It was because a tsarist revolt in Russia. I am currently cutting back some space for the ussr, but not yet.

I don't want to be rude, but that is extremely unlike and unreasonable. First off, a tsarist uprising would have been crushed. Second, this is extremely unlikely to happen in the first place, especially during the Stalin era. Even in the following eras, it would have been extremely unlikely. Either the Bolsheviks lost the civil war or the uprising was extremely recent and extremely small. I'm talking about less than a few months. Your best bet is to make it that the Bolsheviks lose the Russian Civil War, which could have actually happened IRL.

So the bolshevik rebellion succeeded, but they could not dislodge the Tsarists/ white Russians. Technically, they are still in a civil war

Yeah, but Occitania speaks Occitan, while Catalonia speaks Catalan. It is plausible that both Occitan and Catalan are relatives.
