We have drafted part of the Peace Treaty between France and Canada. Tell us the necessary edits and will imply them. With all the trouble with East Germany, we decided to make your jobs easier and drafted ourselves:

1. Both Nations cannot go to war against each other for 20 years
2. Mainland Denmark will be given to France
3. Canada will reveal the colony of Suriname to the International Community
4. Both Nations will participate in the fight against Rashid terrorism
5. Canada will give a few Naval ships to France
6. Both Nations will reveal more trade routes to each other
7. The Quebecois people of Quebec will be treated as other Canadian Citizens
8. For three months, Canada will pay reparations to France
9. Canada gets fishing rights in French Guiana
10. Canada will not have any interaction with the Pirates of Vaas for 1 year
11. France will find and deport the Canadian mole who handed private information to France

In regards to your recent cable, the Soviet Army has been working on a rocketry program for some time and are progressing steadily. However, we feel that international cooperation on a rocket program will be superior, and Minister for Internal Affairs Beria himself has proposed that the Soviet research facilities be transferred to the territory of the German Democratic Republic in a show of Socialist unity.

As for the defense of the Republic, should the Volksarmee be attacked, know that the Soviet Army will stand shoulder-to-shoulder with its Socialist allies. If the Volksarmee requires further training, the Soviet Union would be pleased to train its personnel on advanced equipment or weapons.

All points have been agreed upon by parlament. However, the one exception is point 11, regarding the mole. Unfortunately the mole is not able to be located and hence can't be returned because we simply don't know were he is. We will agknowlege that there wasa mole who did leak information. However, he fled France a while back after discovering that the Canadian delegation was in Morocco. The mole's current location is unknown. But besides point 11, all else is good and we are ready to sign the treaty. Also, point 5 is not needed. the French shipbuilding industry is quite capable of rebuilding itself, but we thank the consideration.

I hope you do not mind the rearrangement of some of our country’s security forces that we are putting into place around West Berlin. The heightened state of national security in the GDR requires that we initiate new border controls around West Berlin, and unfortunately terrestrial ports of entry from West Berlin to either East Berlin or the German Democratic Republic will not be open to Western civilians.

However, the positioning of aerial defenses does not signal a shutdown of air traffic. Allied-identified aircraft traveling in peace are free to pass through East German airspace and use limited refueling stations to reach the West Berlin occupation zones under their legal jurisdiction. Only terrestrial ports of entry to the GDR will be subject to the new traffic controls.

These protocols have already been relayed to our martial command, border security, and customs offices, and I trust us all to continue maintaining the peace between our nations.

"Actually, there was only two major matters to discuss on our end: the copper trade and the Kuril Islands. It would greatly benefit the Soviet Union if the GKR eliminated its tariffs on mineral exports to the Soviet Union, as the metal would be very useful in the further expansion of our industrial base and the Soviet Army. In exchange, we would be glad to transfer the Kuril Islands from Soviet control to Korean or Japanese control, as well as eliminate our own tariffs on certain exports to the honourable Greater Korean Republic."

One week following the coup that led to the formation of The Free State of Uruguay, Gerardo Díaz has been hard at work reforming the government and purging unnecessary government positions. Many government employees ended up being fired after the restructuring. The solders then stood there, awaiting the departure of their guest. After all, those where the orders given to them.

She'd immediately curtsy, turn back, and then explain to the pilot what'd happened.

The pilot would understand, rushing to get the plane started before the French soldiers opened fire. The plane'd blow smoke through the exhaust, since the engine/motor was being rushed to move. It'd take flight.

Alora'd take her heels off, and fall on the couch in the plane. All of this diplomacy and warmongering stuff'd made her tired.

With all that hassle, she could've went to Moscow, the Kremlin, but she didn't want to be in Russia's cold climate. South France, and specifically Monaco,a storied place, much like Polaria. The trip wasn't just a rendevous/RSVP with France, it was also a cultural visit. Paris, politically, wasn't a good place. The famed French capitol was demolished by the Axis Powers, specifically Chancellor A. Hitler's Blitzkrieg. Monaco, the rich city, and birthright to royalty, still stood, and grew richer. If Alora wanted to look at demolished lands, she would've gone to Germany or Stalingrad. It's like the French didn't know exactly how valuable and important the city was.

