Yep, I have no qualms with that, if you can justify it in your backstory. Esgaroth as a Tier IV is fine. It is probably one of the three or four largest settlements of men at the moment.

So I suppose the Iron Hill Dwarves. Esgaroth. Dorwinion. Thranduil's Realm in Mirkwood. The Galadhrim of Lothlorien. The Rohirrim. Gondorians.

Basically everyone that still lives lol.

Considering that in the Third Age, the Eastelings lived practically all around the Sea of Rhun and raided in Rohan, in the Gladden Fields and in Gondor/Ithilien.

No idea. As I said, it was used in a SA LotR RP once and I dug it out from there.

And yeah, sure, as said, I am not fully on board with that map either, having used it mainly due to the ease of colouring it in. Love myself my tile maps.

I mean...yeah...the Balchoth, which were Easterlings, lived inbetween Mirkwood and the Sea of Rhun...and they frequently raided through Mirkwood and into the Gladden Fields...so much that the local Stoors and Eotheod abandoned it.

They also made the large scale assault on Calenardhon which ended up with the Eotheod under Eorl crushing 'em and the birth of Rohan.

So yeah, Easterlings are scary.

Discounting the Easterling cities and whatever Rohan could muster (Edoras is more of a village than city) Esgaroth is pretty much the largest Human city in Middle-Earth, second to Gondorian cities such as Dol Amroth and Minas Tirith.

Not deny your claim to a Tier IV settlement, I think Esgaroth is deserving of it.

But discounting Easterlings, Haradrim, Variags and Rohirrim already does shake that claim. And hey, Edoras does get to call itself a city, Esgaroth only a town. And Rohan still gets to muster the previous capital of Aldburg as well in this ranking.

You also discount Pelargir and Linhir, the former atleast being described as a great city of Gondor and its foremost harbour and the other still getting to call itself a town too.

That aside...uh...the list of confirmed human settlements that are not in ruins/unpopulated is sparse. Bree is the only one that would come to mind.

From what it sounded like, you seemed to want to do an expedition rather than the full might of the Easterlings...which was scary, considering that they fought the campaign in the north, culminating in the battle of Dale which, apparently, doesn't have confirmed numbers but a lot of people like to throw the number of a 200.000 strong Easterling host around...and that at the same time as they fought for Sauron at the Morannon and after having previously lost sizeable forces in the battle of the Pelennor Fields.

Initially, I was thinking of an expedition sent by the people of Rhun in order to settle Rhovanion and the West, befriending and trying to find a balance between mooching off of Sauron and making sure the plot armoured locals of Elves, Dwarves, and Men don't kick their teeth in. Or perhaps eventually becoming so powerful of a faction it gains independence and fills the power vacuum left by the Galadhrim when the Elves ultimately perform the ultimate "aight, imma head out".

TL;DR: (possibly) Screw you Sauron, we're forming our own Lawful and Affably Evil faction, with blackjack and hookers!
OR
We're the guys who help smooth over relations with the subjugated peoples when/if Sauron takes over the world.

Higher Men are those with the blood of Westernesse in their veins, basically Gondorians or Black Numenoreans/Dunedain. Everybody else are 'Lesser Men'.

Higher Men aka Numenoreans are basically...uh...pretty long lived men (100-300 years lifespan at this point I believe), generally also braver, smarter, taller and stronger than the lesser men.

So yeah, they're literally "higher" men.

Which they used to exploit heavily back in yhe days of old Numenor. The Dunlendings can surely tell you many tales of it.

The pains of trying to be independent. But I'm guessing the Orcs of the Misty would try to send a diplomatic envoy to the Labyrinth to try and establish some sort of deal?

Thuranduil retreated further north after skirmishes with Orcs, past the Enchanted river, where he would construct a new fortress known as the Elvenking's Halls.
Alignment: Largely inactive externally since the fall of Erebor, however, they certainly lean toward the side of the free men and against Sauron
Faction Bonuses: (Will be determined by me based on history, or are pre-generated for canon factions.)
Territory:(Map or just details are fine)
Settlements: 1 Tier Three, 1 Tier Four, 3 Tier Ones
Strength: 1,400 Elves

Looks good so far. I'd put the Wood-King's Halls as a Tier III, for what it is worth, and would only know of a few other small settlements in lore, but I'm curious what you have there. As for strength, that's probably a bit low - the Wood-Elves mustered at least two thousands to the Battle of the Five Armies, and I can't think that that would have been all of their warriors. Three or four thousands I would happily accept.


I was actually thinking the Elvenking's Halls would be Tier III. My plan was since the battle of five armies didnt happen, then Thuranduil would instead muster his forces to retake the south of Mirkwood after Galadriel and the White Council pushed the Necromancer out of Dol Guldur (Amon Lanc). And Amon Lanc would become the Tier Four settlement. Also thanks, I'll make those adjustments to the troop strength.

Hm, that's a good thought. Reoccupying a deserted settlement won't fill it with Elves though - that's what Settlement Tier is reflective of, population.

Ahh fair enough, so then I'd assume it'd be a Teir II max.
