STATE OF ARIZONA
EXECUTIVE ORDER

Deferral of Prosecutions in certain cases of Cannabis charges


WHERAS, Arizona is committed to preserving the public health of its citizens in its State in criminal law regarding narcotics;

WHERAS, Arizona is also committed to implementing measures regarding narcotics that are effective and just;

WHERAS, the Government of Arizona and Arizona Department of Health Services have considered reform of the state's law on narcotics and marijuana in particular;

WHERAS, the populace of Arizona approved Proposition 203 in the year of 2010 and introduced the legalisation of medicinal marijuana of an amount of no more than 2.5 Ounces in cases of medical reccomendation in order to treat certain qualifying conditions;

WHERAS, the prohibition of the possession of medicinal marijuana on college campuses was deemed unconstitutional by the Arizona Supreme Court;

WHERAS, the prohibition of medical marijuana extracts was deemed unconstitutional by the Arizona Supreme Court;

NOW, THEREFORE, I, Maximus F. Smith, Governor of the State of Arizona, by virtue of the authority vested in me by the Constitution and laws of the State, do hereby order, effective at 5:00 pm, on 28 August 2019:

  1. No prosecution may be undertaken by the Attorney General of the State of Arizona pursuant to A.R.S. §13-3405., other than under the circumstances that;
    1. the marijuana possessed or used was possessed for sale; or
    2. the marijuana possessed or used had a weight of one pound or more.

  2. No prosecution may be undertaken by the Attorney General of the State of Arizona pursuant to A.R.S. §13-3408., other than under the circumstances that;
    1. the narcotic drug possessed or used was possessed for sale; or
    2. the narcotic drug possessed or used had a weight of one pound or more; or
    3. the narcotic drug possessed or used was a narcotic drug other than 'cannabis' as proscribed under A.R.S. §13-3401.20.(w).
  3. This executive order shall be in effect until January 31, 2020, unless extended.


IN WITNESS WHEREOF, I have hereunto set my official hand and caused to be affixed the Great Seal of the State of Arizona.

As the summer drawl ends and we come into early September, this year’s gubernatorial races have continued to tighten. While we’re still waiting on polling and subsequent reviews for the Kentucky and Mississippi races, it’s time to revisit the competitive race in the Bayou State.

As more money begins to pour into the race and Governor Russell Long himself begins to finally campaign, the race is looking more fun for pollsters and less fun for the actual candidates. First off, there is a shifting sense in the national attention being paid to the race. Senator Erika Goldman issued the first major endorsement of the summer season to the incumbent Long before former Vice President Vandel ‘Vinnie’ Diehl followed. Both endorsements show the popularity the governor still holds among moderate Democrats and the latter especially seemed to boost his support among left-leaning moderates and independents. Likewise, Long himself has finally gotten out on the campaign trail with a booming rally in Baton Rouge, an event that generated much anticipated buzz and finally showed a response by the man who has been the subject of countless attacks by his opponent, former state treasurer John Holland. The rally greatly boosted his support and enthusiasm, as well as notably bringing in a record number of small donations to his reelection campaign.

But the action has not been just on the Democratic side. The GOP has similarly coalesced around John Holland, and while no visits by major presidential candidates have been made since last time, he picked up two endorsements from Gov. Burgun of North Dakota and Sen. Colbert of Utah. The former state official continued his energetic and prolific campaigning in spite of Long’s reawakening, holding two rallies. The first of which was in Houma, Louisiana, a GOP-held parish to flash his own conservative credentials and New Orleans, a center of the state’s culture and probably in an attempt to make inroads with black voters, a key target of the Holland campaign. He also hit the campaign trail in Lafourche Parish to focus on the more rural and agricultural parts of the state. But perhaps the biggest push made by the Holland campaign has been attracting the support of donors and the Republican Governors Association (RGA). The former helped the former official launch the election’s first statewide ad while the RGA’s associated PAC ‘Right Direction’ aired their own. This has greatly boosted the Republican’s name recognition across the state and begun to consolidate the GOP base in Louisiana under himself and not any of the smaller, lesser known candidates.

Still, Holland still has a few more months to go until he can claim a real victory, but from recent polls, we’re sure that he and his campaign will be quite pleased. And the governor will finally be able to sigh in relief that he stopped his electoral bleeding. But the gubernatorial debate is on the horizon and could provide the much needed shake up in the race, either giving the former state treasurer a chance at a victory or reassure the incumbent Long that the race is still his. Who knows?