The Polaria Republic was politically, and culturally, regaining its ground, or making its ancestors, the very same ones they'd overthrew long ago, proud. The Polarian Empire rested with the Dutch, Ottoman, Chinese and other empires. The British refused to let their empire fall - the same empire that was around during the Polarian, and started around the 1700s. Polaria, the Polaria of today would stand with other historic revolutionaries. Maybe Elena was right, in the end. Or, maybe, Polaria should take more of its ancient, pre-revolutionary self. Polaria protected the Portuguese Empire, though it was now the Estado Novo. Italy, ever since the downfall of Mussolini and their Fascism, just stood there, not doing a thing. If Polaria weren't so historically-and-politically tied to the Portuguese, French, and Soviets, it would've been able to retake their - or some of their old Mediterranean lands.

Ceuta, Melilla and the two exclaves laughed in Polaria's face, mocking her. The two smaller claims of Gibraltar and Malta formed the shape of an "L" on their forehead towards her. All the mythology, legends, stories, tales, and so on from Polaria, or, the Polarian Empire, gave them their preciousness. For some reason, the British still valued those two. Maybe it was because of the past empire, and spiting it, or maybe it was just Destiny? "Empires can't last forever," was a lie. The French still lasted, but that's because they've absorbed their colonies and dominions into themselves. Some maps gave Polaria Tangiers, an important part of a greater whole. Some say if Polaria weren't so "Revolutionary," they would've went towards Fascism, or another Socialism. Nazism. The same Nazis and Fascists they fought, the same fascist they border, they could've (possibly) became. How ironic.

The pilot would understand, rushing to get the plane started before the French soldiers opened fire. The plane'd blow smoke through the exhaust, since the engine/motor was being rushed to move. It'd take flight.

Alora'd take her heels off, and fall on the couch in the plane. All of this diplomacy and warmongering stuff'd made her tired.

With all that hassle, she could've went to Moscow, the Kremlin, but she didn't want to be in Russia's cold climate. South France, and specifically Monaco,a storied place, much like Polaria. The trip wasn't just a rendevous/RSVP with France, it was also a cultural visit. Paris, politically, wasn't a good place. The famed French capitol was demolished by the Axis Powers, specifically Chancellor A. Hitler's Blitzkrieg. Monaco, the rich city, and birthright to royalty, still stood, and grew richer. If Alora wanted to look at demolished lands, she would've gone to Germany or Stalingrad. It's like the French didn't know exactly how valuable and important the city was.

The Polaria Republic was politically, and culturally, regaining its ground, or making its ancestors, the very same ones they'd overthrew long ago, proud. The Polarian Empire rested with the Dutch, Ottoman, Chinese and other empires. The British refused to let their empire fall - the same empire that was around during the Polarian, and started around the 1700s. Polaria, the Polaria of today would stand with other historic revolutionaries. Maybe Elena was right, in the end. Or, maybe, Polaria should take more of its ancient, pre-revolutionary self. Polaria protected the Portuguese Empire, though it was now the Estado Novo. Italy, ever since the downfall of Mussolini and their Fascism, just stood there, not doing a thing. If Polaria weren't so historically-and-politically tied to the Portuguese, French, and Soviets, it would've been able to retake their - or some of their old Mediterranean lands.

Ceuta, Melilla and the two exclaves laughed in Polaria's face, mocking her. The two smaller claims of Gibraltar and Malta formed the shape of an "L" on their forehead towards her. All the mythology, legends, stories, tales, and so on from Polaria, or, the Polarian Empire, gave them their preciousness. For some reason, the British still valued those two. Maybe it was because of the past empire, and spiting it, or maybe it was just Destiny? "Empires can't last forever," was a lie. The French still lasted, but that's because they've absorbed their colonies and dominions into themselves. Some maps gave Polaria Tangiers, an important part of a greater whole. Some say if Polaria weren't so "Revolutionary," they would've went towards Fascism, or another Socialism. Nazism. The same Nazis and Fascists they fought, the same fascist they border, they could've (possibly) became. How ironic.

The pilot'd let the Chancellor sleep long, before gently waking her up. She walked out the plane, barefooted, and holding her heels. Elena was waiting for her, in a likely-foreign made car.

Alora nodded, lying on the leather. Elena'd turn on the radio. Some foreign Pop singer was playing.

"Ugh.." Alora groaned.

"What's wrong?" Elena asked.

"It's good music and all, but please turn the Radio back off. I don't want to hear anything political right now, it'll most-likely cutoff into a news broadcast or something." Alora answered.

"Alright." Elena said.

Elena drove back, though it looked like Alora was too tired to even return. She'd drive to Alora's house.

"Thanks." Alora told her.

"Don't mention it. What can friends do, am I right?" Elena responded.

What steps will the government be taking to support economic growth?

