Some ways to keep a reader's attention is to break up sections of your background into various segments. One way is by using artwork, headings, sometimes spoilers. This divides up an OOC page so people don't get too overloaded.
5) Your rules should be clarified, as noted by various comments.
6) Another thing that helps attract players is taking part in other RPs. That gets others to know you, and people are more willing to join RPs made by people they know.
Try these and see if it helps.

I think I started skipping when I got to the 3rd paragraph, and then went down further to see how many more paragraphs you had, and by the end was sure I didn't want to read all that. I would put them into spoilers myself, as different parts of the history.

Probably for the best. As another piece of advice, go to some successful RPs out there, ones with a lot of posts, and check out how they design their OOC pages. You will definitely learn things about what you might do. If you want to do something similar but don't know the coding? There's a way around that. That is, first click on the OOC as if you are going to quote it (but make sure you don't actually post anything there.) Copy the OOC, move it to a new post on the P2TM board, and then experiment. Don't post it, but do preview it while you insert your material. That will show you how they coded and what you can use also.
