 300 feet, slowed to 12 knots, adjusted its course to 260 and was rigged for silent. The screw the sub was using was used for stealth not speed.

"I would like to request a meeting with Mr. Mikhailov immediately." Said a soldier that was holding a locked breifcase that was chained to his wrist.

"Take aseat, I'll let Mr. Mikhailov know that you are here." Replied the secretary who then buzzed Mr. Mikhailov.

"Tell him to hurry. That it is urgent." The soldier warned the secretary.

"I will." The secretary replied sarcastically as she rolled her eyes.

Just then two soldiers walked up to the soldier with the breifcase and barked at him: "Stand up! Spread your arms out."

The soldier did as told and the two soldier patted him down. Then, they led him away through a door and into a room with a wire detector and a bomb detector. Both of the soldiers nuged the now panicked soldier through both machines. He was clean.

"Mr. Mikhailov is ready to see you." One of the soldiers replied as a hidden door in the room opened, and the soldier stepped into a hallway where Mr. Mikhailov was waiting.

"Mr. Mikhailov." The Solder said as the two of them shook hands.

"Follow me." Mikhailov replied as they entered a room and the door closed behind them.

"Sir?" The soldier asked.

"Unchain and open the briefcase, then take a seat." Ordered Mikhailov.

"Yes sir." The soldier replied as he did as told.

"Very good. May I?" Mikhailov inquired.

"Yes sir." The soldier replied as Mikhailov looked over the contents of the suitcase and his eyes opened in horror.

"Where did you get this?!" He asked in shock.

"From Baikonur. The said to show it to you." The soldier answered.

"You're dismissed now. Go!" Mikhailov ordered as the soldier left the room.

Sitting on the table now where the unmistakable images of ballistic missile submarines being built in Germany. Despite the slightly grainy image quality thanks to it having been taken by a satellite, the message the image conveyed was clear. The Germans where up to something, and Gorbachev was not going to like it one bit.

The Tempelhof SLBM is to be fitted into the Rommel Class SSBN being built under top secret conditions in Hamburg. He look up into the overcast sky with a smirk. He knew the Russians more than likely have discovered that Germany is building a ballistic missile sub but they don't know is that the Americans are assisting them. The Tempelhof SLBM is similar in design to the Trident 2 D5 with a range of 6500 miles. The test launch will take place some time next month.

The Central Bank of Egypt now has the added task of insuring financial institutions assets in the country. To help fund and finance this, a share pool will be created and diluted in which individuals and corporations alike will be able to share and invest. The government is also selling 40 Million in bonds to help fund the development of the central bank's services in this area.


Palestinian Development Strategy
The government is beginning a new phase of investments into Palestine in both Gaza and the West Bank. To fuel this approximately 2 Billion USD has been set aside for the newest projects these include three major projects:

Palestinian Medical Initiative
The government will be building approximately 40 Hospitals across Palestine and purchasing over 1000 Medical vehicles in order to support the development of Palestinian Medicine. These hospitals will be handed over to the Government of Palestine following their completion, however funding and supply aid will still be provided to Palestine by Egypt for this project. The allotted investment for this initiative is 800 Million USD.

Palestinian Education Initiative
The government will be investing in the Palestinian Public School system and University system, specifically in the area of supply and curriculum acquisition, education infrastructure, the training and acquisition of teachers and administrators, and the development of school buildings and services. The allotted investment for this initiative is 500 Million USD.

Palestinian Urban Initiative
The government will be investing in the development of Palestinian Cities. For this initiative the government is specifying its development on city planning services, water, electrical, and telecommunications development, safe building construction and repair, and public transport. The government will be aiding in the establishment of a bus system throughout the west bank and gaza strip, and will furthermore be supporting the construction of three desalination plants in the Gaza strip for the acquisition of clean water. The allotted amount for this initiative is 400 Million.

Egyptian Cricket League
After the massive success of the Egyptian Football renewal program in the 80s which saw the establishment of Egyptian football television, the creation of a television sports network and sports magazine, and the creation of better marketing tools. After this success, the Egyptian government is looking to capture the interest of egyptian cricket fans by creating the National Cricket Association, to replace the many regional institutions established after the sport was popularized during the 1940s and 50s. The Cricket League will not feature a relegation system, instead a set of 8 teams will be fixed in the league. Games will use the One Day International format of cricket rules. The State Council and National Defence Council of the German Democratic Republic have learned with shock about the highly aggressive measures of taken by the Reich to our west in regards to the People's Republic of China and the legitimate Chinese demands to see Hong Kong returned to the fatherland to which it belongs.

