NATION INFORMATION

Nation name: Federation Of Rusalkan Soviet States (Often called the FRSS or Rusalka for short.)

National goals: To unite the peoples of the former Rusklands under the banner of the FRSS and socialism, to spread the message and ideology of socialism and the workers liberation to the rest of the world, to defend the borders from those who would do Rusalka harm, to defend those other socialist states threatened by the march of capitalism and the bourgeoisie.

Nation's Leader: Chairman Anatoly Kaffarov

National Government: There are two main arms of the Rusalkan government, the Central Committee Of The State (often shortened to simply the Committee by Rusalkans or the Politburo by outside observers,) and the Central Parliament. This basic structure runs all the way down the line of Rusalkan government, with every member state, oblast, county and city having its own Central Committee and Parliament, refered to as a Soviet Collective. In more rural areas, often times several towns will be grouped together to create an central governing body. Each of these smaller governments, called Collectives, in turn reports directly to the Soviet Parliament and the Central Committee and are tasked with enforcing laws in their area and ensuring the voices of their people are heard by those higher up.

The basics of Rusalkan policy making are defined by the interactions between the Central Committee and the Central Parliament. The Committee is tasked with monitoring and leading the FRSS during periods where the Parliament is not in session, and is given the power to introduce non permanent laws, referred to as Orders, and are numbered accordingly to when they were issued. Orders become law until the Parliament comes back into session, at which point it is voted on as to weather the Order will be passed into permanent law, or will be done away with.

The representatives in the Parliament, known as Peoples Commissars, server for periods of four years. They are elected by the people of the area they are serving. In the Central Parliament, they are predominantly tasked with voting on which Orders are to be passed into law, and which are to be put aside. Additionally, they are also tasked with voting on weather or not a potential Chairman, selected by the Central Committee, is to become the new Chairman or not. Finally, Peoples Commissars can also present their own motions to the Parliament, which are then voted on. If 60% or more of the Parliament votes in favor of the motion, it is then passed onto the Central Committee, who themselves then vote on weather or not it is to become law.

The Central Committee is the ultimate power in the Rusalkan Soviet States. The Central Committee is selected by the Chairman from candidates chosen by the Parliament. The Central Committee, in addition to passing orders, also rules out which laws are to be discarded or kept after they are passed to them by the Parliament.

The Central Committee is lead by a Chairmen, who's duties are to select the other members of the Central Committee from candidates presented to them, as well as to lead meetings of the Central Committee.

National history:

Territory: The Mess, The Bog, The Sibir, if possible.

Language: Rusalkan

National Religion: There is no official national religion in the FRSS. Though religion is not technically illegal in Rusalka, it is highly frowned upon and suppressed, due to the beliefs that it is a distraction from (i.e., threat to) the state as it gives the populace something else to believe in and look up to other than the ideals of socialism and the grandeur of the state.

National Culture/Identity: Traditionally, Rusalkan culture places great emphasis on the homeland and the family. The harsh enviroment and wide distances between population centers have long left their mark on Rusalkan society, forcing most to rely heavily on close friends and family, and created a fundamental distrust of those who Rusalkans felt were not like them and could not understand their customs. These conditions caused the current culture of tight knit community support, as well as a deep appreciation for those around them and the home where life was made possible.

The arts are also highly prized in Rusalka, (though heavily censored in modern times.) Ballet is by far what the Rusalkans are best known for in the world of the arts, and the Belleshai Ballet Company is often considered to be one of the greatest and oldest in the world, being founded in 1756. Music, in particular classical music, is also highly appreciated in Rusalka, as is literature, of which several great novels of the world have been written in Rusalka.

In short, Rusalkans often view themselves are survivors and warriors, unafraid of anything the world can throw at them and willing to take anything head on. Combined with this is also the sense of intellectualism and artistry many feel, with the emphasis that their culture places on the arts. All in all, one could describe the culture of Rusalka as a society of warrior poets, always ready for the next great struggle, and always recording what they have seen in beautiful music and literature.

National Pastime: Sports are very popular in the RSS, most notably soccer, hockey and boxing.

Additionally, the arts are highly prized, (though increasingly censored in the modern day) and the people of Rusalka take great pride in their artistic accomplishments, most notably in literature classical music and ballet.

National holiday: New Years Eve, December 31st: New Years is an important holiday in the FRSS for much the same reason as it is an important holiday in most other countries of the world. The celebration of the passing of one year into the next is a celebration of people and unity, as well as one of rebirth and new beginnings.

Mens Day, February 24th: Mens day is a day that is meant as a celebration of all men, their position in society, and the things that men bring to their loved ones.

Womens Day February 23rd: Womens Day is, much like Mens Day, a celebration of women and all the things women can do. These two holidays are both comparatively new ones, and were created shortly after the founding of the FRSS. It is public policy that all people regardless of sex are given the same opportunities and the same respect, and these two holidays were meant to show that. The move to create and push for complete equality among the sexes is widely regarded by outside observers as a largely political and economic move (i.e., more support from women of the Party, and a larger work force if women were encouraged to join it.) Nonetheless however, its effect on the public within the FRSS, though slow, has been notable, as more and more women gain positions once barred from them in the past.

Heroes Of The Motherland Day, June 22nd: Heroes Of The Motherland Day is dedicated to those who have served in the Rusalkan armed forces, and is typically intended to be a day of contemplation and giving thanks to those who have served. It is also the day when most military parades are held, as along with its respect and thanks given to veterans, it is also often used as a day to celebrate the might of Rusalka and as a way to demonstrate nations capabilities to the rest of the world.

Workers Day, September 22nd: Workers Day is meant as a celebration of the workers of the FRSS, and their efforts to make the nation successful and strong. It is typically celebrated with massive parades during the day, and a gathering of family and friends for a feast in the evening, meant to represent the harvest of a successful year.

Rusalka Day, October 3rd: Rusalka Day is a commemoration of the day the Rusalkan Constitution was signed into law, and the FRSS was formed. Much like Workers Day, it is often celebrated with large parades, as well as fireworks, inspirational speeches from leaders, and in more rural areas, often times the firing of guns into the air on the hour of 6:35 PM, when the Constitution was officially signed.

Political issues: Though the central government of the FRSS has proven to be productive and effective, the vast bureaucracy that makes it up has proven to be a breeding ground for corruption and squabbling over minor political gains. So far it has had little effect on the general populace, but with a government where those in power routinely use their positions to raise up their friends and allies and suppress those they consider enemies, the chances of the nation falling to totalitarian rule seem to grow stronger every single day.

Chance of revolt: There is, as of the current administration, little chance of a revolt. However, with the intricate web of internal politics, there is a rising chance of a coup, one which could prove to be deadly or even bring about a civil war.

Greatest Victory: The founding of the nation itself. Rusalka rose out of the ashes of the Rusklands, and fought a violent and destructive series of wars against opposing armies within its territory who wished to go back to the old ways of the Rusklands. In defeating them, Rusalka has not only proven to the world that they exist, but has also carved out a sizable chunk of land, and made large early leaps in establishing itself as a future world power and even possible superpower.

Most Embarrassing Defeat: Though the FRSS is a very new nation with only one significant conflict under its belt, (namely, the wars that lead to the founding of the nation) they have suffered one devastating defeat. That is of course, the Nine Years War. Rusalka views itself as the successor to the Rusklands, and after the defeat of the Rusklands in the war the Rusalkans came to view this as their own loss as well. Even now, with their nation not even being the Rusklands anymore (at least by technicality) Rusalka views itself as having lost and been utterly humiliated in the Nine Years War.
