This is the biggest issue here. Being non-interventionist is one thing, acting so uncaring about human rights abuse is another.

I have been ordered only to attack if I hade to for Velez, Westra, and Spellman.

Obviously Westra was moving way too close to Dayton's lane so I had to do something.