As every honest and freedom-loving person knows, Hong Kong is an inseparable and inherent legitimate part of China. Stolen by British colonists after the disgraceful Opium Wars, when the Royal Navy was used to spread drugs across the Chinese population in a bid to enslave them and rob them of their wealth.

Let it be known that the German Democratic Republic stands by the People's Republic of China, unwaveringly and proudly. Our comrades in Beijing can always count on German military expertise and support in the defence of their homeland. Equipment and material of the Nationale Volksarmee are, as always, at the disposal of our comrades worldwide, including our brethren in China. They need but to ask, and Germany will be ready to help.

It has always been known to us, since the very inception of the West German Reich, that the imperial warlords calling themselves "Kaiser" and their minions are enemies of peace and justice. But now it has shown beyond doubt that their aggressive policies reach beyond the territory of the DDR and Eastern Europe. It seems that the imperialists are now even looking for Lebensraum in Asia.

We, the state of the working class of Germany, who have freed ourselves from bondage after decades under firstly imperial and later Nazi rule, can not allow ourselves even but a single moment of rest, lest the forces of reaction, greed and oppression flood over our beloved nation like a murderous tidal wave.

It is for this reason that the National Defence Council has decided, with approval of the State Council and the Central Committee of the Socialist Unity Party of Germany, to hereby bolster the Grenztruppen at the borders of with West Germany. Our Border Guards are to be on the lookout for an aggressive move by Reich forces. Specific attention is to be given to the imperialist enclave of West Berlin, which is to be attentively watched from all sides of the border surrounding it, especially from the Anti-Fascist Protection Wall.

Until further notice, border guard patrol is to be doubled, and security details will be reinforced. Military exercises along the border will be held in the coming weeks, specifically training defence tactics against an invasion from the West.

Together, we shall overcome the aggression of the imperialists and fascists of this world. Together, the people will triumph!

Following the Afghan Civil War, that happened between 1978-1986, the Kingdom had been slowly recovering from the warfare that had once dotted the sandy landscape of the Kingdom itself. While many in the West may have been lead to believe, this had been an 'intervention and aid' against a 'socialist state in oppression or supporting self-determination' - the excuse had been flimsy at best and nearly destructive at worst. What the West had managed to do was destroy decades of work, that had been started by a monarchy fighting against an imperialistic world order and just as it was recovering to become perhaps a beacon of liberty - the 'Free World' had decided that Afghanistan would better serve as another battleground instead of a potential ally of the Soviet Union.

It was the great ironies of the world, but around 1977 the reigning monarch - King Rahmatullah had established deeper ties with the Soviet Union; mostly to defend against the stronger Pakistanis in the south. Most of the other relationship and ties had been economic and diplomatic at best. Afghanistan had been 'socialist' but never to an ideological or political degree - as while the Socialist Party for Justice had remained the dominant political party, they had never been socialist or communist at that, although when geo-politics dictated things - they would've been attacked no matter the cost.

Granted, direct war wasn't on the table - instead, a proxy war had been unleashed. Namely arming and funding many of the scattered tribes that still dotted the Afghan landscape - mostly those whom were more radical in their religious belief and had only survived the state modernization efforts by dint of King Amanullah' Decree; which allowed certain regions to remain 'untouched' by the policies of the state unless agreed to by the tribes in such areas. In the beginning years, it helped keep Afghan stable - in the latter years, they had become a hub of radicalism, fundamentalism and other anti-government agendas. Compared to the more central and urbanized holdouts of the government itself.

The Afghan Civil War had been brutal because the government at the time had lacked any concrete information at the time of their enemies, the armories of the rebels had been stocked with deadly weaponry and aided by foreign intelligence and furthermore, the Afghan Armed Forces hadn't been properly reformed or modernized for years - under an ideal, that Afghanistan shouldn't have to be armed if it kept friendly relationships between it's possible rivals - which had been China and the Soviet Union. Although a war from their own people had been the last thing on their mind.

The cost had been staggering, but mostly among the Afghans themselves - although, several Soviet soldiers had also fought and died upon their lands. Several of which had been taken out by 'Stingers' that nearly crippled any air support that had been available. Although by 1986, most of the rebel groups had been destroyed and devolved into an insurgency that had to be hunted down piece-meal for several years straight. Even four years afterwards, the rural regions still saw flare-up and conflict between islamist militias and government forces.

In light of such suffering and conflict - the Afghan Government had recently unveiled the Memorial of Brotherhood in Kabul, namely listing the battles that had lead to the deaths of around three-thousand Soviet soldiers and men.

