Well, yes and no. It's basically an M4A3E8 Sherman chassis with a M4A3E2 Sherman Jumbo style turret that is enlarged and firrted with the SA 49 Anti-Tank gun which has better performance than either the short 75mm or long 76mm from the Sherman and it has comprable performance to the American 90mm tankg guns. Starting next year, the improved SA 50 tank gun will be offered with a muzzel velocity of 1000 m/s (these are the real test statistics).
In response to OP: I get the part about no developing weapons before they existend in real life, but the Panhard EBR was based off a design from 1939, and in 1949 all it's components existed, so it's not too far fetched to think the Panhard EBR could eneter service a year earlier. As for the SA 50, it's based off the Panzaer V Panther's gun from WW2, and is a lenghtened SA 49. So in 1949 a prottype could the created and fielded theoretically by 1950 since the technology already exists and is basicaly the SA 49 with a longer barrel.

if there is blueprints for it and you have the technology to make it, you can make it however it will have to be a minimum of 6 months to build