"Firstly, we shall institute the Chinese Developmental Bank. It shall provide NT$70 bn of lending over a period of six years with low interest rates. The main beneficiaries will be small businesses that want to expand and entrepreneurs who will be able to start new businesses. Secondly, we aim to simplify the tax code by abolishing a variety of taxes. National taxation shall be limited to a progressive income tax, a flat corporate tax and a Value-Added Tax, with 10% rate on basic goods and 18% on luxury goods. Local taxation shall be limited to a new progressive land tax that shall replace the current land, estate and house taxes. The overall tax burden of citizens and businesses shall go down while paperwork shall also be reduced. Simplicity is the key to attracting capital investment. Thirdly, we shall be establishing a 'Committee of Regulations' staffed by professors and economists to look into each individual regulation and slash those deemed unnecessary. Red tape will be eliminated."

The government is also seeking to implement an ambitious land reform program. What exactly would that reform program entail?

"We seek to put an end to the current gap between the rich and the poor and to ensure broad land ownership among the Chinese public. China must become a nation of private-property owners. Our land reform has two broad measures: the first is the sale of public farmland to tenants at low price, with payment spread over ten years. The second measure will be to enact a land-to-the-tiller program, transferring land ownership from landlords to tenant farmers. When ownership will be transferred, landowners will be compensated over a period of ten years, receiving 70% of the purchase price in land bonds to be redeemed in kind, with interest at 4% per annum."

The government is also considering tariffs?

"Indeed. With the revision of the Import Tariff Code, we shall be instituting a tariff rate of 90% for about 12% of imported goods, a rate of 60% for about 35% of imported goods and a rate of 10 to 30% for the remaining percentage of imported goods. Our goal is to protect our market from foreign competition and to ensure that consumers will be buying Chinese goods primarily. This will allow our nascent local industry to grow and expand without pressure from foreign markets. Of course, this will be temporary protectionism that is expected to last for a decade or so. Once we have established a national production, we will be gradually opening up our economy to the global markets. But by then, our industry will be able to compete with foreign industries on equal terms. If we did so now, our industry would be overwhelmed."

Do you believe that the danger of renewed conflict the Reds may endanger economic growth?

"Our government is seeking to focus on the economic development of the Free Territories of the Republic of China. We do not believe that renewed conflict with the communist bandits shall be resumed in the near future, though our armed forces are ready to repel any communist invasion and will eventually liberate the Mainland from Red occupation. Leaning back in his plush office chair, Boris poured himself another shot of vodka.

"So, comrades, did you hear about the deal with the Turks?"

"Of course, comrade." That was Deputy Minister Sergey Timofeyevich, responsible for maintenance and repair of all cars and locomotives. Although he reported to the First Deputy Minister and not Boris directly, it was common knowledge that the First Deputy Minister was an MGB informant, and so the First Deputy Minister was avoided as much as possible. "Apparently, the rail lines in the south of the Union were suddenly swamped with all the traffic moving cargo around there, what with the railhead being there."

"It's a shame about the lack of rail connection," chimed in Luka Yubkin. Yubkin was another Deputy Minister, and he was in charge of the design bureau for the Ministry. "I've been getting complaints about the accessibility of the cars for a while now, because apparently they're a lot easier to unload at the main stations at the cities than the basic platforms near Turkey."

"I would offer the old fascist ones we captured, but they're all a different grade," replied Timofeyevich. "Stupid idiots couldn't even design a train that ran on Soviet tracks, so it's no wonder they lost the war."

The three men chuckled. Suddenly, Beshchev got a gleam in his eye. The other two men recognized it instantly.

"What is it, comrade?" asked Yubkin.

"We could solve this whole connection problem with one fell swoop. Why not run the tracks to Turkey? There's no particular reason to stop at a railhead and use trucks."

"Sure, comrade," replied Yubkin, "but Turkey uses a different rail grade than us. Our trains would not run in Turkey, even if the Soviet lines linked up to theirs."

"So we'll build the lines for them. We'll need special permission, but I'm sure that the Turks would like better access to our goods in exchange for having a Soviet rail line in their nation. Comrade, get on the phone to the maintenance division and see how fast they can get a construction unit to the southern railhead. And comrade Yubkin, get your design bureau working on this immediately. We need an engine that haul long-distance with limited coal use."

"Yes, comrade Minister." The two deputy ministers immediately switched into professional mode. Leaving their glasses on Beshchev's desk, they stood and quickly exited the office. Beshchev hauled out his typewriter, inserted a paper, and after a few seconds of thought, began to type a letter to the Foreign Minister.