Azar Minu Khan, Queen of Afghanistan had this to say to local and foreign reporters: "Our lands had been the victims of aggression we didn't start. Against an enemy we are all too familiar. They divided us, they bribed us. They made brother fight against brother, all in an effort to kill an enemy they thought of like a plague...whereas they were the plague in this time. I did not care, what the men believed in or what drove them. All I know and saw, were men fighting to save my homeland, my father' land and that of our people. To deny things otherwise, would be an insult to them and their sacrifice."


Old Cars, New Cars, Red Cars

In light of the renewed recovery and opening of the Soviet and Chinese economies to even more to trade and investment in 1980s - trade had begun to increase even more for the Afghans as well. As until that point, most trade had been simplistic and traded for raw resources for finished industrial goods of 'lesser' quality compared to those in the West. Although the opening up had allowed more 'foreign' goods to flood even the Afghan markets as well - although, like in other socialist states that bordered their nation, some things still remained the same.

Namely, the Afghan Government still imported 'red' cars over the new 'white-blue' brands offered by Western automobile manufacturers. When questioned, Prime Minister Rabbani had this to say:

"To us, the image of a white-shining vehicle driving through our roads...is a display of wealth, greed, arrogance. I mean...these were the same people whom were helping to bomb cars along this same highway ten years ago. People like the old rugged look, it works better..."

Alongside this, while Soviet automobiles are less advanced than Western their western counterparts - it's often quoted that the harder exterior and more rugged machinery is preferred by locals over the newer and sleeker models - which have been reported on breaking down more quickly and are more expensive to maintain.

The Economic Ministry has reported higher growth than initially expected for the upcoming year and half - due to an increase in demand for mineral resources in both China and the Soviet Union, especially for rare-earth minerals - alongside new discoveries of oil and natural gas in the Amu Darya basin.

It wasn't for a lack of trying that the USSR wasn't enciting rebelions in the Americas. But there where bigger threats that required dealing with, so political manuvering abroad was not a top priority. The recent discovery of Germany building nuclear powered balistic missile submarines had truly scared the USSR and even had shooken Gorbachev deeply.

While it was planed for the USSR to become more open, liberal, and even possibly begin to end the process of runing a centrally planed econonmy, that was looking ever less likely as it seemed Germany would for the third time in the same century pose a serious risk to the USSR as well as many of the USSR allies.

And the Soviet Union wasn't going to let history repeat itself a third time. So it had fallen to Eduard Shevardnadze to do the sensible thing, the right thing, and frankly the only thing he could do; summon a meeting of the Allied Control Council.

It has come to the attention of the Soviet government that the nation of West Germany (officially, the Second German Empire) is building balistic missile armed submarines. In the eyes of the Soviet government, this is a balant act of agression by the West German government. First came the return of the monarchy, but nuclear weapons are a step too far.

At the hands of Germany, over 28 million citizens of the Russian Empire and the Soviet Union where slain. So to see a nuclear armed Germany would not only be most dissrespectful to those who died often times so brutally while fighting the Germans, but it is also an insult to Germany's history. Has the world forgoten that 45 years ago, the massacre of 6 million Jews by Germans ended with the colapse of the Nazi regime? Has the world forgotten the untold amount of civilians, partisans and other non-combatants where slain by Germany in both world wars?

It was a solemn vow we victorious nations swore in 1945. To never forget the attrocities commited by the Nazi regime. Yet a mere 45 years on, it seems that that vow is dissapearing. In the name of the millions killed in fighting Germany in both world wars, in the name of the millions slaughtered by Germany rutlessly because they where of a different religion, race, or ethnicity. In the name of the untold millions more who suffer from trauma and/or injuries caused during these conflicts, do not let Germany aquire nuclear weapons. Make them dissmantel their arsenal, make them follow the guidelines set out when Germany was being rebuilt. And make it so that the German government never forgets what it has done.

With this in mind, the Soviet Union orders an urgent convetion of the Allied Control Council to sort out this problem before it is too late, before even more blood is possibly spilled.

Kaiser Frederick IV slams his fist on the table in front of his Imperial Cabinet yelling, "Damn those fucking Russians! If think they can bully us into giving up our nuclear weapons then they have another thing coming to them." Frederick calm down and spoke normally, "The Americans will side with us as it was them that helped get our nuclear weapons program and our ballistic missile program off the ground. They think we plan to start a third World War when we want the opposite. I will be proposing that a referendum be held in both Germanies on reunification. Our two nations have been separated for 45 years and its time Germany became one nation under my rule that is. They blame us for starting WW1 when it was the Austrians that started that war by declaring war on the Serbs which dragged us in when the Russians declared war on Austria-Hungary. My great grandfather should have refused to help Austria-Hungary and let them fight their own war. If he had done that then the Nazis would have never risen to power. The Soviets hate us because we are a monarchy that reminds them of the Czar they murdered who was my family."