After awhile in Iowa, the Velez campaign headed to New Hampshire before resuming the Velez Family Roadtrip. The campaign's numbers were slumping in the state, so it was absolutely imperative. The first stop was the Londonderry Old Home Days event, a celebration in the pictureesque New England town of Londonderry, as well as the towns of Windham and Derry. The Old Home Days was one of the oldest holidays in the state of New Hampshire, at over 120 years in continual observance. Velez made it to the tail end of the event. He met with organizing committee members, saw the famous parade, and met a number of voters and fans. At the fair-like set-up that spanned into the Derryfield neighborhood of Manchester, Velez was given the opportunity to make a speech, in a rally which was attended by eventgoers and spillover audience from the city of Manchester where his organization was strong.

"Hello New Hampshire! I am truly humbled and honoured to speak to you today, folks, at one of the best events I've been to this year! This celebration of Londonderry, of New Hampshire, and of historical heritage is not only an important lesson for our kids and grandkids, but it is a show of how strong community is here in the Granite State. Community is one thing that holds us together in the Wolf era, which has sought to divide us, to sow the seeds of hate. Change is needed, and change is coming. Fortunately, we stand at a time of new beginnings. We are going to have a new president after 2020 no matter what happens, but more importantly, we are at the turn of the decade- the 2020s.

I don't need to stand here tell you how difficult these past few years have been for Americans of all walks of life. From the rampant failures of our medical system, to the weakening of our democracy, to the sadistic abuse of immigrants, to the degradation of our environment, the American people are truly suffering. The values that we hold dear as Americans seem to fade with each passing day. What happened to good government? To liberty? To equality of opportunity through properly functioning educational and medical systems? If you feel lost, you are not alone. But do not despair- we have the power to change the direction of this country. At this time of new beginnings we have the power to cast Wolfism out of American politics and to bend the arc of history back towards progress and social justice."

There was applause from the audience.

"We cannot change things over night. The Republican candidates, from Bernard Porter to Diane Paulson, have proven that Arnold Wolf's brand of politics are not going away any time soon- politics of fear, and faux populism. But folks, if we build a positive, inclusive, and bold vision for 2020, we can bring our new beginning, our needed change to fruition. When Floridians of all races, colors, and creeds joined our movement to clean out Tallahassee in 2014, we had a similar vision and a similar new beginning. By sticking true to our principles at the negotiating table, we brought unprecedented progressive change to the State of Florida. From pay raises for teachers, to environmental protection, to common sense gun control, we brought new politics to Florida. Now it's time to bring these new politics to right here in the great state of New Hampshire, and eventually to Washington. They won't know what hit 'em!"

There was more cheering.

"My campaign platform cannot be condensed into one speech, and believe me, you don't want it to be. But to kick-off our campaign, our movement, I would like to share the five points that form the cornerstones of our platform. They are responsible stewardship of the economy, 'Medicare for All Who Want It', good government, education reform, and social justice."

He paused for a moment, before delving into the platform.

"Responsible stewardship of the economy should be a primary duty of Washington. President Wolf has been derelict in that duty. He has deregulated the economy to dangerous levels, has shifted the tax burden to the working class by allowing the top earners to avoid paying their fair share, has ignored the ballooning deficit, and has allowed business interests to take the place of the needs of working families and environmental protection. Under the Velez administration, we will raise taxes on the top income brackets, close loopholes, and eliminate all income tax liabilities for the lowest bracket. We will pursue the bipartisan-supported carbon tax and redouble our environmental protection efforts. We will invest heavily in infrastructure to move our ageing power grid, highways, and bridges into the 21st century. We will set this country down the path to 100% renewable energy, including ethanol, by 2050 by turning the United States into the solar and wind capital of the world. We will strengthen and expand Social Security by raising the maximum contributing income, and work toward federally guaranteed sick leave, something I know my parents desperately needed when I was a kid, and millions of Americans desperately need today. I have brought such stewardship to Florida's vibrant and dynamic economy in my time as governor, and I have built upon my experiences in the non-profit financial sector and the Baharia cabinet. We have proven that these changes are not pie-in-the-sky fantasies, but are attainable goals if we have the right negotiator at the table. I have sat down and talked tough with men like Xi Jinping and Vladimir Putin. I've done it with the Republicans in Florida too. And at the end of the day, you can bet your bottom dollar that I got results. I am ready to sit down, toe to toe with Warrick and Volker and do the same to get this economy working for the average American.

