History: Uh, I'll flesh this out but just know for now that the North Koreans won the civil war due to no interference from America and the U.N. Their infrastructure was preserved and in the following decades, made efforts to industrialize the south along with starting up their own nuclear program along with fighter and tank programs. During the Sino-Soviet split, they aligned themselves with China, and in 1974 developed their first nuclear weapon. In 1982, the PRK began to implement reforms similar to the PRC's.

What stopped the Americans from taking action independent of the UN? They aren't gonna just let it happen.
Without a UN mandate, the Truman administration might have balked at sending troops unilaterally. In 1941, U.S. troops had embarked on a crusade against fascism. In 1950, they were fighting a “police action” against aggression (as Alan Alda asked in M*A*S*H: if Korea was a police action, where were the cops?). In fact, the United States didn’t care that much about South Korea until the Communists invaded it. In January 1950, Secretary of State Dean Acheson had omitted South Korea from a speech defining which territory was included in America’s Asian defense perimeter. Truman and his advisers also worried that the North Korean invasion was just a Soviet decoy to divert U.S. troops from defending Western Europe. If you really want to ask these types of questions, why was the kaisserreich allowed to happen by America or why would the British, French, and Americans allow for the germans to weaponize their nuclear weapons? Do you know how much the French and British feared a united Germany? A lot, and a nuclear armed Germany, especially one that is militarily strong would have frightened them even more. Before you start questioning my alternate history which is generally more realistic than yours, you need to look at your own app and fix everything that shouldn't happen such as the kaisser returning to power or how the Soviets and the western powers would allow an Imperialist Germany gain nuclear weapons.