Chancellor Helmut Kohl speaks up, "Well said Your Majesty, we must show those damn Russians the the German Empire means business. We have made the Russians fear us once again and that is a good thing. Our economy is booming and our military is at it has ever been since 1941 right before Operation Barbarossa." They spoke on the subject for several hours before deciding send out a blistering statement of their own.


Official Statement of the Office of the Kaiser,the Office of the Chancellor, and the Imperial German Foreign Ministry

While the German government has made mistakes in the past, building nuclear weapons isn't one of them. The Soviet Foreign Minister mentions the 6 million+ Jews killed by the Nazis but what what he fails to mention is the millions of his own countrymen and those in Eastern Europe who were murdered by his country's leadership namely Joseph Stalin. He also does mention those people who are tortured in political prisons all across Eastern Europe and the Soviet Union. One such former prisoner is Richard Wurmbrand who was imprisoned by the Romanian Communist Government and tortured in many horrible ways. His crime was for being a Christian and spread the Word of God to kids which is apparently a crime. The Imperial German Government will not bow to the Soviet Union's bullying tactics. If the Soviets try to forcefully disarm us then it will be seen as an invasion of Imperial German territory thus invoking Article 5 of the North Atlantic Treaty. Any German use of nuclear weapons will be defensive in nature and will only be used if the Russians use them first. As such, the Imperial German Armed Forces will be on defensive alert incase of any incursion by Warsaw Pact forces.

Agricultural Development Initiative
The Ministry of Agriculture is instating a new program to increase farming output across the nation, both in the areas of Livestock and Crops. The government will maintain its strict ban on large farm corporations, as such corporations produce far less crop yield than small farms do, this program will in no way infringe on that law in anyway. The following initiatives are being introduced for this program:

Rural Infrastructure Initiative
This initiative, run in cooperation with the Ministry of Transport, aims at paving the rural roads across the country to improve infrastructure quality and allow better movement of supplies and goods. This initiative will also oversee the creation of over 100 rural airstrips for the express purpose of providing rapid air transport to farmers across the country and providing safe operation areas for rural helicopter services and cropduster services.

Agricultural Science Initiative
This initiative aims at providing education to rural farmers about modern farming techniques and sciences. This will be done in many ways, firstly the Ministry of Agriculture will now publish a monthly magazine keeping farmers updated on natural events, giving advice on how to cope with such events, and providing updates on the newest information from agriculture science. The second way is by providing classes to farmers, these will be held in schools at the end of the day, and will have speakers talk to farmers and instruct them on how to properly manage farms and such. This project will also create the Association of Young Farmers in Egypt and Kush (AYFEK), a nation wide afterschool program which students can join to learn about farming and farm sciences. Finally the government will now be offering farm science and farm management classes at many of the nations public universities.

Agricultural Research Initiative
This initiative will provide further funding and expand the Agriculture Research Institute of Egypt and Kush in order to improve the information gathering and analysis capacity of the nation.

Nitrogen Management Project
This project aims at subsidizing farming computers and tracking logs to help farmers track and control Nitrogen input into their farms.

Water Management Project
This will create several water management boards across the nation to help manage safe irrigation and proper water control for farms.

Farmers Unions Project
This will create several Farm Unions across the nation each with geographic specifications. These Unions aim at providing platforms for farmers to work together to solve problems and provide a place for farmers to organize efficient and quick supply chains.

Seed Bank Project
This will create several seed banks across the country to store safe and cheap seeds in the event issues occur in the farm supply chain. When the banks are activated they can begin distributing cheap seeds to farmers across the country.

Grain Dole Project
This will create a government grain dole and food aid system, the government will purchase excess products from farmers and then distribute them to low income households who have applied for food aid. The project will provide a way for farmers to grow lots of product without having to worry about cost, and therefore provide food security in the event of a famine or other disaster.


Public Housing Project
The government is tasking each Khedivate with overseeing public housing projects across the nation. These projects will, however, still follow a set of government rules and guidelines, which are to be the following:
- Housing is to be of high quality, it should appeal to upper class residents and not low class residents
- Housing blocks should be well designed and fit in with city planning and city design
- To get housing, applicants submit a proper application form to the housing board, in this form applicants promise to stay in the house for atleast 5 years before renting or selling it.
- Housing buildings should attempt to mix various wealth levels and ethnicities in their buildings, this will ensure no ethnic or wealth enclaves form in cities, and instead provide healthy networking opportunities for all people.

