This bill expands such financial, visa-blocking, and assistance sanctions on persons that knowingly facilitate the transfer of goods, services, or technology to the Islamic Republic that would materially contribute to Iran's acquisition or development of ballistic missile technologies or certain advanced conventional weapons. These two reports shall include all an analysis of the foreign supply chain and domestic supply chain in Iran that directly or indirectly significantly facilitates, supports, or otherwise aids the Government of Iran’s ballistic missile program and development of advanced conventional weapons respectively. This shall also include information regarding the geographic distribution of the supply chain, assessments of the Government of Iran to develop these weapons domestically, and identifications of foreign persons, agencies, and instrumentalities that have, based on credible information, directly or indirectly facilitated or supported the Iranian development of the aforementioned weapons programs.

b) The President shall impose and enforce sanctions on an agency or instrumentality of the Government of Iran if the President determines that the agency or instrumentality, on or after the date of the enactment of the act, knowingly seeks to develop, procure, or acquire goods, services, or technology that materially supports efforts by the Government of Iran to develop the aforementioned weapons programs.

c) The President shall impose and enforce sanctions on a foreign person or an agency or instrumentality of a foreign state if the President determines that the person or agency or instrumentality knowingly, on or after the date of the enactment of this act, provides significant material or financial support to the Government of Iran that supports efforts by the Government of Iran to develop the aforementioned weapons program.

An Act to Expand Sanctions Against Iranian Efforts to Develop Conventional Weapons

Overview: Sanctions against the Islamic Republic of Iran have existed against the development of chemical, biological, and nuclear weapons. After the targeting and destruction of U.S. military equipment by the Islamic Republic using missiles and conventional weaponry, it is clear that these are tools at the disposal of the Islamic Republic regime that must also be targeted via sanctions. This bill expands such financial, visa-blocking, and assistance sanctions on persons that knowingly facilitate the transfer of goods, services, or technology to the Islamic Republic that would materially contribute to Iran's acquisition or development of ballistic missile technologies or certain advanced conventional weapons. The bill also establishes additional sanctions related to Iran's ballistic missile program, including with respect to a foreign person or instrumentality of a foreign state that provides material support for the Islamic Republic’s efforts to acquire certain missile-related goods, services, technologies or weapons. The President shall notify Congress upon receiving credible information about certain conventional weapons transfers to the Islamic Republic, with a determination of whether the transaction is subject to sanctions.

Section I - Definitions:

a) The Islamic Republic of Iran - The state of Iran and all related organs and extensions of the Islamic Republic, including both civilian and government. Will thusly be referred to as simply Iran.

b) Ballistic Missile Program and Certain Advanced Conventional Weapons - All Iranian weapons that fall into the military categories of ‘advanced conventional weapons’ and ‘ballistic missiles’ as defined by the U.S. Department of Defense and U.S. intelligence agencies. Will thusly be referred to as the aforementioned weapons programs

c) Imposed and Enforced Sanctions - The multitude of sanctions available for the Government of the United States to levy on Iranian or aiding foreign-based persons, agencies, or instrumentalities including the revoking of visas and exclusion from entry into the United States; sanctions and terminations of specific, related American exports; and blocking and preventing access to American based financial and transactional services.

Section II - Provisions:

a) Not later than 180 days following the enactment of this act, the President shall provide a Report On Supply Chain Of Iran’s Ballistic Missile Program and a Report On Supply Chain Of Iran’s Development of Advanced Conventional Weapons. These two reports shall include all an analysis of the foreign supply chain and domestic supply chain in Iran that directly or indirectly significantly facilitates, supports, or otherwise aids the Government of Iran’s ballistic missile program and development of advanced conventional weapons respectively. This shall also include information regarding the geographic distribution of the supply chain, assessments of the Government of Iran to develop these weapons domestically, and identifications of foreign persons, agencies, and instrumentalities that have, based on credible information, directly or indirectly facilitated or supported the Iranian development of the aforementioned weapons programs.

b) The President shall impose and enforce sanctions on an agency or instrumentality of the Government of Iran if the President determines that the agency or instrumentality, on or after the date of the enactment of the act, knowingly seeks to develop, procure, or acquire goods, services, or technology that materially supports efforts by the Government of Iran to develop the aforementioned weapons programs.

c) The President shall impose and enforce sanctions on a foreign person or an agency or instrumentality of a foreign state if the President determines that the person or agency or instrumentality knowingly, on or after the date of the enactment of this act, provides significant material or financial support to the Government of Iran that supports efforts by the Government of Iran to develop the aforementioned weapons program.

d) The President shall also impose and enforce sanctions on a foreign person or an agency or instrumentality of a foreign state that provides significant financial, material, or transactional service to Iran’s Revolutionary Guard Corps.

e) The President may not impose sanctions under subparagraph (c) or (d) with respect to a foreign person or a United States person if the President determines that the person has exercised due diligence in establishing and enforcing official policies, procedures, and controls to ensure that the person does not sell, supply, or transfer to or from Iran materials whose sale, supply, or transfer of which would subject a person to the imposition of sanctions under subparagraph (c) or (d).
