Ah yes, moons are shown up via the Exploration of a System - Expeditions are not necessary to discover them, at least under normal circumstances.

So, I realized you might not know this - but you can set your Explorers to scan nearby space for other systems. That might be more productive than just re-scanning worlds you have been to. You won't be able to detect hidden anomalies until you either colonize those worlds or develop Deep Scanning.

Indeed, in that case, there is little more for the Explorer ship to do here, so it might as well go search for new life and new civilizations. No boldly go....