There was some applause.

"Our healthcare plan can be summed up as 'Medicare for All Who Want It.' Fundamentally, this means allowing fair private healthcare plans, but capping drug costs and protecting Americans with pre-existing conditions. It also means increasing the value of tax credits for insurance to lower premiums, and fully enforcing the gutted Affordable Care Act, which I was proud to see passed while I served under President Baharia. However, it is clear that the Affordable Care Act and the private market are not adequate on their own. Millions of Americans fail to receive proper healthcare. Let me be as clear as possible- HEALTHCARE IS A HUMAN RIGHT. We will dramatically expand Medicare in this country as we have worked to do in Florida, to place all Americans under its coverage unless they choose to opt-out. This will bring down costs across the market by providing baseline,, quality coverage, and bring life-saving care to our most vulnerable communities and working families who have been gipped by their employers. This will let our unions keep their hard-fought Cadillac plans, while also giving them more leverage at the bargaining table. Most importantly, it will ensure no one will go bankrupt treating their cancer, and no one will have to choose between eating dinner and treating their sinus infection. In the wealthiest country in the world, Americans should have a proper healthcare system, and America will have a proper healthcare system."

There was even greater applause.

"Good government is something that is near and dear to me. My predecessor as governor practically bought the Governor's Mansion with the size of his campaign expenditure in 2010. After getting into office, he showed his true colors as a corrupt and scandal-ridden governor. He tried to do it again in 2014, but we didn't let him win. We won't let corruption in Washington win, either. It's time to ban insider trading for members of Congress and close the so-called revolving door, standardise voting systems across the country, and bring about true ethics and anti-corruption reform. The Wolf administration is the antithesis of good government, with lobbyists put in regulatory positions for the industries they represent, with Cabinet members spending lavishly, with Wolf putting his own interests above those of the American people. New politics means a new way of doing business in the next decade. We will put a stop to this corruption, and create an ethics reform package. I also promise to build a cabinet that reflects the diversity of this country, and to choose a woman for the role of my Vice President. If we can bring these new politics we can re-establish Washington as of, by, and for the people, and rebuild a responsive government. "

Velez wiped his brow, energetic and vigorous in his speaking.

"As a governor who has brought Florida's education system from the bottom of the heap to the top of the rankings, I understand the importance of education in growing the economy and bettering the job market. But as the son of Colombian immigrants who did not speak a lick of English, I hold the social importance of education dear to my heart. Education is the vehicle by which dreams are actualised, for both children and their parents. That is why I believe we need to dramatically increase educational standards and teacher salaries across the country. We need to hire more teachers to shrink class sizes. We need to build a national public pre-kindergarten system, to ensure the next generation is well equipped for a rigorous education. We need to make schools more responsive to the schedules and needs of working families. We need to strengthen our school districts and educational communities, and back our teachers in their right to fight for their interests. We also need to make college education affordable. We will expand community college and vocational colleges and make them free to all Americans. We will also work toward establishing public universities as free for the next generation. As a negotiator, I am prepared to sit down with private universities and withhold federal funding if they cannot explain why tuition is so high. If they refuse to lower their prices, federal action may be used. Like healthcare, education is a right. It is a necessity in the twenty-first century, not just to ensure our kids can find a decent job, but to ensure the United States remains the most powerful country in the world."

There was more cheering.

"Social justice is the broadest part of my platform. It means taking kids out of cages on day one in the Oval Office, and halting family separation. It means passing and ratifying the Equal Rights Amendment, and creating legislative protections for Roe v. Wade, which is threatened by conservative court packing and brazen governors like Norm Lee. It means ending the Wolf Administrations efforts to embolden White Supremacists. It means ensuring African Americans are given a helping hand after generations of being pushed down, and ensuring their communities do not suffer under the shadow of monuments dedicated to their former oppressors. It means a path to citizenship for DACA recipients. It means means a new assault weapons ban, taking guns out of the hands of criminals and off the streets, and ending the school shooting and domestic terrorism epidemics in this country. Social justice means bringing universal mental healthcare to the United States. One of the parts of my platform of which I am most proud is the Bridges Plan, which I recently unveiled in South Carolina. This plan will allocate up to 15% of the federal budget, well over 600 billion dollars, to communities rife with pervasive generational poverty. This will lift up working families of all races, colors and creeds across this great country, and will help get our communities working again. We will finally give a helping hand to communities from Los Angeles, California to Lewiston, Maine and everything in between"

There was more cheering.