The primary goal of this project is not to provide immediate housing for lower class residents, instead, housing will be aimed at high class residents; this will drive down housing demand but increase housing supply, and thus provide a dramatic decrease in housing and rent costs across the nation, thus provide cheap housing options for lower classes, without draining government finances and destroying urban design.

Your Majesty, it would be my honor to deeped ties between our two states. It is not typical for me to handle letters like these since I would typically leave it to my Foreign Minister. However your nation is simply too important to ignore. As such it would be my honor to send a delegation to Cairo to discuss trade and customs, but to also consider the prospect of selling Soviet arms to Egypt. As the new decade rang in, all continued as normal in Israel. People were out enjoying their lives. Settlers continued to move into the West Bank, Gaza, and the Golan Heights. The Intifada continued on as Palestinians protested and rioted. Hamas, Hezbollah, and the PLO continued to cause problems. The IDF continued to do it's job of protecting Israel and Israelis. And the Government had given the orders to all that would need to know that any goods coming in suspected of aiding in Egpyt's recently announced Palestinian Development Plan would be seized and searched, as well to be on the lookout for increased activity on the Egyptian border and Egyptian coast. Not to mention the notice given out to Mossad and Aman to increase their surveillance on Egpyt.

"Today's the day!" Saddam Hussein proudly exclaimed as he walked into the boardroom of his generals casually, holding a loaded rifle in his hands. They had been plotting the invasion of Kuwait for months, and now it was the time that it would all come to fruition. A grand Iraq, with a large coast, and feared by all its neighbours. Neither the Iranians nor the Saudis would dare mess with Saddam now.

He signed the directive ordering Iraqi forces to be deployed in Kuwait following extensive bombing. Now everything was set in motion. He prepared a statement to give to the people of Iraq and to the world.

He later gave the statement on state TV.

"Today, with the confidence of Allah almighty, I have committed Iraqi forces to right a great wrong that has been committed against our nation. Iraqi oil reserves have been stolen by Kuwaitis for too long, with side-drilling undermining our sovereignty and taking Iraqi money away from the Iraqi people and into the hands of the Kuwaiti government. The Kuwaitis have been warned that we would retaliate if they continued with this unlawful and reckless behaviour. However, they did not listen, and as a result we have been forced to act.

"Inshallah, our Iraqi warriors will come home and our mission will be successful."

The first Iraqi bombs struck, targeting the little military and industrial resources Kuwait had to defend itself. They ripped through Kuwait's air defences and factories, killing 55 soldiers and 25 civillians on their first raid. Ultimately, Kuwait was a tiny kingdom with no proper way to defend against the might of the Iraq and Saddam Hussein's armed forces.

Then, on March 8th, the soliders attacked. Iraqi forces blitzed down Highway 80, taking Abdali and oil field after oil field. By the next day (March 9th) they had surrounded Al Jahra and were on the edges of Kuwait City. Bombing raids had killed an additional 70 people, leaving the death toll at nearly 150 by March 10th.

Potential War or Fear-mongering?


Following the outbreak of war between Iraq and Kuwait - Afghanistan has joined many others in the UN and the International Community in condemning the attack against the free people of Kuwait. Prime Minister Rabbani had said: "This is a clear, and direct violation of the articles of peace and self-determination ratified...and set out by the United Nations. The idea, that this can be carried out without consequences, is false and ignorant of the realities our world."

In response to this show of force, and in fear of being subject to another similar conflict, just as their country is slowly recovering from the Afghan Civil War - Prime Minister Rabbani also added, that in light of such a blatant show of force and potential counter-attack to include other 'non-imperialist' aligned nations he has requested a meeting with President Gorbachev to talk about the potential of having the Kingdom of Afghanistan joining Comecon as an associate member at first and potential for full-membership later.

Rabbani was quoted to Western journalists - 'that while they weren't a communist state or of socialist-ideology they did subscribe to the ideals of mutual economic assistance, fair and equal treatment and of independent sovereignty' - a blow against the United States, which had engaged in funding terrorist cells in their country that brought their nation almost to a state of anarchy.

The Prime Minister has also encouraged that with Afghanistan joining Comecon, it would allow the potential of Soviet industry and capital to flow into Afghanistan more freely and vice versa with Afghan ore and oil to the potential growing industries in Soviet Central Asia.

Prime Minister Rabbani is welcome to come to Moscow at his discression to discuss the future of Soviet-Afghan relations. As for the COMECON membership, it will be debated and most certainly passed at the next COMECON meeting.
