Sorry to be the bearer of bad news, but you can't actually colonize Mourn - her environment is a bit light on greenhouse gasses, so she sits at a balmy 200 K, or about -70 degrees Centigrade. You need the Hyper-Insulation tech to settle there, and even then only Advanced Colonies can be built there.

So no gas synthesis could work try to terraform that? If so then shit, looks like the small oceanic planet it is by default. I need a telescope array outpost with a scientific colony. Just hope to be lucky in the next star systems.