"Make no mistake, I am a pragmatic, practical leader. I am not a pie-in-the-sky dreamer, and if I were I would not be an accountant. I may not be the most progressive person in the race, but I am the most progressive person to have won a Wolf state. In fact, I'm the only candidate in the race who has won in Wolf country since 2016. We need a candidate who has both a vision and a record to lean on. But pragmatism is not enough. We need a candidate who can and should pursue broad, sweeping changes in this country, a candidate who will stand up and promise an America we can be proud of! We defeated the greatest threats to justice the world has ever seen during the Second World War! We put a man on the moon! We put computers in the palm of people's hand! And that is just in the past 90 or so years! We have our faults, yes, our share of mistakes both past and ongoing. Yes, things seem dire right now, but we cannot give up hope, we cannot stop fighting. And people across this country are fighting. I've been inspired by women in Birmingham, Alabama as we stood shoulder to shoulder fighting for a woman's right to control her body. I've been inspired by faith leaders in Columbia, South Carolina as they protest the commemoration of a racist past. I've been inspired by union workers who have fought for their right to healthcare and a living wage in Las Vegas, Nevada. Folks, lets bring this fight to right here in New Hampshire. Let's not make America great again, let's make America greater than ever before. That is what we are fighting for, and that is what our movement will do. We've shown that we can win in a Wolf state before, let's show them what our movement can do across the country!"

After his time in Londonderry, the Velez campaign shifted over to Grafton County. In Grafton County, Velez visited towns like Haverhill and Lebanon, where he visited local businesses and senior centers. During the evening, he attended the Hebron Fair, which was an important community event for Grafton County. He set up a booth with his campaign volunteers, handed out flyers, and spoke to voters. From there, he swung into Merrimack County to the state capital of Concord, to attend the Concord Market Days, a community event where he spoke to voters, and also had the chance to hold a soapbox-style speech like he did in Iowa. He made his usual informal stump speech at the Market Days event in front of audiences of varying sizes, always smiling broadly. He spent the rest of his time in New Hampshire doing retail politics across Merrimack County, visiting sites of interest like the John Hay Wildlife Refuge.

Kevin would be watching the GOP debate from the Villalobos residence. Upon seeing Jennifer apparently using TikTok, he'd get up from his chair and harshly reprimand her, warning about the danger she nearly put the family in. Soon after, it would slip from Jenny's Snapchat account and make it onto the headlines.

I am currently in the process of writing up a resolution that will list ByteDance, the runners of TikTok and other social media networks based in China as Foreign Agents under US law. It will also call for a formal investigation into companies such as ByteDance into their propagation of Chinese spyware among US citizens and youth such as Jennifer.

Jason sighed quietly, grateful Ruler had picked up. He was still adjusting to the odd rituals and formalities of Congress and didn't know if he'd stepped out of line.

"Hello, Congressman. It's Jason--Representative Evander, from South Dakota."

Jason wandered into the kitchen, pouring a glass of sweet tea from the massive pitcher he kept in the fridge. He may have lived in Dakota, but he was a Mississippi boy at heart

"Sorry for interrupting whatever you were up to, I just wanted to talk briefly about the plan regarding Iran. I've been reluctant to support any act regarding intervention, especially military intervention, but..."

Jason sighed again.

"I knew some of the troops that were at that base. Knew them personally. And even if I didn't, an unprovoked attack against one of our bases is unacceptable. But I'd rather not commit to a full-blown war. So, the question is: do we--do you--continue pressing for sanctions, heightened sanctions preferably?"

Jason paused briefly, collecting his thoughts. I used to scream at guys on a battlefield. I taught high school. This should be a walk in the park.

"Because honestly, Congressman, I'm not going to vote for a full-scale war, and I will do everything in my power to prevent one. I know what can be lost in these endless, retaliatory conflicts. I believe we need to press Iran harder, work with NATO and present unified, punitive sanctions. Destroy them from within by ruining their economy."
