The Kongolic Navy was very weirded-out by this, hopefully the Russians had no hostile intent - though they were indeed, in Int'l Waters, so not really threatening the Kongo's NatSov (National Sovereignty) or being warmongering. Maybe Empress Tallison angered them in some way? Maybe they were going to help with the insurrectionists?
Something was very odd about this, indeed.
It could be for Religious reasons... but why would they start-up troubles with a nation who'd historically cast-out European and Christian invaders?
